The UK has provided expertise and advice to the Colombian Armed Forces on the subjects of international humanitarian law and human rights during military operations at a number of seminars and conferences.<br><br>My right hon. Friend the previous Foreign Secretary (William Hague) raised the issue of human rights with President Santos and Defence Minister Pinzon in February. He welcomed the Colombian Government’s commitment to zero tolerance of human rights abuses and underlined the importance of taking action on threats to human rights defenders and trade unionists. My right hon. Prevalence and Economic Burden of Medication Errors in the NHS in England was published in February 2018.</p><p> </p><p>This study estimated a range of costs to the NHS depending on which costs are included in the analysis. The range is from a baseline of £98.5 million per annum. 	answer	answer is ministerial correction date of answer 15/11/2018 answer text <p>As set out in the White Paper the UK proposes a UK-EU free trade area for goods, to ensure continued frictionless access at the border to each other’s markets, with no tariffs, underpinned by an upfront commitment to a common rulebook on goods, including agri-food and a Facilitated Customs Arrangement to avoid customs checks and controls at our borders.</p><p>However, in the unlikely event of a no deal scenario, trade with the EU will be on non-preferential, WTO terms. This means that most favoured nation (MFN) tariffs would apply to consignments between the UK and EU.</p><p>The EU MFN rates are set out in the EU's Common Customs Tariff (CCT). The EU may change these rates between now and March 2019, but this provides an indication.</p><p>The UK will apply its MFN rates to goods imported into the UK from the EU. The government will determine and publish these new UK duty rates before we leave the EU. The Board is chaired by the Home Secretary and its purpose is to oversee and drive implementation of the commitments in the 2017 Drug Strategy. Since 2015, repeat drink drivers must medically prove they are not alcohol dependent before getting their licence back, and the right to blood testing was removed for drivers who narrowly fail breathalyser tests. These indicators link hospital admission to prescription data, and identify the population at risk of harm at a national, regional, or clinical commissioning group level for each given indicator. The British government fully supports the Declaration of Istanbul (May 2008), which encourages all countries to draw up legal and professional frameworks to govern organ donation and transplantation activities.</p><p>Reports by authors such as Kilgour, Gutmann and Matas are important sources of information about China’s organ transplant system. They rightly question the lack of transparency in China’s organ transplant system, whilst acknowledging that it is very difficult to identify the source of those organs and verify the number of organ transplants conducted in China. However we do not agree with the claims of systematic organ harvesting of prisoners of conscience, assessing that the evidence they present does not substantiate such a claim.</p><p>The World Health Organisation (WHO) collates global data on organ donations and works with China. In line with the Nursing and Midwifery Council’s Standards of proficiency for pre-registration midwifery education, all midwives should be proficient in providing care for women who have suffered pregnancy loss, stillbirth or neonatal death. Health Education England has agreed to work with partners to ensure that pre and post registration training in perinatal mental health is available to enable specialist staff to be available to every birthing unit by 2017.</p><p>To assist NHS commissioners and providers, the Royal College of Obstetricians and Gynaecologists’ Standards for Gynaecology and Standards for Maternity sets out clear standards for the level of care provided to help women and their partners experiencing pregnancy loss, including the availability of skilled staff to support parents following a stillbirth or miscarriage. A number of trusts now employ specialist bereavement midwives to provide this support.</p><p>To further assist NHS maternity services, NHS Improving Quality published ‘A review of support available for loss in early and late pregnancy’ in February 2014, which highlights areas of good practice and additional sources of support, such as the stillbirth and neonatal death charity, Sands.</p><p>Local NHS maternity care providers are responsible for ensuring parents receive appropriate information on bereavement support and services following the death of a baby. E-cigarettes are not risk free. However, the evidence is increasingly clear that vaping is significantly less harmful to health than smoking tobacco and can be particularly useful in supporting smokers to quit, especially when combined with stop smoking services.</p><p> </p><p>In the Tobacco Control Plan for England, published in July 2017, the Government committed Public Health England (PHE) to annually updating their evidence report on e-cigarettes and other novel nicotine delivery systems until the end of Parliament in 2022. PHE’s latest report was published on the 6 February 2018 and is available at the following link:</p><p> </p><p><a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/684963/Evidence_review_of_e-cigarettes_and_heated_tobacco_products_2018.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/684963/Evidence_review_of_e-cigarettes_and_heated_tobacco_products_2018.pdf</a></p><p> </p><p>PHE’s most recent evidence review argues that e-cigarette use, alone or in combination with licensed medication and behavioural support from a stop smoking service, appears to be helpful in the short term, and that e-cigarettes have contributed to tens of thousands of additional quitters in England.</p><p> </p><p>The PHE evidence review concluded that “to date there have been no identified health risks of passive vaping to by-standers”. PHE have produced guidance for organisations on developing appropriate vaping policies for public places and workplaces, which should be evidence based and support smokers to quit whilst managing any identified risks.</p><p> </p><p>The Government is committed to reducing public health harms caused by smoking. PHE retain responsibility for the provision of information regarding vaping, e-cigarettes and other nicotine delivery systems to protect public health; and have committed to include messages about the relative safety of e-cigarettes within quit smoking campaigns such as the annual Stoptober campaign.</p><p> </p><p>PHE continue to provide advice on quitting smoking, highlighting the potential role of e-cigarettes in doing so. PHE’s latest Health Matters blog, Stop Smoking: What works? Provides advice to smokers on different quitting options, including e-cigarettes as well as nicotine replacement therapy and prescription medicines. However, the Department has already introduced further measures to tackle drink drivers. Since 2015, repeat drink drivers must medically prove they are not alcohol dependent before getting their licence back, and the right to blood testing was removed for drivers who narrowly fail breathalyser tests. These include: managed payment of the Universal Credit housing cost to landlords; making payments more frequently than monthly (e.g. twice monthly); and splitting the payment between partners within the household.</p><p> </p><p>Splitting payments between partners is normally considered to prevent hardship to a claimant and their family, for example if the Universal Credit claimant is not managing their financial affairs and cannot or will not budget for their own or their family’s basic day to day needs.</p><p> </p><p>We take seriously the need to support vulnerable claimants. Universal Credit provides enhanced personalised support for people by simplifying the benefits system. All claimants, including vulnerable claimants and those with mental health conditions, receive continuous tailored support managed through personal work coaches, who know each person’s case.</p><p> </p><p>Additionally we can offer Personal Budgeting Support which aims to prepare claimants for the financial changes Universal Credit brings.
