star this property answer text <p>The Government recognises that people need the right support and guidance to make decisions that best suit their evolving personal circumstances. That is why the Government introduced Pension Wise, a service provided by the Money and Pensions Service (MAPS) that offers everyone aged 50 and over who has a defined contribution pension, free and impartial guidance on their range of available choices at retirement.</p><p> </p><p>The Financial Conduct Authority (FCA) found in its Retirement Outcomes Review in 2018 that consumer engagement in the retirement market is low and there are low levels of shopping around. As part of remedies to improve this, the FCA has set new requirements for pension providers to send more frequent ‘wake-up packs’ to their consumers, which include a summary of their open market options.</p><p> </p><p>The Money Advice Service (provided by MAPS) also offers a guaranteed income product comparator tool and is developing a drawdown comparator tool, to make it easier for consumers to compare the different options available to them.</p>

star this property answer text <p>The Financial Conduct Authority (FCA) is the regulator of pensions decumulation products, including drawdown products.</p><p> </p><p>The FCA conducted the Retirement Outcomes Review into the retirement income market, publishing the final report in 2018. The final report particularly focused on investment choices and charges in drawdown. As a result of its findings, it is introducing or consulting on a number of remedies to protect consumers from poor outcomes and promote competition in the market. These include the introduction of investment pathways and a requirement for consumers entering drawdown to receive clearer information on charges. The FCA is also currently consulting on extending the remit of Independent Governance Committees (IGCs) to investment pathways.</p><p> </p><p>As the remedies will be a significant intervention in the drawdown market, the FCA plans to conduct a detailed review of the impact of investment pathways one year after implementation to consider how well the remedy is working.</p>

star this property answer text <p>Pension dashboards are a priority for this government and ensuring they are delivered in the interest of consumers is of the upmost importance to us.</p><p> </p><p>That is why the Money and Pensions Service will convene an industry delivery group to oversee the development, delivery and governance of dashboards. On 3 June 2019, the Money and Pensions Service announced that Chris Curry from the Pensions Policy Institute will be the Principal of the industry delivery group, the most senior role within the group. As the Principal, he will identify and agree who in industry will sit on the delivery group to ensure they are best placed to deliver dashboards for the benefit of the consumer. The industry delivery group will be made up of stakeholders from across the industry, consumer groups, regulators and government.</p><p>Once the industry delivery group is up and running, what we expect to see from them in 2019 is to:</p><ul><li>create a roadmap for delivering the supporting architecture;</li><li>start to work with industry on agreeing data standards and schemes readiness to provide data and;</li><li>design a robust governance and security framework.</li></ul><p>In parallel we expect industry to start creating and testing consumer facing dashboards. This will help determine what information is necessary and show how it can be presented in a meaningful way that best meets the needs of the consumer. The industry delivery group must carefully consider how and when the first live dashboards are promoted to consumers.</p><p>We also set out in the government’s response to the consultation on pensions dashboards, the ten design principles which the industry delivery group must adhere to when designing the dashboard system to help ensure the privacy and security of individual’s data. These include that the system must comply with the Data Protection Act 2018 and General Data Protection Regulation and that the system must not include a central database.</p>

The FCA expects the market to deliver competitive charges and is highly likely to move towards a cap if it does not.</p><p> </p><p>The government welcomes the FCA’s work in this area, and stands ready to work with industry and the FCA to ensure consumer demands are being met, and any potential barriers to a thriving, competitive market can be addressed.</p>

In response NHS England has increased funding in gender services by around 50%, but this has had limited impact in reducing waiting times given constraints in the professional workforce nationally. As a way of increasing clinical capacity to meet demand, NHS England has announced its intention to establish a number of pilot services across England from 2019/20 that will evaluate the extent to which adult gender dysphoria services can be delivered by trained clinical teams in local primary care or community health settings. If evaluated positively, NHS England will consider how to extend the new models to other parts of the country.</p>

