unstar this property answer text <p>The Government has put in place an unprecedented package of support for renters during the pandemic. As national restrictions continue to ease, it is appropriate that these emergency measures also lift but we are doing so gradually.</p><p>The pause on bailiff enforcement has ended; however, measures to protect renters and prevent homelessness are still in place.</p><p>Significant financial support remains, and the vast majority of renters are up to date with their rent.</p><p>We are also providing local authorities with £310 million through the Homelessness Prevention Grant, an uplift of £47 million on the previous years’ funding, which can be used to prevent homelessness or to provide temporary accommodation to ensure families have a roof over their head.</p> more like this

unstar this property answer text <p>The provision of accommodation for asylum seekers is provided under the COMPASS contracts. It is the responsibility of all of the suppliers to ensure that all accommodation used meets the required contractual standard and complies with the Decent Homes Standards. The accommodation should be safe, habitable and fit for purpose. The COMPASS providers are required to inspect properties each month and UKVI's contract compliance teams reinforce this by visiting properties regularly.</p><p>The Home Office expects the highest standards and where a contractor is found to be falling short of these standards we work with them to ensure that issues are quickly addressed.</p><p>Earlier this year, we instructed our supplier (G4S) to repaint the doors of G4S and Jomast managed properties to ensure that no one colour is predominant. I have received confirmation from the Provider that this had been completed, UKVI staff have also confirmed that no one colour is predominant as they have visited properties as part of their inspection regime.</p>

unstar this property answer text <p>To continue to meet UKVI’s obligation to provide accommodation &amp; support to destitute asylum seekers, the Asylum Accommodation and Support Transformation (AAST) project has been established to design, develop and procure the future model for asylum accommodation and support, replacing the existing COMPASS arrangements when they expire in Sept 2019.</p><p>Since the establishment of the project in the autumn of 2016, there has been extensive engagement with strategic stakeholders, including Strategic Migration Partnerships, Local Authorities and Non-Government Organisations to identify a range of enhancements and improvements to the existing model which have been reflected in the design of the next generation of contracts.</p><p>We estimate that there have been over 60 separate stakeholder events or written exercises undertaken since autumn 2016. Details of the feedback provided by individual stakeholders from this engagement could only be provided at disproportionate cost by examination of individual correspondence, event minutes and records.</p>

unstar this property answer text <p> </p><p>In January 2014 the Home Office announced proposals to trial specialist, <br>independent advocates for trafficked children which is due to begin this <br>summer. This trial forms part of the Government's work to eradicate modern day <br>slavery and as such there are no plans for this trial to be extended to <br>unaccompanied children. <br><br>The Child Trafficking Advocate will be fully independent from the local <br>authority, but will need to work with the existing structures around the Child <br>Trafficking Victim, such as children's services, education, criminal justice <br>system and immigration system.<br><br>The advocate role is intended to deliver the best outcomes for children. The <br>advocate's role will include the following activities but this is not an <br>exhaustive list and we expect the advocate to respond to the specific needs of <br>the child. <br><br>• being a consistent point of contact for the Child Trafficking Victim;<br>• assisting the local authority to assess the needs of the Child Trafficking <br>Victim as a victim of trafficking, thereby promoting the safety and wellbeing <br>of the Child Trafficking Victim (in particular in light of the risk of <br>re-trafficking);<br>• making recommendations for referrals to other services (e.g. mental health <br>services) to ensure the Child Trafficking Victim receives educational, medical, <br>practical and legal support they need and deserve;<br>• accompanying the Child Trafficking Victim to certain meetings - e.g. with an <br>immigration lawyer;<br>• supporting the Child Trafficking Victim in any age assessment process;<br>• supporting the Child Trafficking Victim in overcoming language and cultural <br>barriers;<br>• supporting witnesses through the criminal justice system;<br>• supporting looked after children and children in need through the care <br>system, in particular in safety planning, age assessment and future planning;<br>• assisting the local authority to plan for the Child Trafficking Victim's <br>future and receive any compensation that they may be entitled to;<br>• helping prevent the Child Trafficking Victim from facing further exploitation <br>or harm from traffickers (and the risks of going missing);<br>• providing advice on immigration, criminal justice and welfare matters to the <br>Child Trafficking Victim and arranging effective legal representation;<br>• involvement in the key decisions relating to the Child Trafficking Victim <br>(but final decisions would remain the responsibility of the local authority or <br>Home Office, where relevant).<br><br>The Home Office is commissioning an independent evaluation of the trial which <br>will report six months after the trial commences. The evaluation will include <br>the terms of reference for the trial.</p><p> </p>

It is a police-led pilot to explore the use of live-link video in first appearance remand hearings and for police witnesses.</p><p>The independent evaluation of the pilot will be published by the Office of the Sussex Police and Crime Commissioner (OSPCC), imminently.</p><p>My officials have read the evaluation ahead of publication in line with the grant conditions. We have encouraged OSPCC to share the evaluation with Criminal Justice and policing partners to inform decisions on the roll-out of a Criminal Justice System wide solution and too consider whether there are lessons that can help ensure an effective criminal justice system can be maintained during the current Covid-19 crisis.</p> more like this

The transition governance structure has allowed the Home Office and its Providers to work closely with local authorities and other statutory partners to oversee regional plans and monitor and manage emerging risks and issues including ensuring effective contingency measures are in place to minimise impacts to all Service Users.</p><p>In the North East Yorkshire Humber region, Mears continue in commercial discussion with their potential supply chain, sub-contractors and landlords to ensure there is suitable and sufficient accommodation available to ensure a smooth transition of services before the current COMPASS contracts end in September 2019. Information regarding emerging risks and contingency plans will continue to be shared through the transition governance structures as those discussions conclude.</p>

