unstar this property answer text <p>Military assistance in Colombia has been provided over many years and the issue of human rights is closely examined before any military assistance to Colombia is approved. The UK has provided expertise and advice to the Colombian Armed Forces on the subjects of international humanitarian law and human rights during military operations at a number of seminars and conferences.<br><br>My right hon. Friend the previous Foreign Secretary (William Hague) raised the issue of human rights with President Santos and Defence Minister Pinzon in February. He welcomed the Colombian Government’s commitment to zero tolerance of human rights abuses and underlined the importance of taking action on threats to human rights defenders and trade unionists. My right hon. Friend the Minister for Latin America Affairs, (Hugo Swire) also raised human rights with the Colombian Government during his visit to Colombia in June.</p> more like this

unstar this property answer text <p>Foreign and Commonwealth Office officials in London held a roundtable meeting on 28 October 2014 with Amnesty International, ABColombia, Peace Brigades International, CORE Coalition as well as two Colombian community Leaders, Ms Yomaira Mendoza and Mr Enrique Cabezas, to discuss human rights in Colombia, including the threats against human rights defenders and land claimants. <br><br>Subsequently, on 28 November, an official attended Amnesty International's briefing on their report on the progress of the Land Restitution Law, entitled 'A Land Title is not Enough: Ensuring Sustainable Land Restitution in Colombia'. Our Embassy in Bogota has subsequently held several conversations with Amnesty International regarding the Afro-descendant community of La Toma, Cauca, which is affected by mining. unstar this property answer text <p>During my visit to Colombia in June 2014 I met two Deputy Ministers for Foreign Affairs and the Heads of the Colombian government’s major human rights agencies. I set out the UK’s concerns regarding attacks against human rights defenders and cases of impunity for those responsible. I also handed over a list of specific cases that our Embassy in Bogotá has been monitoring. <br><br>The Director of the National Protection Unit explained that Colombia has the largest protection system for human rights defenders anywhere in the world. The Attorney-General’s office confirmed that sentences for those attacking human rights defenders were rising (including sentences against servicemen). <br><br>Improving the respect for human rights in Colombia remains a top priority for the government of President Santos, and the UK welcomes the progress they have made, while noting that there is, of course, still more that can be done. I am delighted to be co-hosting a Members–only ‘Dialogue on Colombia’ on 10 March, which His Excellency Mr Néstor Osorio is kindly holding at the Colombian Embassy in London. This highlights the willingness of both our governments to engage with parliamentarians on human rights issues.</p>

This includes carrying out Overseas Security and Justice Assessments (OSJA) where applicable and liaising with the Foreign and Commonwealth Office to ensure that MOD's activity is in line with our international obligations. This examination is conducted at various levels and ranks in accordance with the OSJA and departmental policy.</p> more like this

unstar this property answer text <p>The Government has raised its concerns about the issue of human rights with the Colombian Government on a number of occasions and welcomes the reassurances we have received. As part of its role in this process, the Ministry of Defence has, since 2010: sent a senior officer to Bogota to participate in an international military law conference; sent a Royal Navy legal expert to speak at an International Conference on Human Rights and International Humanitarian Law; and, contributed to a UN led team that travelled to Colombia with the intent of influencing strategic change on human rights issues at the highest levels.</p> more like this

unstar this property answer text <p>The former Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague) visited Colombia in February this year and discussed business and human rights in his meetings with President Santos, the Ministers of Foreign Affairs, Finance and Trade and with civil society. We have a strong partnership with the government of Colombia on implementation of the UN Guiding Principles on Business and Human Rights, in the context of the November 2011 Joint Declaration on Human Rights. I had a substantive discussion with the Deputy Foreign Minister regarding these matters during my visit to Bogota in June.</p><p> </p><p>The Ambassador and Embassy team regularly meet representatives of Civil Society to hear their concerns about human rights in Colombia, including business behaviour. If British firms are involved we raise issues with them as appropriate. The team in Bogota also meets with British companies and encourages adherence to best practice and global standards in their operations.</p>

We have a modest human rights programme which prioritises activities to support human rights defenders, prevention of sexual violence in conflict and business and human rights promotion.</p><p>Multilateral organisations in which the UK has a share such as the United Nations and the International Development Bank have human rights components built into their initiatives and processes, and where appropriate human rights training included.</p> more like this