star this property answer text <p>NHS England nationally commissions Gender Identity Services. In April 2019, NHS England began a process of national procurement to determine which organisations are best able to deliver adult gender dysphoria services in the future. The process of procurement is open to organisations that currently host a gender dysphoria clinic as well as new market entrants. The outcome of the process is expected to be known by the autumn of 2019.</p><p>Separately, NHS England has announced its intention to establish a number of pilot services across England from 2019/20 that will evaluate the extent to which gender dysphoria services can be delivered by trained clinical teams in local primary care or community health settings. star this property answer text <p>To ensure that businesses are aware of the necessary changes to the health and identification marks, the Food Standard Agency (FSA) has produced guidance which explains the form of the mark and when the necessary changes will take effect.</p><p> </p><p>The FSA has worked with industry bodies to promote awareness of the guidance amongst members, as well as communicating directly with industry via key representative organisations. The FSA has and continues to attend and organise stakeholder meetings to promote awareness of the guidance.</p><p> </p><p>FSA operational staff and local authorities have also been briefed on the guidance so that they can promote awareness directly with food business operators. star this property answer text <p>The Driver and Vehicle Standards Agency (DVSA) checks the security of loads on heavy goods vehicles (HGV) during roadside encounters as part of its enforcement duties, although the responsibility for making sure the load a HGV is carrying is secure before driving rests with the driver and operator.</p><p> </p><p>If the DVSA finds a HGV’s load is unsafe during a roadside encounter, the DVSA (or the police) can take enforcement action. This can result in either penalty points, legal proceedings being issued or a report being sent to the Traffic Commissioner (TC). After consideration of a report from the DVSA, the TC may take regulatory action for failure to comply with the undertaking of an operator’s licence. Disciplinary action can include suspension, curtailment or revocation of an operator licence.</p><p> </p><p>Drivers must conduct a daily walk round of their vehicle before starting a journey. They must also check any load is secure. These requirements are covered within the DVSA’s ‘Guide to maintaining roadworthiness’ which provides useful diagrams to fully explain drivers’ responsibilities and what should be checked during an effective walk round check.</p><p> </p>

This could result in the issue of a prohibition notice to prevent the vehicle from moving until the load is made safe and/or a fixed penalty fine.</p><p> </p>

star this property answer text <p>Four Seasons Health Care Group has been going through financial restructuring negotiations since December 2017. The announcement that the Group will be entering an independent sales process, facilitated by the appointment of administrators to the business’ two debt holding companies, marks the next stage in what has been a complex and protracted process. At no point in this process were warnings regarding the financial health of the company issued. The administration appointment and planned sales process will bring greater certainty to those in care, their families, and the 22,000 people employed by the company.</p><p>The Care Quality Commission’s Market Oversight regulatory responsibility is to advise local authorities if they believe that there will be likely service cessation as a result of business failure. They have been monitoring the company’s position and will continue to do so until the sale is completed. They are clear that there is no risk to continuity of care at this time.</p><p>Details of individual contracts held by local National Health Service organisations with private providers are not held centrally. April 2019’s increase to the NLW will see nearly 1.8 million workers in the UK receive a 4.9% pay rise. star this property answer text <p>The Condition Improvement Fund (CIF) is an annual bidding round to which single and smaller academy trusts and sixth-form colleges are eligible to apply for capital funding. All other schools access capital funding through the School Condition Allocation paid to their responsible body.</p><p>In the attached table, the Department has provided a regional breakdown of CIF grant awards for the last 5 years. Accurate amounts for grants funded are not known until the work is complete, so the Department is unable to disclose the total funding amount for a CIF round until all the projects in that round are complete.</p><p>The Department intends to release individual project funding amounts for all CIF rounds once complete and, to date, we have published the funding from 2015-16. Information for CIF 2016-17 onwards does not include the funding amounts. To release the funding amounts for which applicants bid to CIF while procurement or construction works are ongoing would jeopardise the negotiating position of schools and sixth-form colleges to obtain value for money for the public purse from their contractors.</p><p> </p>

