star this property answer text <p>Using centrally held financial records it is not possible to disaggregate the costs of detached duty from other expenses claimed by staff without incurring disproportionate cost.</p><p> </p><p>In order to increase efficiency of deployment, a nationally co-ordinated detached duty scheme has been operating since October 2013. The tables below contain details of all establishments that have received officers on detached duty and the average weekly provision of staff deployed on detached duty each month.</p><p> </p><p>The deployment of prison officers between prisons on detached duty is a regular and normal part of prison resourcing. Deployment outside of the nationally co-ordinated scheme which began in October is not recorded centrally. For this reason, information on the number of establishments and staff using detached duty prior to 21 October 2013 is not available.</p> more like this

The amounts cancelled in a particular year can relate to impositions from that year or any previous year.</p><p> </p><p>Financial penalties are only administratively cancelled after all attempts to collect the amount outstanding have been made, and in accordance with strict cancellation criteria. These penalties can be written back on to the system if more information is found – for instance, a new address for the offender.</p><p> </p><p>Legal cancellations can be applied after the case has been reconsidered by a Judge or Magistrate. Typically, legal cancellations are used where a case has been re-opened and the defendant has been found not guilty, following the presentation of additional information. Legal cancellations can be full or partial remittances of financial penalties.</p><p> </p><p>HM Courts and Tribunals Service (HMCTS) has carried out a fundamental review of financial penalty accounts, actively targeting accounts to achieve compliance at the earliest point, as well as tackling old accounts, and administratively cancelling them where there is no realistic chance of collection because they do not have enough information to trace the debtors. star this property answer text <p> </p><p> </p><p>The Council Framework Decision 2008/909/JHA (The EU PTA) entered into force on 5<sup>th</sup> December 2011.</p><p> </p><p>To date 18 Member States (including the United Kingdom) have implemented the Agreement. The European Court of Justice will have jurisdiction over the measure from 1 December 2014 and Member States may face infraction proceedings if they have not implemented the Agreement by then.</p><p> </p><p>Use of the EU PTA is an early stage and the number of prisoners transferred remains low. Care is taken when processing these cases but the figures may be subject to inaccuracies associated with any recording system.</em></p><p>All foreign national offenders (FNOs) sentenced to custody are referred to the <a href="http://en.wikipedia.org/wiki/Home_Office" target="_blank">Home Office</a> for them to consider deportation at the earliest possible opportunity.</p><p>The Prisoner Transfer process is just one mechanism for removing Foreign National Offenders. The number of FNOs deported under the Early Removal Scheme (ERS) has increased under this Government. In 2013, we removed nearly 2,000 FNOs under ERS and under the Tariff Expired Removal Scheme (TERS), which was introduced in May 2012, we have removed 231 FNOs to date.</p><p>Whereas this Government has begun to reduce the foreign national population in prison since 2010, between 1997 and 2010, the number of foreign nationals in our prisons more than doubled</p>

star this property answer text <p>Using centrally held financial records it is not possible to disaggregate the costs of detached duty from other expenses claimed by staff without incurring disproportionate cost.</p><p> </p><p>In order to increase efficiency of deployment, a nationally co-ordinated detached duty scheme has been operating since October 2013. The tables below contain details of all establishments that have received officers on detached duty and the average weekly provision of staff deployed on detached duty each month.</p><p> </p><p>The deployment of prison officers between prisons on detached duty is a regular and normal part of prison resourcing. Deployment outside of the nationally co-ordinated scheme which began in October is not recorded centrally. For this reason, information on the number of establishments and staff using detached duty prior to 21 October 2013 is not available.</p> more like this

An exception to this ban is to support the needs of some disabled staff in carrying out their duties, where it is reasonable to do so, and which exceptionally justify the use of first class rail travel.</p><p> </p><p>The table below provides details of spend on first class rail travel for Ministers and officials for the calendar years 2010, 2011, 2012 and 2013.
