This includes £2.056 million of reallocated HS2 funding and is a 12.7% increase over the funding the Council was expecting in 2024/25 before the Prime Minister’s Network North announcement.</p><p> </p><p>It is up to the respective highway authority how best to spend this funding to fulfil their statutory duty under Section 41 of the Highways Act 1980. In 2022, the latest year from which published data is available, the fraction of mortality attributable to particulate air pollution was 5.5% for Warwickshire, and 5.5% for Warwick.</p><p>The UK Health Security Agency (UKHSA) produces the estimates of the fraction of mortality attributable to particulate air pollution in English local authorities and regions, as an indicator within the Public Health Outcomes Framework for England, published by the Office for Health Improvement and Disparities. Over the year to December 2023, over 750,000 children and young people aged under 18 years old were supported through National Health Service-funded mental health services, representing a 31% increase since March 2021.</p><p>NHS England is working to improve the quality of data on access and waiting times for children and their families and carers waiting to receive community-based mental health care. Comprehensive management guidance on alternative products has been issued to the National Health Service where needed.</p><p>The medicine supply chain is highly regulated, complex, and global. Supply disruption is an issue which affects the United Kingdom, as well as the other countries around the world, and it can have a variety of causes, including manufacturing issues, problems with access to raw ingredients, and sudden spikes in demand.</p><p> </p><p>There is a team within the Department that deals specifically with medicine supply problems. The equivalent maximum maintenance loan was £8,430 in the 2017/18 academic year. This is a 13.9% reduction in the real-terms value of the maximum loan. Maximum support has been increased by 2.8% for the 2023/24 academic year with a further 2.5% increase announced for 2024/25.</p><p>The government recognises the additional cost of living pressures that have arisen this year and that are impacting students. The department has already made £276 million of student premium and mental health funding available for the 2023/24 academic year to support successful outcomes for students including disadvantaged students.</p><p>The department is now making a further £10 million of one off support available to support student mental health and hardship funding. This funding will complement the help universities are providing through their own bursary, scholarship and hardship support schemes.</p><p>Over the period between 2022/23 to 2024/25, the government will have provided support worth £104 billion to help families throughout the UK with the cost of living including to meet increased household energy costs. This is an average of £3,700 per household. This will have eased some of the pressure on family budgets and so will in turn enable many families to provide additional support to their children in higher education to help them meet increased living costs.</p><p>The department has also frozen maximum tuition fees for the 2023/24 and 2024/25 academic years to deliver better value for students and to keep the cost of higher education under control. However, the Government recognises this is a concerning time for mortgage borrowers.</p><p>Rising interest rates are in part driven by Bank Rate. Monetary policy is the responsibility of the independent Monetary Policy Committee (MPC) of the Bank of England. The MPC continues to have the Government’s full support as it takes action to return inflation to target through its independent monetary policy decisions.</p><p>The average offered mortgage rates on 2-year and 5-year fixed rates have now fallen from their peak in the Summer.</p><p>The Government has taken steps to limit the impact of rising interest rates on mortgage holders, through the Mortgage Charter. This Charter sets out the standards that signatory lenders – who represent over 90% of the UK mortgage market – will adopt when helping their customers.</p><p>We have also taken a number of measures aimed at helping people to avoid repossession, including protection in the courts through the Pre-Action Protocol, the Housing Loss Prevention Advice Service (HLPAS), and Support for Mortgage Interest (SMI) loans. Monitoring undertaken by the Environment Agency is primarily focussed on its statutory duties to monitor and report environmental quality.</p><p> </p><p>We have increased the number of storm overflows monitored across the network: in 2010 only 7% were monitored, and now 100% are being monitored.</p><p> </p><p>Nationally, the Environment Agency has directed water companies to make significant improvements through the PR19 Water Industry National Environment Plan and water company business plans, including upgrading over 8,000 storm overflows in successive price reviews since 1989. This means that, ultimately, it is for providers, as part of an autonomous and independent sector, to decide on effective business models.</p><p>The Office for Students (OfS), as the independent regulator of higher education (HE) in England, is responsible for monitoring and reporting on the financial sustainability of the sector. The department’s priority is to ensure that students’ best interests are protected. If a provider was at risk of an unplanned closure, the department would work with the OfS, and others where appropriate, to ensure the best outcomes for those students.</p><p>We are investing hundreds of millions of pounds in additional funding over the three-year period from 2022/23 to 2024/25 to support high-quality teaching and facilities including in science and engineering, subjects that support the NHS, and degree apprenticeships. This includes the largest increase in government funding for the HE sector to support students and teaching in over a decade.</p><p>My right hon. The government is committed to working with and through the regulator to encourage and support universities to take action to prevent sexual assault, and to ensure they have robust procedures in place to make the reporting and investigation of incidents as straightforward as possible.</p><p>To that end, the Higher Education (Freedom of Speech) Act 2023 will ban the use of non-disclosure agreements in cases of sexual harassment and misconduct, and other forms of bullying and harassment. This provision will come into force in 2024.</p><p>Earlier this year, the Office for Students conducted a consultation to make mandatory measures that will, for the first time, require providers to address misconduct on campus. The latest available National statistics on both food security and food bank use covering 2021/22 are available <a href="https://www.gov.uk/government/statistics/family-resources-survey-financial-year-2021-to-2022" target="_blank">here</a>. Statistics are not available at the constituency level.</p><p> </p><p>Foodbanks are independent, charitable organisations and HM Government does not have any role in their operation.
