	answer	answer is ministerial correction date of answer 07/03/2018 answer text <p>Cyber security, including cyber crime, is a top priority threat to national security.<strong> </strong>This is why the National Cyber Security Strategy 2016-2021 is supported by £1.9billion of transformational investment. We have boosted the capabilities of the National Crime Agency’s National Cyber Crime Unit by increasing their ability to investigate the most serious cyber crime, and we are continuing to invest in the cyber teams within each of the Regional Organised Crime Units across England and Wales.</p><p>We have also established the National Cyber Security Centre which manages national cyber security incidents, carries out real-time threat analysis and provides tailored sectoral advice. We have invested in regional cyber crime prevention coordinators, who engage with SME’s and the public to provide bespoke cyber security advice based on the latest technical understanding from the National Cyber Security Centre.</p><p>Driving up cyber knowledge and expertise at the local policing level is also extremely important. The College of Policing provides a range of courses for police officers and staff on cyber crime. The College are also working on behalf of the Home Office to create the Cyber Digital Career Pathways project. This project will create a Cyber Digital Investigation Profession across all of law enforcement, providing a career pathway and professional certification for Cyber Digital Investigation Professionals.</p><p>The Home Office delivers the Government’s Cyber Aware campaign which encourages the public and small businesses to adopt simple behaviours which will help protect them against the majority of cyber threats. To help deliver these functions the CAA will be establishing a new environment panel that will provide it with independent expert guidance to support its environmental roles, including the consideration of carbon, air quality, as well as aviation noise.</p><p> </p><p>The CAA is currently undertaking work to define both the purpose and remit of the environmental panel, before recruiting a diverse membership. Utilising new technology, it will allow the aviation industry to build back better, safely, provide better access for all airspace users and create opportunities to reduce noise and carbon emissions.</p><p> </p><p>Funding is being provided on an exceptional basis while the sector recovers from the impact of the pandemic to support our programme to modernise the UK’s airspace. Good progress is being made on implementing the report’s recommendations: for example, Public Health England will publish its latest annual evidence review on e-cigarettes by the end of March 2019 and NHS England is developing guidance on e-cigarettes for mental health trusts. The Department will continue to monitor progress as part of its monitoring of the delivery of the Tobacco Control Plan for England.</p><p> </p><p>The Government believes in proportionate regulation of e-cigarettes, recognising that they are not risk-free. Through the European Union Tobacco Products Directive 2014/40/EU (TPD), transposed into United Kingdom law by the UK Tobacco and Related Products Regulations 2016 (TRPR), we have introduced measures to regulate e-cigarettes to reduce the risk of harm to children, protect against any risk of renormalisation of tobacco use, provide assurance on relative safety for users, and give businesses legal certainty. This has enabled the UK to implement appropriate standards for products whilst allowing smokers to move to e-cigarettes should they wish.</p><p> </p><p>While the UK Government is a member of the EU it will continue to comply with the requirements of the EU’s TPD. The Government has made a commitment to review the TRPR by May 2021 to consider its regulatory impact.