star this property answer text <p>The department is building a supportive schools’ culture in which Regional Schools Commissioners work with multi academy trusts to drive school improvement. As part of this, the department will offer schools the support they need, in line with the ‘Schools Causing Concern’ guidance.</p><p>The department does not currently have concerns about the financial position of the Oak Trees Multi Academy Trust as evidenced in the trust’s annual accounts return.</p><p>Academy trusts are expected to manage their resources and financial position effectively. Their status as companies, charities and public sector bodies, means they have a more rigorous tri‑partite framework and are held up to greater scrutiny. There is a clear framework of accountability for academy trusts regulated by the Education &amp; Skills Funding Agency through trusts’ funding agreements and the Academies Financial Handbook. This can be accessed at:</p><p><a href="https://www.gov.uk/government/publications/academies-financial-handbook" target="_blank">https://www.gov.uk/government/publications/academies-financial-handbook</a>.</p><p>There is effective oversight and compliance based on proportionate risk assessment and robust intervention when concerns arise. In addition, all academy trusts must have an annual external audit of their annual accounts by a registered statutory auditor. Therefore this data may differ from that held by Her Majesty’s Courts and Tribunals Service for various reasons such as delays in data recording and other methodological differences in collating and preparing statistics.</p><p>PIP was introduced in 2013 to replace Disability Living Allowance for working age people.</p><p>The geography relates to the origin of the claim (i.e. derived from claimant’s postcode) rather than the location of where the tribunal was held.</p><p>Decisions overturned at appeal may include a number of appeals that have been lapsed (which is where DWP changed the decision after an appeal was lodged but before it was heard at Tribunal).</p><p>Some decisions which are changed at MR, and where the claimant continues to appeal for a higher PIP award, are then changed again at tribunal appeal. Therefore the number of people who had a decision changed at MR and the number of people who had a decision changed at tribunal appeal cannot be added together.</p>

star this property answer text <p>NHS Improvement has introduced Learning Disability Improvement Standards for providers of National Health Service funded care in England to help ensure that trusts monitor, improve and review the care they provide to people with a learning disability or autism. Inclusion of the improvement standards in the NHS Standard contract 2019/20, mandated by NHS England for use by commissioners of all healthcare services except primary care, means that all providers, including those that provide mental health inpatient facilities, must have regard to the improvement standards.</p><p> </p><p>On 13 February 2019 the Department launched a consultation on mandatory learning disability and autism training to ensure that staff working in health and social care understand the needs of people with learning disabilities and autism and have the skills to provide them with the most effective care and support. Officials have worked with people with lived experience of learning disabilities and autism to develop the consultation proposals.</p><p> </p><p>The Care Quality Commission (CQC) is undertaking a thematic review of the use of restrictive interventions in settings that provide inpatient or residential care for people with mental health problems and a learning disability and/or autism. It will review and make recommendations on the use of physical restraint, prolonged seclusion and segregation to ensure that the least restrictive approaches are adopted. The NHS Long Term plan commits NHS England to work with the CQC to implement its recommendations.</p>

star this property answer text <p>The Government recognises the importance of broadband infrastructure for schools. The Department is working with industry and the Department for Digital, Culture, Media and Sport to accelerate the full fibre internet connectivity rollout to all schools. In addition to this, The Department is supporting those schools most in need[1], which will not otherwise receive a timely upgrade through commercial routes. Hundreds of schools have been identified where connectivity will be accelerated by funding a new full fibre connection over the next two years, bringing schools, local communities and businesses onto an ultrafast, full fibre connection. As a result, fewer than 10 state funded mainstream schools in Merseyside are in areas that cannot guarantee connection speeds of over 30Mbps[2]. star this property answer text <p>This Government is committed to reducing homelessness and rough sleeping. No one should ever have to sleep rough. That is why last summer we published the cross-government Rough Sleeping Strategy which sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. Already, this has provided over 1,750 new bed spaces and 500 staff– this means there are more people in warm beds tonight as direct result of government funding.</p><p>In all, the Government has now committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period. As part of the 1.2 billion, Liverpool City Region has received £3 million, including Housing First Pilot funding to help tackle homelessness and rough sleeping.</p><p>Future years funding (from 2020-21 onward) for homelessness and rough sleeping are dependent on Spending Review negotiations, therefore we are not able to clarify at this stage how much funding Liverpool City Region will receive in future to support work to tackle homelessness and rough sleeping, however there will be funding opportunities open to all local authorities to bid for in the near future including the Rapid Rehousing Pathway, an initiative to support rough sleepers and those at risk of rough sleeping.</p>

star this property answer text <p>The Secretary of State for Environment, Food and Rural Affairs attended the Clean Air Summit on 14 February with the Liverpool City Region Mayor and city leaders from across the country.</p><p> </p><p>A range of issues were discussed at the Summit including the ambitious goals set out in our new Clean Air Strategy, the need to focus on reducing emissions from a variety of sources, and support for local authorities with powers and funding.</p><p> </p><p>Defra officials have regular and ongoing engagement with those local authorities named in the 2017 Plan for Tackling Roadside Nitrogen Dioxide Concentrations to support them in considering measures to address nitrogen dioxide exceedances in their areas, including Liverpool City Council.</p><p> </p><p>Liverpool City Council have been directed to develop a local plan by 31 October 2019 and on 28 February this year presented an update on their plan to senior representatives in the Joint Air Quality Unit.</p><p> </p><p>Due to the highly localised nature of the problem, local knowledge is crucial in solving pollution problems in these hotspots. Local authorities, including Liverpool, are considering a range of measures to tackle their nitrogen dioxide exceedances, including, where appropriate, charging Clean Air Zones.</p><p> </p><p> </p>

