star this property answer text <p>An assessment of the economic and environmental impacts of Greening in England was published in the evidence paper which accompanied the consultation of the Common Agricultural Policy in October 2013. A revised assessment will be published alongside the associated Statutory Instruments towards the end of the year.</p><p>The Crop Diversification requirement was assessed to affect 7% of farms, containing 12% of the arable area. The costs in terms of foregone production were estimated to lie between £12.3m and £99.5m per annum, with a central estimate of £55.9m.</p><p>The Ecological Focus Area requirement was assessed to affect between 20% and 40% of farms, containing between 30% and 50% of the arable area. star this property answer text <p>We are awaiting the final report on field trial design proposals for vaccine and diagnostic tests to be undertaken in Great Britain. The design will need to satisfy the demands of the European Commission. star this property answer text <p>Following all bovine TB incidents in the Low Risk Area of England, which are infrequent and sporadic, rigorous disease controls are applied. These include herd movement restrictions, whole herd testing and radial testing of surrounding herds. Though burdensome for affected farmers, these controls are necessary if we are to prevent further spread of bovine TB into new areas, as is the case in Helmsley.</p><p><br></p> more like this

star this property answer text <p>Maintaining flood defence assets depends on a combination of capital and revenue funding. This Government is spending £3.2 billion on flood management and defences in this Parliament, which is a real terms increase and half a billion pounds more than in the previous five years.</p><p> </p><p> </p><p> </p><p>We have committed a record level £2.3 billion capital funding right up until 2021. This is a real terms average increase in capital investment compared with the current spending review period and the long-term commitments will allow us to get better value for money. We have also provided an extra £70 million of revenue funding for the Environment Agency to maintain its defences: £35 million this year and £35 million next year, on top of the £5 million we had already committed in 2015/16 before the winter storms.</p><p> </p><p> </p><p> </p><p>The National Audit Office report ‘Strategic Flood Risk Management’ was considered by the Public Accounts Committee on 24 November. The Government will respond to the Committee’s recommendations in early 2015.</p><p> </p>

star this property answer text <p>It is important that the Environment Agency is able to focus its efforts and resources in those areas where the risk of flooding to communities, businesses and property are greatest.</p><p> </p><p> </p><p> </p><p>In the areas where the Evironment Agency is withdrawing from land drainage activities, the Agency is committed to working closely with landowners, farmers, householders and businesses to help them consider the options available to them for taking over the maintenance activities.</p><p> </p><p> </p><p> </p><p>We feel that, in these areas, responsibility for local watercourse management sits more appropriately with expert local bodies, including local authorities and IDBs as well as riparian owners, since these bodies are best placed to take decisions on local priorities in discussion with their communities.</p><p> </p><p> </p><p> </p><p>We are keen to enable these bodies, and individuals, to act effectively in partnerships at a local level to achieve the outcomes that communities want to see. We are engaged in a range of actions to make it easier for farmers and landowners who wish to undertake their own de-silting and channel maintenance activities. We also very much welcome the establishment of IDBs where these are proposed and supported by the local community.</p><p> </p><p> </p><p> </p><p>We recognise the challenges associated with raising funds for flood risk locally, including for the establishment of new IDBs, and are continuing to explore options in this area together with the Department for Communities and Local Government</p><p> </p><p> </p>

star this property answer text <p>The value of British food production as it leaves the farm gate is measured at market prices in the Aggregate Agricultural Account. This does not include the value of any subsidies. The value of UK exports of food, feed and drink is estimated in the Overseas Trade Statistics at the prices paid between traders. The prices at the point of export are considerably higher than the prices at the farm gate because of value added in the wholesaling and manufacturing processes. star this property answer text <p>We have engaged regularly with the farming industry and other interested groups on the implementation of the Basic Payment Scheme. This has included our formal consultation on the implementation of the new Common Agricultural Policy (CAP) in England in October 2013, to which we received nearly 5,000 responses. 720 people also attended our regional consultation events. Our response to that consultation was published on 19 December 2013, with a further response in February 2014.</p><p> </p><p> </p><p> </p><p>Since last April we have published a series of ‘Countdown to CAP Reform’ leaflets to provide potential claimants, including farmers and landowners, with as much clarity as possible on progress in implementing the CAP in England as it has become available. We have continued to seek input from industry and other interested groups.</p><p> </p> more like this

star this property answer text <p>The active farmer test is set out in the European Regulations, but aspects remain to be interpreted by Member States. Farmers who operate certain non-agricultural activities, comprising waterworks, railway services, airports, real estate services, or permanent sport and recreational grounds, will be ineligible for direct payments unless they meet the ‘readmission criteria’ or received less than €5,000 in direct payments in the previous year.</p><p> </p><p> </p><p> </p><p>A business will be readmitted if it: provides evidence that its annual amount of direct payments is at least 5% of the total receipts that it obtained from non-agricultural activities; has an eligible area of at least 36 ha (the median average size of a farm in England); or provides evidence that its agricultural receipts are at least 40% of its total receipts.</p><p> </p><p> </p><p> </p><p>We believe the active farmer test risks discouraging farm diversification and may lead to needless restructuring, while offering no benefit to tenants or others who make their living from farming. It is also a burden on both applicants and administrators. We will be arguing in future reform negotiations that the test be optional for the Member State.</p><p> </p><p> </p><p> </p><p><br></p><p> </p><p> </p><p><br></p><p> </p>

star this property answer text <p>In line with the Common Agricultural Policy regulations, there is a ban on cutting hedges to protect birds during the breeding and rearing season. In England this is 1st March to 31st August inclusive. Defra consulted farming and other interested stakeholders on the cutting ban, and subsequently introduced a derogation that enables hedges to be cut in a field during August if oil seed rape or temporary grass is sown in that field.</p><p> </p><p> </p><p> </p><p>Since July 2014, Defra has received 20 representations regarding the hedgerow derogation.</p><p> </p> more like this
