The latest data published by UCAS on 25 September 2014 in its ‘UCAS Teacher Training statistical releases’[1], indicates that there will be an increase in computing trainees commencing initial teacher training (ITT) this year, although this will not be certain until the 2014/15 ITT census is published.</p><p>For computing trainees starting their training in 2015/16, we have increased bursaries to up to £25,000 tax-free. We are also funding a prestigious scholarship scheme for computing trainees worth £25,000 tax-free and offering a range of professional benefits. In line with the internationally agreed UN definition, these statistics define a migrant as someone changing their normal place of residence for more than a year. This includes students in net migration in the same way as other migrants. Other countries, including the United States, Canada, Australia and New Zealand also include students in their net migration figures. <br><br>Net migration measures the difference between the number of peoplecoming the UK and the number leaving, so if students return home after<br>their studies, their impact on long-term net migration will be minimal. The ONS has recently improved its methodology so that it is possible to<br>better identify students in the emigration flows to give a more accurate measure of the contribution of students to overall net migration.In the last year, 124,000 non-EU students came to Britain to stay for more than 12 months, and the ONS estimates that only 50,000 left the country. <br><br>All migrants who are in the UK for 12 months or more have an impact on our communities, infrastructure and public services. Changing the way we measure migration would not make any difference to our student migration policy. Since 2010 we have already cut Corporation Tax (CT) from 28% to 21%, and next year it will fall to 20% - the joint lowest rate in the G20. The Government has also cut the small profits rate to 20%. Through the European Union Tobacco Products Directive 2014/40/EU (TPD), transposed into United Kingdom law by the UK Tobacco and Related Products Regulations 2016 (TRPR), we have introduced measures to regulate e-cigarettes to reduce the risk of harm to children, protect against any risk of renormalisation of tobacco use, provide assurance on relative safety for users, and give businesses legal certainty. This has enabled the UK to implement appropriate standards for products whilst allowing smokers to move to e-cigarettes should they wish.</p><p> </p><p>While the UK Government is a member of the EU it will continue to comply with the requirements of the EU’s TPD. The Government has made a commitment to review the TRPR by May 2021 to consider its regulatory impact. 	answer	answer is ministerial correction date of answer 10/11/2014 answer text <p>The Department for Education is responsible for the introduction of the requirement that state-funded schools in England should offer universal infant free school meals, which came into effect on 1 September 2014.</p><p> </p><p>Between 2009 and 2011 the Department for Education and the Department of Health piloted the provision of universal free school meals in Durham and Newham. The independent evaluation of those pilots showed that there were a number of benefits arising from the provision of universal free school meals, including improved attainment, healthier eating habits and increases in the uptake of meals among children who would have been eligible for free school meals under the existing criteria. We also know, from research carried out by the School Food Trust (now Children’s Food Trust), that universal infant free school meals will save families who previously paid for school lunches up to £400 a year per infant child.</p><p> </p><p>The Department has used School Food Trust research into the costs of school meal provision, as well as feedback from local authorities and stakeholders, to inform the allocation of funding for this policy and the targeting of implementation support. The report notes that the increased regulation in the P2P market in the UK has been mostly seen as positive, in contrast to China where regulators were slow to address the sector, leading to opportunities for fraudulent activity.</p><p> </p><p>The UK has been independently ranked by EY and Deloitte as the world’s leading hub for Fintech – the best place in the world to start and grow a Fintech firm. As part of this, the Government will consult on its approach to cryptoassets this year. Advances in science may allow us to create traditional animal products away from traditional farm settings, from gelatine and egg whites to milk and even meat. Whilst Defra has not yet assessed the potential of this technology on reducing greenhouse gas emissions, through the £90 million Industrial Strategy Challenge Fund Transforming Food Production challenge we will focus on innovation and research around agriculture, productivity and sustainability.</p><p>The environmental impacts of food are complex and span the whole supply chain. Defra undertakes and coordinates research across the whole food system to enhance productivity, enhance food quality, increase efficiency, and reduce waste, from primary production through to manufacturing, retail, distribution and the consumer.</p><p>The Government is committed to publishing a National Food Strategy when we leave the European Union. 	answer	answer is ministerial correction date of answer 14/06/2019 answer text <p>Green bridges are structures designed to provide wildlife and non-motorised users with easy and safe crossing of main roads and railways.</p><p> </p><p>In 2015, Natural England published a review of the literature on green bridges. The review looked at 53 case studies from Europe and North America and found evidence that, in the majority of cases, green bridges were utilised by wildlife, although an assessment of their effectiveness in conserving wildlife populations was limited by the lack of long-term monitoring data. Guidance on the design of green bridges was also published by the Landscape Institute based on research undertaken by Natural England.</p><p> </p><p>In 2015, the Government published research which included an assessment of the A21 Scotney Caste Green Bridge, constructed by the then Highways Agency, which found that of all incidences of bats crossing the road to and from the Scotney Castle Estate, 97 per cent used the green bridge. The UK government has a range of performance indicators for England, although we do also work with the devolved administrations to compile indicators at UK scale for international reporting.</p><p> </p><p>In June 2019 the Department for Environment, Food and Rural Affairs published its <a href="https://www.gov.uk/government/publications/department-for-environment-food-and-rural-affairs-single-departmental-plan/department-for-environment-food-and-rural-affairs-single-departmental-plan-may-2018" target="_blank">Single Departmental Plan</a> which includes biodiversity performance indicators for England, including: extent of marine protected areas and condition of protected sites and priority habitat.</p><p> </p><p>In May of this year, the Government published a <a href="https://www.gov.uk/government/publications/25-year-environment-plan" target="_blank">new indicator framework</a> for the 25 Year Environment Plan, setting out a transparent, comprehensive framework that shows how the environment in England is changing and whether it is improving over time. These indicators include diversity and health of our seas, wildlife and wild places, and nature on land and water.</p><p> </p><p>To support reporting of progress across the whole of the UK, the government publishes a set of <a href="https://www.gov.uk/government/statistics/biodiversity-indicators-for-the-uk" target="_blank">UK Biodiversity Indicators,</a> updated annually. 	answer	answer is ministerial correction date of answer 01/10/2019 answer text <p>The Airports National Policy Statement was designated as government policy in June 2018 following the overwhelming support of MPs, but the Government is clear that expansion cannot come at any cost.</p><p> </p><p>The Airports National Policy Statement includes strict requirements that must be met, covering a range of environmental impacts from water and soil quality to biodiversity and habitats. For example, permission will only be granted if an applicant for development consent can demonstrate that the scheme would not materially impact the UK’s ability to meet its carbon reduction targets and that, with mitigation, it would be compliant with legal obligations on air quality.</p><p> </p><p>In regard to noise, the development consent application must also include a detailed assessment of how proposed noise mitigations will deliver against the Airports National Policy Statement requirement to limit – and where possible reduce – the impact of aircraft noise compared to the 2013 baseline assessed by the Airports Commission.</p><p> </p><p>An applicant for development consent will need to produce a detailed assessment of all environmental impacts of their scheme, including a robust and effective package of mitigation measures. Aviation needs to play its part in reaching net zero emissions and the Government is committed to setting a clear and appropriate level of ambition for the aviation sector.</p><p> </p><p>The Committee on Climate Change published its recommended approach to international aviation emissions on 24 September 2019.
