star this property answer text <p>Where a dog is worrying livestock, police and local authorities, with the consent of the local police, can pursue a prosecution under the Dogs (Protection of Livestock) Act 1953. This provides a criminal offence where a keeper has allowed their dog to worry livestock and carries a maximum fine of £1000. Defra and the Animal Health and Welfare Board for England (AHWBE) met police forces, farming and rural interests to discuss this issue earlier this year. Under the auspices of the National Police Chiefs’ Council, five police forces are collaborating to pilot more systematic data collection of incidents and good response practices and we look forward to the results of the pilot.</p><p> </p> more like this

star this property answer text <p>We have been clear that the amount of pollution in our rivers and lakes is completely unacceptable, and so we are the first Government to take action to tackle the historic infrastructure issue of sewage overflows.</p><p> </p><p>Last year, the Government published a new draft set of strategic priorities for Ofwat, the financial regulator for the water industry. In this publication, the government set out its expectation that water companies must take steps to &quot;significantly reduce the frequency and volume of sewage discharges from storm overflows<em>.&quot; </em></p><p><em> </em></p><p>The landmark Environment Act has placed our ambition on a statutory footing, setting a duty for water companies to achieve a progressive reduction in the adverse impacts of discharges from Storm Overflows. The Act also ensures that water companies are more transparent, requiring the publication of spill data in near real time and the monitoring of water quality impacts of their sewage discharges. The Government has also committed to publish a Discharge Reduction Plan which will be published by September 2022.</p>

star this property answer text <p>Implementing the outcome of the referendum to leave the EU raises significant issues for farmers and agrifood businesses. Whilst the Government’s preference is to leave with an agreement, we have been working hard taking steps to ensure people and businesses are prepared in the event that this is not possible. This includes: publishing numerous pieces of communications since August 2018, including technical notices explaining to businesses and citizens across the UK what they need to do to prepare; and contacting thousands of businesses who trade with the EU, telling them to start getting ready for no-deal customs procedures.</p><p> </p> more like this

star this property answer text <p>There were no outbreaks of avian influenza in Great Britain in 2010, 2011, 2012 or 2013.</p><p> </p><p> </p><p> </p><p>In 2014, there was one case of highly pathogenic avian influenza H5N8 in Yorkshire.</p><p> </p><p> </p><p> </p><p>In 2015, there have been two cases of avian influenza: one low severity H7N7 case in Hampshire and one highly pathogenic H7N7 case in Lancashire. The two cases were not linked.</p><p> </p><p> </p><p> </p><p>There has not been an outbreak of avian influenza in Northern Ireland in the past five years.</p><p> </p><p> </p><p> </p> more like this

star this property answer text <p>Between 2011 and March 2015, Defra provided grant aid to help set up and establish 29 local action groups throughout England to tackle invasive non-native species, including Japanese knotweed. The establishment of these groups was intended to generate a self-sustaining network to tackle these threats. The majority have managed to reduce or eradicate Japanese knotweed from riparian areas and are continuing to do so.</p><p> </p><p> </p><p> </p><p>Additionally, Defra has been funding research to make a biocontrol agent available to control the plant and has identified the psyllid, <em>Aphalara itadori</em>. Although it has not yet been possible to achieve self-sustaining populations of the psyllid in the wild, a new release programme was undertaken this summer in riparian areas, utilising local action groups to aid release.</p><p> </p><p> </p><p> </p><p>The recent provisions of Community Protection notices, provided for in the Anti-social Behaviour, Crime and Policing Act 2014, are also available for use by local authorities to control or prevent the growth of Japanese knotweed where they are satisfied that there is a case to do so.</p><p> </p><p> </p>

star this property answer text <p>In recent years we have bolstered local authorities’ powers to tackle fly-tipping, introducing fixed penalty notices and strengthening the power to seize the vehicles of offenders. We have also provided £450,000 to help several councils purchase equipment to tackle fly-tipping, such as CCTV, and worked with the National Fly-Tipping Prevention Group to produce a guide on how councils and others can present robust prosecutions that support tougher sentences. <br> <br> We have committed to raising fly-tipping penalties in our manifesto and will be conducting research to support policy development in this area. We are also preparing a number of legislative reforms to tackle waste crime more broadly which should also help tackle fly-tipping. This includes reform of the waste carrier, broker, and dealer regime and the introduction of digital waste tracking, both of which we consulted on earlier this year. We believe it is important that local residents are able to dispose of their rubbish in a responsible manner and encouraged to do so. We have consulted on preventing charges for disposing of DIY waste at local tips and provided communication materials to help householders better understand their responsibilities under the household waste duty of care.</p>

star this property answer text <p>The Government recognises the crucial role that the UK’s horticulture industry plays in both feeding the country and in promoting people’s health and well-being. Our plum farmers play an important role in this as well as to our wider economy, with production at the farm gate worth £3.4 million in 2018.</p><p> </p><p>We have not received any representations from the plum sector as a result of the frost their crop has experienced this spring. However, Defra and the Devolved Administrations have established mechanisms to monitor and assess the impact of market developments across the UK and will continue to do so paying particular attention to this sector in the coming months.</p> more like this
