	answer	answer is ministerial correction date of answer 05/01/2015 answer text <p>Although the Foreign and Commonwealth Office currently has no plans to supply personnel to the UN Multidimensional Integrated Stabilisation Mission to the Central African Republic (MINUSCA), our support for the mission is substantial. The UK pays for 6.6% of the UN’s peacekeeping budget, and therefore an equivalent share of UN civilian personnel in MINUSCA, the UK’s support has also included £23m humanitarian aid to the Central African Republic. The UK is not a current contributor to the EU Trust Fund in CAR. High levels of violence continue across the country, and a million people have been displaced since December 2013. The security situation impacts not only communities but humanitarian workers. The Office for the Coordination of Humanitarian Affairs (OCHA) has reported 142 security incidents directed at humanitarian workers since January 2014 and 18 humanitarian workers killed. The UN peacekeeping force in CAR, the UN Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), is the lead on DDR work in CAR. The UK works closely with MINUSCA to ensure it provides adequate support to CAR authorities to launch DDR in CAR.</p><p>MINUSCA has budgeted $28 million for a DDR programme aimed at what they expect will amount to 3,500 ex-Seleka fighters in total and 1,500-3,500 dependants. Through the UK’s contribution to MINUSCA, we support this vital work on pushing DDR forward in CAR.</p><p>MINUSCA is currently in the pre-DDR phase, preparing for the launch of DDR. The UN estimates that 557,000 people have been displaced within CAR, with 483,000 estimated to have fled the country, of whom 358,000 are refugees in the Democratic Republic of Congo, Chad, Cameroon, Republic of Congo and South Sudan.</p><p>Prior to the crisis, CAR was host to over 15,000 refugees from DRC and Sudan; however the deteriorating security situation has led to the voluntary repatriation of many refugees with support from UNHCR. In April over 6,000 Congolese refugees were voluntarily repatriated to Equateur province in DRC - a further sign of the gravity of the situation in CAR.</p><p>The crisis is having a marked impact on education provision, with the UN Office for Coordination of Humanitarian Affairs estimating that 400,000 vulnerable children are in need of emergency access to education. Many schools outside the capital have been closed since the onset of the crisis and whilst some schools in Bangui have reopened, work on rebuilding educational institutions as well as infrastructure is needed. The Multi-Cluster Initial Rapid Assessment in January 2014 placed the level of functioning schools at 4%, with many looted and occupied by displaced people, but did not report military use of schools. The interruption of education affects both girls and boys.</p><p>The most important need continues to be security, and the UK has worked closely with international partners, including the African Union (AU), to support efforts to bring stability to the country. We have provided £2m in non-lethal support to the UN-mandated AU force, MISCA, which despite serious challenges, has worked well with the French Operation Sangaris to bring some security to the country. 	answer	answer is ministerial correction date of answer 09/06/2014 answer text <p>The UK is working closely with international partners to ensure an effective and co-ordinated international response to the current humanitarian and security crisis in the Central African Republic (CAR). The UK will continue to work with the AU and UN to ensure the effectiveness of the AU mission as well as the effective deployment of a UN Peacekeeping Operation. The UK has also provided airlifts to help with deployment of the EU security mission (EUFOR); has provided a planning officer to the Operational Headquarters; and is providing a share of EUFOR's common costs as well as engaging with EU Partners on EUFOR's approach and rules of engagement. We remain the second largest provider of humanitarian aid, having given £23 million since the crisis began.
