star this property answer text <p>Information on the reasons looked after children were removed from their placements is published as experimental statistics in the statistical first release <em>‘<em>Children looked after in England including adoption’. </em></em>This information was collected for the first time in 2016 and so comparisons between years should be treated with caution.</p><p> </p><p>The information shows that in 2016, 940 placements in secure units, children’s homes and semi-independent living accommodation were identified as changing because the carer requested the change due to the child’s behaviour. In 2017, this figure was 1,370 but in the same year we saw a drop in placements of that type which ended due to “other” reasons. Feedback from local authorities has identified improved recording of the reasons for placement changes so that more placements are coded under their correct reason rather than “other”. The evidence does not necessarily point to a real increase in the number of placements ending either at the request of the carer due to the child’s behaviour or at the request of the child.</p>

star this property answer text <p>Before placing a child, local authorities are required to draw up a placement plan detailing how the placement is intended to contribute to meeting the child’s needs. As set out in Volume 2 of the Children Act 1989 Guidance, an effective placement plan will provide the carer with essential information about the child, including their emotional and educational needs, how these may affect the child’s daily routine and strategies for responding to them. The placement plan helps the carer to support the child in their new home and can reduce the likelihood of placement breakdown.</p> more like this

star this property answer text <p>Information on the number of missing incidents of looked after children in children’s homes by the location of the placement is shown in the attached table.</p><p>These statistics are experimental statistics based on data collected for the first time in 2015 and should be treated with caution as local councils’ recording of this information is improving over time. The figures are therefore not comparable between years and any assessment of trends should take this into account. The information provided does not mean that the number of children going missing is increasing in the volumes indicated in the table.</p><p>Local councils have improved their reporting of missing incidents through increased collaboration with partner organisations and carers, updated recording systems, and further training for carers to improve understanding of reporting processes.</p> more like this

star this property answer text <p>The Department does not routinely publish data on the annual number of children who have returned home and later re-entered care.</p><p>Addressing this issue remains a Government priority. In September 2013, the Department published the ‘Improving permanence for looked-after children’ data pack, which can be found at <a href="http://tinyurl.com/perm-data-13" target="_blank">http://tinyurl.com/perm-data-13</a>. This included information on the numbers of children who had returned home in the year 2006-7 and had re-entered care or accommodation by 2012. The purpose of the pack was to encourage local authorities to review their systems for returning children home, to improve their rate of success, and to inform decision-making.</p><p>The changes made to the statutory framework in April 2015 ensure a sharper focus on safe and successful reunification, where this is the best route to permanence. We have also provided funding for two research projects. These projects will research how we can improve support for children returning home and test a specific reunification framework.</p><p>The findings from that research will be published later this year. To inform these projects, the Department has shared analysis with the research teams on return home and re-entry to care or accommodation. We are considering the benefits of publishing this information more widely and will continue to work with the sector.</p>
