	answer	answer is ministerial correction date of answer 22/07/2016 answer text <p>The UK Government continues to stress the importance of political and governance reform and respect for human rights to the Government of Zimbabwe. The former Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Rochford and Southend East (James Duddridge) discussed these issues with Zimbabwean Finance Minister Patrick Chinamasa on 5 July. He also raised the economic situation and land reform policy, which have a direct impact on Zimbabwe’s agricultural capabilities. The UK’s Livelihoods and Food Security Programme is providing over 130,000 farmers with training in the application of new agricultural technologies and management practices in crop and livestock production, including promoting the production of bio-fortified food crops. The conflict and temporary suspension of Embassy operations in Sana’a in February 2015 has hampered our ability to pursue human rights work. The UK has previously lobbied the Yemeni Government – both bilaterally and through the Human Rights Council – on a wide range of human rights issues. We continue to raise the importance of compliance with human rights law with all sides to the conflict and to find a political solution to the conflict, which will help create the conditions for the legitimate Government to improve its capacity to protect human rights. The conflict in Yemen has had a significant impact on children, in terms of the numbers of child casualties, the recruitment of children as soldiers, and attacks on hospitals and schools. We consider all these reports very carefully. We note the announcement by the UN Secretary General on 6 June that removed the listing of the Saudi Arabian-led Coalition from the report’s annex, pending the conclusion of a joint review by the UN and Saudi Arabia on the cases and numbers cited in the text. The Saudi Arabian government has its own internal procedures for investigations and they announced more detail on how they investigate such incidents earlier this year and that any lessons learned would be acted upon. I also wrote to the Yemeni Foreign Minister on 29 December expressing our concern over Mr Hamed Kamal bin Haydara and that Yemen should comply with International legal obligations and asked that Mr Hamed Kamal bin Haydara and all other citizens are treated in line with the human rights principles set out in Yemen’s National Dialogue Conference. I also copied the letter to the Yemeni Prime Minister, Interior Minister, Human Rights Minister and the Head of the National Security Bureau. HM Ambassador also raised this case in Sana’a on 16 December. Due to the uncertain political situation in Yemen at the moment, it may be hard to make significant progress on this case. On 11 February, we suspended Embassy operations in Sana’a temporarily and have withdrawn diplomatic staff due to a deterioration in the security situation. 	answer	answer is ministerial correction date of answer 01/09/2014 answer text <p>We remain concerned about the significant number of UK nationals becoming involved in terrorist groups. Since the conflict in Syria began, over 500 individuals have travelled to fight from the UK. Our priority is to dissuade people from travelling to areas of conflict in the first place, and to identify and dissuade individuals at risk of radicalisation.</p><p>We are working closely with allies, partners in the region and through the UN and EU on counter-terrorism priorities. We have had extensive discussions with the opposition Syrian National Coalition on the threat of extremism, including the role of UK nationals. We welcome their rejection of terrorism and their consistent condemnation of terrorist acts, as well as their commitment to upholding international human rights and humanitarian law. We are supporting the moderate opposition in Syria who are leading the fight against both the regime and wider extremism, including ISIL.</p><p>The Prime Minister called the Iraq Prime Minister PM Designate, Dr Haidar al-Abadi, and President Massoud Barzani of the Kurdistan Regional Government on 13 August to show UK support for Dr al-Abadi’s efforts to form a new government and encourage cooperation between Baghdad and Erbil. Parliamentary Under-Secretary of State Tobias Ellwood and Secretary of State for International Development Justine Greening visited Baghdad and Erbil on 26-27 August. In Baghdad they met President Fuad Masoum, Prime Minister-designate al-Abadi and Speaker Salman al-Jibouri, all of whom were clear that early progress on the formation of a new government is critical to progress in tackling the challenge Iraq faces from ISIL, and all of whom welcomed UK support.</p><p>The Foreign Secretary discussed the issue of foreign fighters with the Egyptian Foreign Minister in Cairo on 24 July, and Mr Ellwood discussed the regional security situation, including Iraq and Syria, with the Secretary General of the Arab League and the Egyptian Assistant Minister for Europe in Cairo on 25 August.</p><p> </p><p> </p> answering member constituency Bournemouth East answering member printed Mr Tobias Ellwood question first answered 01/09/2014 13:12:00 answering member 1487 label Biography information for Mr Tobias Ellwood
