We are merely reforming the access rules to allow the press and public to report such meetings through digital and social media. It will help bring greater awareness of the good work that councillors do for their local communities.</p><p>I would observe that the cause of openness in council meetings was championed by Margaret Thatcher, in her maiden speech to this House. As a backbencher, she successfully introduced a Private Members' Bill – the Public Bodies (Admission to Meetings) Act 1960 – to open up meetings to the press and public, spurred on by the practice of the print unions getting Labour councillors to kick out journalists from council meetings who had crossed picket lines.</p><p>Whilst that the 1960 Act did not expressly permit filming, I note from perusing the Bill Committee Hansard that Mrs Thatcher was firmly of the view that broadcast journalists should have the same rights as other members of the press and public (<em>Official Report</em>, Standing Committee C, 13 April 1960). This database holds information on offences provided by the statutes under which proceedings are brought but not the specific circumstances of each case. It is not possible to separately identify from this centrally held information offences of sheep rustling from other offences of theft. Nor is it possible to separately identify which offences occurred on a farm. 	answer	answer is ministerial correction date of answer 10/04/2014 answer text <p>The Department has received a number of comments and has been made aware of recommendations by a variety of interested parties, including Non-Governmental Organisations and members of the public, that are relevant to the UK's shale gas regulatory regime. The UK has a strong regulatory system which provides a comprehensive and fit for purpose regime for exploratory activities, but we want continuously to improve it. The Office for Unconventional Gas and Oil (OUGO) works closely with regulators and others to ensure that regulation is also fit for purpose for production; and that it remains robust enough to safeguard public safety and protect the environment.</p><p> </p><p>The Department is presently conducting a Strategic Environmental Assessment (SEA) on further onshore licensing. The SEA consultation closed on 28 March. Some of the responses to this consultation are relevant to the UK's shale gas regulatory regime. 	answer	answer is ministerial correction date of answer 30/04/2014 answer text <p> </p><p> </p><p>Across the country, crime has fallen by more than ten per cent since June <br>2010.The latest published data from the Crime Survey for England and Wales <br>shows that the proportion of adults who were victims of crime was substantially <br>lower in rural than urban areas, and has been falling since 2009/10. According <br>to the 2012/13 Crime Survey for England and Wales, 13.4 per cent of people in <br>rural areas were victims of crime, compared with 20.1 per cent in urban areas.<br><br>However, the latest findings from the Commercial Victimisation Survey of crimes <br>against businesses, which looked at crime affecting the agriculture, forestry and <br>fishing industry, showed that there were 130,000 incidents of crime against the <br>agriculture, forestry and fishing sector in 2013, affecting just under a third <br>(30 per cent) of premises. Of the six business sectors surveyed in 2012 and <br>2013, the agriculture, forestry and fishing sector experienced the lowest rate <br>of overall crime (1,475 incidents per 1,000 premises).<br><br>The Government recognises that rural communities are vulnerable to <br>certain crimes.
