	answer	answer is ministerial correction date of answer 04/02/2020 answer text <p>While there has been a downward trend in strength over the last five years, the Government is committed to maintaining the overall size of the Armed Forces and is taking forward a range of measures to improve recruitment and retention. Importantly, the Armed Forces continue to meet all their current commitments, keeping the country and its interests safe. The Armed Forces are fully funded to meet their target strength and we continue to increase funding to Defence year on year.</p><p> </p><p>The Ministry of Defence keeps the numbers of military personnel under close review. On a quarterly basis we publish UK Service personnel statistics on strengths, requirements, intake, applications and outflow, by Service. Our headmark for this is Joint Force 2025, a highly capable deployable force of around 50,000 personnel drawn from all services. We have made significant progress in delivering the Maritime Task Group, Army Division, Air Group and Joint Forces that make up this deployable force. But there are still challenges. We know the threat picture for the UK has evolved since 2015, this was acknowledged in our Modernising Defence Programme, and there is still work to be done to ensure we are on track for delivery by 2025. 	answer	answer is ministerial correction date of answer 10/02/2020 answer text <p>As part of the ten-year vision articulated in the <em>Strategy for our Veterans</em>, the Ministry of Defence introduced a 'Defence Holistic Transition' policy in October 2019. 'Defence Transition Services' (DTS) was established at the same time, to support those Service leavers who face the greatest challenges to making a successful transition to civilian life. The full-spectrum service is available to all Service leavers exiting the Armed Forces and is based on the needs of the individual, providing the specific support they may need and interventions to ensure issues are resolved. This support extends for two years after discharge and longer if necessary.</p><p>All Regular Service personnel leaving the Armed Forces are provided with employment support and training delivered through the Career Transition Partnership (CTP). Many elements of our training carry risk, and it is regularly assessed and monitored. The Defence Safety Authority (DSA) works in tandem with the new Director of Health Safety and Environmental Protection (D HS&amp;EP), appointed in March 2019, to assist the Permanent Secretary in discharging his HS&amp;EP responsibilities. Since 2015, the DSA has made a significant contribution to the development of the Ministry of Defence's Safety approach, including:</p><p>a. Supporting the introduction of the Defence Safety &amp; Environmental Committee (DSEC), chaired by the Permanent Secretary, to improve oversight of the duty of care and risk associated with defence activities;</p><p>b. The establishment, in 2016, of a pan-domain standardised approach to Duty Holding for managing hazardous activities that represent a credible and foreseeable Risk to Life. The Duty Holder role being to balance and reduce the risk to as low as reasonably practicable and tolerable with due regard to the strategic benefits required from Defence; and</p><p>c. The publication of new guidance and regulations setting out rules and standards for Defence HS&amp;EP, in line with the Defence Secretary's Policy Statement for all HS&amp;EP matters in Defence. These include chapters on the duty holding construct and duty of care on deployments. 	answer	answer is ministerial correction date of answer 11/05/2020 answer text <p>The definitions of these categories are as follows:</p><p> </p><p><strong>Loan Service</strong>. Loan Service is defined as being the loan of Service personnel from the United Kingdom Armed Forces to assist a Commonwealth or foreign country. Loan Service personnel are subject to United Kingdom Service regulations; they are administered and receive pay and allowances in the usual way and are consequently subject to United Kingdom income tax. They are not subject to Host Nation taxation.</p><p> </p><p><strong>Exchange Officers</strong>. Exchange officers are deployed into key posts globally. They may be deployed for Service-specific or joint operational reasons. They work for the HN, usually in exchange for a HN officer working in the UK. They create Defence Engagement effect by projecting a positive image of the UK, generating understanding of host nation tactics, procedures and capability, and symbolising the close cooperative relationship between services. Exchange officers provide an opportunity to assist UK efforts in other ways, such as by gaining insight into another nation's ways of thinking or working practices.</p><p> </p><p><strong>Liaison Officers</strong>. Defence deploys a wide range of liaison officers to foreign militaries and sometimes elsewhere within a foreign partner's security architecture. Liaison officers are specifically intended to facilitate information sharing and provide a means to deliver persistent influence on the HN. In general, liaison officers remain under the command and control of the sending nation.</p><p> </p><p><strong>Embedded Officers</strong>. The UK also has a significant number of embedded officers, mainly serving in US headquarters. Embedded officers create tailored DE effect, depending on their role and the agreement of the HN. In general, embedded officers come under the command and control of the HN.[1]</p><p> </p><p><strong>Secondee Service</strong>. Secondee Service places UK military personnel within a company, such as BAE Systems or NETMA. While such service is considered a tour of duty it is governed by bespoke TACOS for the duration of the secondment, agreed between the Company, the individual and the RAF. 	answer	answer is ministerial correction date of answer 19/01/2021 answer text <p>The Future Reserves 2020 Programme has delivered Reserve Forces that are better integrated with their Regular counterparts as an element of the Whole Force. Reserves from all three Services regularly train with Regulars and use the same kit and equipment as them. Call-out Orders are routinely put in place to enable Reservists to be brought into permanent service (mobilised) as required to serve on operations alongside Regulars, either in individual roles or as formed units.</p><p> </p><p>Maritime Reservists routinely join their Regular colleagues on operations, principally providing specialist skill sets such as Maritime Trade Operations. For example, Royal Marines Reserves are mobilised annually to support the Lead Commando Group and Royal Naval Reserves are routinely mobilised to the Offshore Patrol Squadron.</p><p> </p><p>The Army has paired Reserve units with their Regular counterparts, and they train alongside them and deploy with them where necessary. Army Reserves were a vital part of the forces supporting the Government’s response to COVID-19 and have been mobilised to assist in preparation for post-BREXIT transition as well as for other operations in the UK and overseas.</p><p> </p><p>RAF Reservists are trained to be interoperable with their Regular counterparts and on completion of any pre-deployment training they are routinely deployed alongside them.
