star this property answer text <p>The Home Office collects data annually on the function of police workers. Workers with multiple responsibilities or designations are recorded under their primary function. The data do not therefore provide a complete picture of all officers assigned to response functions.</p><p>The number of full time equivalent police officers primarily employed in ‘Incident (Response) Management’ roles can be found in the data tables published alongside the annual police workforce statistics publication.</p><p>Data as at 31 March 2015 and 31 March 2016 can be found in the Table F1 and Table F4 of the police workforce statistics published in July 2016:</p><p>https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/544954/police-workforce-tabs-jul16.ods</p><p>Data as at 31 March 2014 were collected under a different framework, with different definitions, and are therefore not directly comparable with data as at 31 March 2015 or 2016. Data on the number of officers primarily employed in ‘Response’ roles as at 31 March 2014 can be found in the supplementary tables of the police workforce statistics published in July 2014:</p><p>https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/330345/police-workforce-supptabs-mar14.ods</p><p>Decisions on the size and composition of the police workforce are operational matters for Chief Officers working with their Police and Crime Commissioners and taking into account local priorities. PCCs and Chief Constables up and down the country are demonstrating that they can deliver more efficient and effective policing through collaboration without sacrificing local accountability and identity. Requests for voluntary mergers would be considered only where they are supported by a robust business case and have community consent.</p> more like this

The programme of work to introduce a new licensing system for England and Wales is being managed by the Police ICT Company in conjunction with police forces.</p><p>Licensing of section 5 prohibited firearms is administered by the Home Office. A separate small scale IT system is being developed for the Home Office firearms licensing unit to oversee section 5 licensing applications with a view to implementation in spring 2017.</p> more like this

How much of the policing budget is allocated to a specific workstream or activity within a police force area is a matter for individual Police and Crime Commissioners in consultation with their Chief Constable. The Government is absolutely clear that harassment and abuse in whatever form and whoever the target is totally unacceptable. This includes harassment committed in person, or using phones or the internet.</p><p>There is a robust legal framework to tackle offline and online harassment and abuse provided by the Protection from Harassment Act 1997, and offences in the Malicious Communications Act 1998 and the Communications Act 2003.</p><p>New Authorised Police Professional Practice on stalking and harassment is currently being developed by the College of Policing, and Her Majesty’s Inspectorate of Constabulary and Her Majesty’s Crown Prosecution Service Inspectorate will shortly be commencing a joint inspection of how stalking and harassment are handled by police forces and the Crown Prosecution Service (CPS), including the service received by victims.</p>
