However, evidence-based clinical guidance is published by the National Institute for Health and Care Excellence (NICE) and is disseminated to general practitioners and other health care professionals.</p><p> </p><p>To help clinicians identify the symptoms of rheumatoid arthritis and make prompt referrals to specialists, NICE published Rheumatoid arthritis: The management of rheumatoid arthritis in adults in 2009. This best practice guideline sets out the signs and symptoms of the disease and emphasises the need for early diagnosis with urgent referral to a specialist rheumatologist on suspicion of rheumatoid arthritis. For those diagnosed with the condition, the guidance also recommends they should be offered the opportunity to take part in educational activities, including self-management programmes.</p><p> </p><p>The NICE Rheumatoid Arthritis Quality Standard, published in 2013, is based on the NICE guideline. One of the seven quality statements it includes recommends that people with suspected persistent synovitis affecting the small joints of the hands or feet, or more than one joint, are referred to a rheumatology service within three working days of presentation. We do not hold data before 2009/10.</p><p> </p><p>Funding for ESOL is allocated by the Skills Funding Agency as part of a provider’s adult skills budget. In addition, there are a number of ESOL courses funded through the Agency’s community learning budget, but we do not collect data which enables us to provide a breakdown of the expenditure on these. The Green Paper sets out the Government’s proposals for improving work and health outcomes for disabled people and people with long-term health conditions.</p><p> </p><p>Many employers are already creating healthy, inclusive workplaces, but more needs to be done so that employers provide the support needed for employees with disabilities and long-term health conditions, to help them get into and stay in work</p><p> </p><p>Through the Green Paper we are asking about the barriers preventing employers from recruiting and retaining disabled people and people with health conditions, and what measures would help them in doing so. Specifically:</p><p> </p><ul><li>We are consulting on reform to Statutory Sick Pay to support phased returns to work. A phased return to work can be beneficial to both employer and employee, as it may help prevent further periods of absence or the employee falling out of work entirely;</li><li>How we can transform occupational health provision to ensure it more closely meets the spectrum of need, including the needs of employers.</li><li>The Green Paper also announced a review of the current operation of the fit note. This review will look at the current system and whether it meets the needs of its users – including employers.