star this property answer text <p>The department publishes information on looked-after children, child protection plans and children in need in local authorities, including those within Wirral and Liverpool, in the local authority interactive tool. This can be found here: <a href="https://www.gov.uk/government/publications/local-authority-interactive-tool-lait" target="_blank">https://www.gov.uk/government/publications/local-authority-interactive-tool-lait</a>.</p><p>There are a range of factors that contribute to trends in demand for children’s social care including deprivation in different local authorities. The most deprived local authorities have more looked-after children (per 10,000 0 to 17-year-olds), and these rates have grown faster than the least deprived local authorities. The most common factors that present themselves in children’s social care assessments are domestic abuse and mental health. Data on this is available in table C3 of the statistical release ‘Characteristics of children in need 2017 to 2018’ at: <a href="https://www.gov.uk/government/statistics/characteristics-of-children-in-need-2017-to-2018" target="_blank">https://www.gov.uk/government/statistics/characteristics-of-children-in-need-2017-to-2018</a>.</p><p>In preparation for the Spending Review, to help ensure decisions are based on the best available evidence, the government is working with the sector to develop a sharper and more granular picture of demand for children’s services.</p><p> </p>

star this property answer text <p>The Care Quality Commission is responsible for assessing the quality of health and social care support, including for those who are deaf. Clinical commissioning groups (CCGs) are responsible for assessing locally what health services should be commissioned to meet needs; local authorities have duties under the Care Act 2014 for assessing people’s need for social care support.</p><p> </p><p>NHS Wirral CCG recently completed a consultation in relation to Urgent Care Services. This consultation had significant representation from members of the deaf community as well as British Sign Language (BSL) interpreters. They spoke of consistent difficulties in accessing local NHS services, more specifically on provision and quality of BSL interpreters; this was not specific to urgent care services but spanned the range of NHS services in Wirral. A subsequent meeting was held with representatives of the deaf community on 21 December 2018 and the CCG agreed to facilitate an engagement process to include providers in 2019 to understand the issues in more detail and plan actions for providers to take forward over the longer term. A further meeting has been arranged for 18 February 2019. This meeting will be attended by members of the deaf community, BSL interpreters and NHS providers in Wirral.</p>

star this property answer text <p>The NHS Improvement Emergency Care Intensive Support Team is currently working to provide specialist support to systems across the North West region. Six trusts<sup>1 </sup>with challenged Emergency Departments routinely reporting ambulance-hospital handover delays are engaging with North West Ambulance Service as part of an initial 90-day improvement programme, which has now been extended further. star this property answer text <p>The NHS Long Term Plan published in January 2019 sets out the Government’s ambitions to see 55,000 more people surviving cancer for five years in England each year from 2028 and three quarters of all cancers detected at an early stage by 2028. To achieve these targets, we will need to make significant progress on survival across all cancers, including cervical cancer.</p><p> </p><p>NHS England will shortly be introducing a Faster Diagnostic Standard of 28 days for all cancer patients which, when taken together with the 62-day referral to treatment standard, will mean that all patients should expect to start their treatment within 34 days of diagnosis. This is a maximum, and trusts should continue to treat patients more quickly particularly where there is a strong clinical need.</p> more like this

star this property answer text <p>On 31 January, we announced a further eight Strategic Partnerships between Homes England and housing associations which will deliver an additional 11,676 affordable homes for £496.7 million of grant.</p><p>This takes our total to 23 Strategic Partnerships, which will deliver almost 40,000 additional affordable housing starts by March 2022.</p><p>In total, just over 6,000 affordable homes will be delivered across the North West through Strategic Partnerships. Given the flexibility on delivery we provide Strategic Partners, we are not able to break these down below regional areas.</p><p>All funding for Strategic Partnerships is from our £9 billion Affordable Homes Programme.</p> more like this
