Friend, the Secretary of State for Education, has not met with the Regional Schools Commissioner (RSC) for Lancashire and West Yorkshire in relation to the closure of Emslie Morgan Academy. My noble friend, the Parliamentary Under-Secretary of State, has however discussed the closure of Emslie Morgan Academy with the RSC and officials. The decision to close Emslie Morgan Academy was taken by the department, following the careful consideration of all available options.</p> more like this

star this property answer text <p>The department is building a supportive schools’ culture in which Regional Schools Commissioners work with multi academy trusts to drive school improvement. As part of this, the department will offer schools the support they need, in line with the ‘Schools Causing Concern’ guidance.</p><p>The department does not currently have concerns about the financial position of the Oak Trees Multi Academy Trust as evidenced in the trust’s annual accounts return.</p><p>Academy trusts are expected to manage their resources and financial position effectively. Their status as companies, charities and public sector bodies, means they have a more rigorous tri‑partite framework and are held up to greater scrutiny. There is a clear framework of accountability for academy trusts regulated by the Education &amp; Skills Funding Agency through trusts’ funding agreements and the Academies Financial Handbook. This can be accessed at:</p><p><a href="https://www.gov.uk/government/publications/academies-financial-handbook" target="_blank">https://www.gov.uk/government/publications/academies-financial-handbook</a>.</p><p>There is effective oversight and compliance based on proportionate risk assessment and robust intervention when concerns arise. In addition, all academy trusts must have an annual external audit of their annual accounts by a registered statutory auditor. This external scrutiny provides the department with a high level of confidence that oversight is professional and consistent.</p><p> </p><p> </p><p> </p>

star this property answer text <p>The department publishes information on looked-after children, child protection plans and children in need in local authorities, including those within Wirral and Liverpool, in the local authority interactive tool. This can be found here: <a href="https://www.gov.uk/government/publications/local-authority-interactive-tool-lait" target="_blank">https://www.gov.uk/government/publications/local-authority-interactive-tool-lait</a>.</p><p>There are a range of factors that contribute to trends in demand for children’s social care including deprivation in different local authorities. The most deprived local authorities have more looked-after children (per 10,000 0 to 17-year-olds), and these rates have grown faster than the least deprived local authorities. The most common factors that present themselves in children’s social care assessments are domestic abuse and mental health. Data on this is available in table C3 of the statistical release ‘Characteristics of children in need 2017 to 2018’ at: <a href="https://www.gov.uk/government/statistics/characteristics-of-children-in-need-2017-to-2018" target="_blank">https://www.gov.uk/government/statistics/characteristics-of-children-in-need-2017-to-2018</a>.</p><p>In preparation for the Spending Review, to help ensure decisions are based on the best available evidence, the government is working with the sector to develop a sharper and more granular picture of demand for children’s services.</p><p> </p>

star this property answer text <p>The national funding formula for 16 to 19 year olds includes extra funding for disadvantaged students, provided to institutions specifically for students who live in the most disadvantaged areas, and those with low prior attainment. In 2017/18, 16 to 19 institutions received around £520 million to provide extra support to disadvantaged students.</p><p>We allocated £130 million for discretionary bursaries to help financially disadvantaged young people participate in education and training. star this property answer text <p>It is crucial that there are enough foster parents with the right skills in the right areas to meet the diverse needs of looked-after children.</p><p><em>‘</em>Fostering Better Outcomes’ sets out how local authorities could improve their recruitment efforts by considering greater cooperation and joint recruitment, testing their approach to initial enquiries and reviewing the demographics to which they appeal during recruitment. We have committed to providing seed funding for fostering services to introduce new or expanded collaborative approaches across fostering, which includes sufficiency planning.</p><p>We have also committed to exploring how technology could give us a more accurate picture of capacity to have an impact on targeted recruitment both nationally and locally.</p><p>Alongside this, we will work with Ofsted to identify whether existing national data collection and insight from inspection reports have an impact on improved sufficiency planning to inform strategic recruitment.</p><p> </p><p> </p>
