star this property answer text <p>The Improving Quality in Physiological Services (IQIPS) accreditation scheme is run by the United Kingdom Accreditation Service (UKAS). The process of accreditation provides an independent assessment that a service meets the accreditation standards.</p><p> </p><p>It is the responsibility of the service to ensure that they conform to the standard before application to UKAS for accreditation. There is a pre-registration process within the scheme that enables all services to be able to do an effective gap analysis so that they should be at a point of conforming to the standard on making an application to UKAS. If during an assessment mandatory findings are raised which show non-conformity to any part of the standard then the service agrees appropriate improvement actions with the UKAS team to rectify these and prevent re-occurrence.</p><p> </p><p>The UKAS team base their recommendation for accreditation on the findings raised relating to the conformity to the standard, risk and whether the agreed improvement actions are appropriate and can be achieved within a three month close-out period. Therefore any findings raised must be cleared by the organisation if a positive recommendation for accreditation is to be granted.</p><p> </p><p>In <em>Commissioning Services for People with Hearing Loss: A framework for clinical commissioning groups</em>, published in July 2016, NHS England strongly encourages clinical commissioning groups to expect providers to have completed the IQIPS self-assessment tool and applied for accreditation with UKAS, and achieve accreditation within the duration of their contract.</p><p> </p><p>UKAS are supporting the NHS England business objective to increase the use of accreditation, and information about those services which have achieved accreditation is not held by the Department or NHS England, but is publicly available on the UKAS website.</p><p> </p><p>Information on clinical contracts is not held centrally by NHS England.</p>

star this property answer text <p>The six years between April 2008 and April 2014 have seen a strengthening of the donation programme; increasing donation rates by 63% and transplant rates by 47%. The number of people registering for organ donation has increased by over 3 million since 2010 to over 20 million.</p><p> </p><p>A new seven year United Kingdom-wide organ donation and transplantation strategy <em>Taking Organ Transplantation to 2020: A UK strategy</em>, was published by NHS Blood and Transplant (NHSBT) in July 2013. The strategy sets out proposed action to increase consent rates, optimise donation and increase transplants.</p><p> </p><p>NHSBT continues to raise the profile of organ donation through a number of other ways. For example, people can join the Organ Donor Register online, through Facebook, by phone, post, registering with a general practitioner, a Boots pharmacy loyalty card or when applying for a passport. More people from Black, Asian and Minority Ethnic communities are needed to register on the Organ Donor Register and the recently launched Peer Educator Project, sponsored by the Department, training peer educators from the Pakistani Muslim community in Birmingham, is an example of action in this area. The Parliamentary Under-Secretary of State for Public Health (Jane Ellison) wrote to all Members during the National Transplant Week to raise the profile and benefits of organ donation and transplantation. The British Kidney Patient Association and NHS Blood and Transplant also held a reception in Parliament.</p><p> </p>

star this property answer text <p>Healthcare in Immigration Removal Centres (IRCs) in England is commissioned by NHS England.</p><p> </p><p> </p><p> </p><p>Each of the IRCs has a primary healthcare service provided on site. The range of healthcare provision typically available includes initial health screening and risk assessment, including routine treatment of evident infection and active case finding for diseases commonly found among detainees including pulmonary tuberculosis, blood-borne viruses and sexually transmitted infections (if indicated by the initial assessment).</p><p> </p><p> </p><p> </p><p>IRCs currently operate under the Detention Centre Rules and Operating Standards for the purposes of health screening and access to a general practitioner (GP) targets for initial healthcare screening and assessment which means all detainees to be seen by a nurse for an initial health assessment within 2 hours of admission and to be seen by a GP within 24 hours of admission (which may vary on assessment by competent nurse). Any health problems identified, tests or treatments prescribed and their outcomes are recorded on computerised health informatics systems in IRCs (e.g. SystmOne) and information can be shared between prisons and IRCs.</p><p> </p><p> </p><p> </p><p>IRCs, like prisons, are required to notify Public Heath England Centres’ Health Protection Teams of cases or outbreaks of reportable diseases. This information is collated at national level by the Health &amp; Justice Team.</p><p> </p>

star this property answer text <p>People admitted to immigration removal centres (IRCs) are not currently screened for latent tuberculosis infection (LTBI). However, a national partnership agreement between Home Office Immigration Enforcement (HOIE), NHS England and Public Health England (PHE) published in April 2015 committed all three organisations to work together to improve the pro-active detection, surveillance and management of infectious diseases in IRCs and improve capability to detect and respond to outbreaks and incidents. This work will contribute to the overarching joint PHE and NHS five year TB strategy for England which was published in January 2015.
