The new £450 million Boiler Upgrade Scheme will support the uptake of heat pumps, which we are confident will soon be a cost-effective alternative to oil heating. The Home Upgrade Grant also provides support to landlords with low-income tenants in off gas-grid properties to install energy efficiency upgrades and low carbon heating, subject to a minimum contribution. The Government also maintains a reduced rate of VAT of 5 per cent for the installation of many energy saving materials, including ground source and air source heat pumps, subject to certain conditions. The Small Business Survey found that SMEs led by women contributed £75 billion to the economy in 2012 alone. With a network of over 11,500 branches across the UK, it is inevitable there will be variations in the number of branches open at any one time. Where branches do temporarily close, the Post Office strives to find solutions, like mobile vans and other types of outreach services, before reinstating a bricks-and-mortar service offer.</p><p><br> I am committed to ensuring that everyone in the country can access essential services via the Post Office conveniently and locally. That is why Post Office Limited must ensure Network Access Criteria are met. Where there may be financial sanctions compliance concerns it investigates accordingly. OFSI’s responses range from no further action, where no breach is found, to monetary penalties where a breach is sufficiently serious.</p><p> </p><p>OFSI may issue a warning letter in a wide range of circumstances, including following enforcement investigations in response to a Suspicious Activity Report (SAR). Recently, for example, we have publicised the support given by Reservists in the operation to counter the Ebola outbreak in West Africa. This helps to increase recognition of the contribution that Reservists make and to demonstrate to potential recruits the range of challenges and opportunities within the Reserves.</p><p>The Army Reserve's updated 'More Than Meets the Eye' campaign starts on 16 January 2015 with a PR launch at Waterloo Station, whilst the Royal Air Force has also developed a Reserves-specific advert.</p><p>Local units also play an important role in promoting Reserve service.
