Data on land held for smallholdings purposes by individual local authorities in 1997 is unavailable. A recent report published by Defra records that, at 31 March 2018, the total area of land held by 43 reporting smallholdings authorities in England was 89,020 hectares (for the whole estate), of which 83,600 hectares were let as smallholdings (for 40 reporting authorities).</ins></p> more like this

star this property answer text <p>Department for Transport Ministers and officials have regular discussions with the CAA, including on the Drone Operator Registration Scheme and competency testing requirements, which will apply from November 2019. <ins class="ministerial">These will apply to all those in the UK operating drones or model aircraft between 250 grams and 20 kilograms.</ins> <del class="ministerial">These will apply to all unmanned aircraft below 250g, including drones and model aircraft.</del></p><p> </p><p>These are part of a package of measures to address the safety and security challenges that unmanned aircraft pose. They will help law enforcement agencies to tackle the misuse of such aircraft effectively, alongside new Police powers to be introduced in the forthcoming Drones Bill.</p><p> </p><p> </p> more like this

star this property answer text <p>Data on tuberculin skin testing for parts (a) and (b) is not held in the form requested. Published statistical data sets show that there were 67,137 tests on herds in the 10 months to October 2018. Total cattle tests in the same period amounted to 8,278,885. The full year figures for 2018 will not be available until March 2019, because the data has to meet the Code of Practice for Statistics. star this property answer text <p>The Rural Payments Agency (RPA) established a dedicated MP Helpline in December 2016. The Helpline deals directly with hon. Members’ offices on all aspects of RPA activity. Members’ correspondence to the agency is reviewed at a senior level.</p><p> </p><p> </p><p> </p><p>Farmers and landowners can also deal directly with the RPA through their main customer service helpline (03000 200 301). Call handlers can often resolve common queries and will offer a call-back from the team handling the claim if they are unable to resolve more complex queries at the first point of contact.</p><p> </p><p> </p><p> </p><p>RPA continue to implement improvements to assist those farmers who cannot be paid straight away.</p><p> </p> more like this

star this property answer text <p>The terms and conditions and rates of overtime pay for House of Commons security staff have not been altered.</p><p>Approximately 55% of security staff in the Parliamentary Security Department, are former employees of the Metropolitan Police Service (MPS) and transferred to the House Service on 1 April 2016. Their MPS terms and conditions are honoured under the Transfer of Undertaking (Protection of Employment) Regulations (TUPE). New recruits are employed on House of Commons terms and conditions which differ in a number of ways including the rates of overtime paid. The overall value of these terms is broadly equivalent to the MPS TUPE terms.</p><p>In late 2016, an error was identified in the contracts for a small number of staff employed on House of Commons terms which resulted in overtime being paid at an incorrect rate. Affected staff were informed of the error and given a notice period for a variation to their contracts during which they were paid at the higher rate. Any overtime paid during the relevant period (between date of appointment and date of variation to contract) was paid at the higher rate and not recovered. This issue was also heard at an Employment Tribunal which ruled in favour of the House.</p><p>The unions have asked us to consider changes to overtime rates for those staff on House of Commons contracts which we will consider as part of pay negotiations for 2019/20.</p>

star this property answer text <p>There are three courses available to support Members’ staff whose roles bring them into contact with vulnerable people:</p><ul><li>Conversations with vulnerable people – which includes how to engage with someone who may present with suicidal feelings;</li></ul><p> </p><ul><li>Building emotional resilience – which seeks to develop the emotional skills required to cope with the personal stress of handling emotive situations; and</li></ul><p> </p><ul><li>Mental health awareness – which includes being aware of suicidal feelings.</li></ul><p> </p><p> </p><p><br>The training is provided by the Samaritans and Mind and is delivered on demand both in Westminster and in City locations around the UK.</p><p>Support for Members’ staff is available through an Employee Assistance Programme provided by Health Assured. This is a free confidential helpline that is available 24/7 for all Members’ staff provided on behalf of the House that allows staff to discuss and seek advice on personal and professional issues, including stress at work. Additionally, face-to-face counselling sessions can be offered where appropriate.</p>
