	answer	answer is ministerial correction date of answer 31/10/2016 answer text <p>As with bilateral aid, multilateral aid is subject to robust scrutiny by the International Development Committee and the Independent Commission on Aid Impact (ICAI). For example, ICAI published a review on “How the Department for International Development (DFID) works with multilateral agencies to achieve impact”, in June 2015 and the International Development Committee published an interim report on “UK Aid - Allocation of resources”, in March 2016.</p><p>The Secretary of State has clearly stated her commitment to driving higher results and ensuring value for money and transparency from DFID’s multilateral partners. DFID has taken a strategic approach to scrutinising the impact of our investment in multilateral organisations through the Multilateral Aid Review, the latest review is due to be published soon. The UK is also an active member of the Multilateral Organisation Performance Assessment Network (MOPAN), which brings together 18 donor countries with a common interest in assessing multilateral effectiveness. UK aid has supported economic development, provision of basic services, and enabled reconstruction through support to the Gaza Reconstruction Mechanism. However, as the report makes clear, aid alone cannot solve the problems in Gaza. We welcome Israel’s decision last year to increase the water supply to Gaza, as well as other commitments which permit the construction of essential energy infrastructure. Improvements in energy and water provision are essential to improve the daily life of the people living in Gaza. For example, DFID is supporting the regional “Work in Freedom” programme led by the International Labour Organisation which supports safe migration and government capacity building at national and state level, including implementing legislation and standards in key sectors such as domestic work and textiles. The promise was launched by the Prime Minister and agreed by other world leaders at the UN General Assembly in September 2015. To deliver our strategy, we will prioritise work that targets the most vulnerable and disadvantaged, the most excluded, those caught in crises, and those most at risk of violence and discrimination. We recognise that achieving our overall goal of leaving no one behind will take time, and require concerted and sustained effort across governments, citizens, civil society and businesses. To date, we have committed over £2.3 billion, our largest ever response to a humanitarian crisis. As a result of the rise of Daesh, a separate humanitarian crisis has also emerged in Iraq. To date, we have committed £79.5 million to the humanitarian crisis in Iraq.</p><p>We continue to play a leading role in encouraging the international community to contribute generously to the UN appeals. At the Supporting Syria and the Region Conference we co-hosted in London on 4 February 2016, leaders came together to pledge more than $11 billion, the largest amount raised in one day for a humanitarian crisis. The money pledged at the Conference will save lives, give hope and give people a chance for the future.</p><p>We welcome the generous pledge of $2.5 billion in immediate and long-term funding from Germany at the Conference. Likewise, the EU pledged €915 million for 2016, €1.275 billion for 2017-20 and a further €200 million in concessional finance.