There are strict criteria set out in the current asylum accommodation contracts around when room sharing can take place and who can share a room.</p><p>Providers must also comply with national and local housing regulations including advice from social services and primary and secondary care bodies on whether room sharing is inappropriate for individual cases and discussions about equality impacts form part of regular engagement with stakeholder groups.</p><p>The COMPASS contracts and their associated procurement exercise defined the required performance standards expected of all providers including sensitivity of equality impacts. Equality assessments with regard to room sharing elements of the contract have not been undertaken in isolation from wider contract tendering and management processes.</p> more like this

unstar this property answer text <p>The provision of accommodation for asylum seekers is provided under the COMPASS contracts. It is the responsibility of all of the suppliers to ensure that all accommodation used meets the required contractual standard and complies with the Decent Homes Standards. The accommodation should be safe, habitable and fit for purpose. The COMPASS providers are required to inspect properties each month and UKVI's contract compliance teams reinforce this by visiting properties regularly.</p><p>The Home Office expects the highest standards and where a contractor is found to be falling short of these standards we work with them to ensure that issues are quickly addressed.</p><p>Earlier this year, we instructed our supplier (G4S) to repaint the doors of G4S and Jomast managed properties to ensure that no one colour is predominant. I have received confirmation from the Provider that this had been completed, UKVI staff have also confirmed that no one colour is predominant as they have visited properties as part of their inspection regime.</p>

For several years, record numbers of people cross the Channel in small boats, and this surge has placed the Home Office’s asylum support infrastructure and accommodation services under immense pressure. The use of hotels is a short-term solution and we are working hard with Local Authorities and our accommodation providers to find more appropriate accommodation.</p><p>For safeguarding purposes, we do not publicly comment on individual sites which may or may not be utilised. When a site becomes available and meets the requirements of our accommodation contract, we will follow our engagement process and notify the local MP as well as local authority officials in advance of using the location.</p> more like this

The Tackling Child Sexual Exploitation report published in March 2015 set out our response to the failures we saw in Rotherham and elsewhere, and we have since implemented an ambitious programme of reform to improve our response preventing and tackling sexual abuse of children.</p><p> </p><p>We are making good progress on the programme of reform which reports on a bi-monthly basis to the Inter Ministerial Group on Child Sexual Abuse chaired by the Home Secretary. This trial forms part of the Government's work to eradicate modern day <br>slavery and as such there are no plans for this trial to be extended to <br>unaccompanied children. <br><br>The Child Trafficking Advocate will be fully independent from the local <br>authority, but will need to work with the existing structures around the Child <br>Trafficking Victim, such as children's services, education, criminal justice <br>system and immigration system.<br><br>The advocate role is intended to deliver the best outcomes for children. The <br>advocate's role will include the following activities but this is not an <br>exhaustive list and we expect the advocate to respond to the specific needs of <br>the child. <br><br>• being a consistent point of contact for the Child Trafficking Victim;<br>• assisting the local authority to assess the needs of the Child Trafficking <br>Victim as a victim of trafficking, thereby promoting the safety and wellbeing <br>of the Child Trafficking Victim (in particular in light of the risk of <br>re-trafficking);<br>• making recommendations for referrals to other services (e.g. mental health <br>services) to ensure the Child Trafficking Victim receives educational, medical, <br>practical and legal support they need and deserve;<br>• accompanying the Child Trafficking Victim to certain meetings - e.g. with an <br>immigration lawyer;<br>• supporting the Child Trafficking Victim in any age assessment process;<br>• supporting the Child Trafficking Victim in overcoming language and cultural <br>barriers;<br>• supporting witnesses through the criminal justice system;<br>• supporting looked after children and children in need through the care <br>system, in particular in safety planning, age assessment and future planning;<br>• assisting the local authority to plan for the Child Trafficking Victim's <br>future and receive any compensation that they may be entitled to;<br>• helping prevent the Child Trafficking Victim from facing further exploitation <br>or harm from traffickers (and the risks of going missing);<br>• providing advice on immigration, criminal justice and welfare matters to the <br>Child Trafficking Victim and arranging effective legal representation;<br>• involvement in the key decisions relating to the Child Trafficking Victim <br>(but final decisions would remain the responsibility of the local authority or <br>Home Office, where relevant).<br><br>The Home Office is commissioning an independent evaluation of the trial which <br>will report six months after the trial commences. unstar this property answer text <p>The Joint Interim Interview Protocol was developed by the CPS, NPCC, Law Society, Criminal Law Solicitor’s Association and the London Criminal Courts Solicitors’ Association as a temporary requirement at the start of the pandemic to ensure the functioning of the criminal justice system was maintained. An exit strategy from the protocol is ongoing and will continue to be reviewed by its signatories. It is for the signatories to this operational protocol – the NPCC, CPS and solicitors’ organisations – to determine how this should progress.</p><p>Since the implementation of version 4 of the protocol on 4 October, ‘in person’ attendance for legal advice has been the default position, subject to some exemptions including inadequate police infection control measures, detainee or solicitor being COVID positive and other exceptional health and safety reasons. It is not believed to be practicable to remove the protocol in its entirety whilst there remains the possibility that detainees and/or solicitors may be COVID-positive.</p><p>The Home Office has been chairing a weekly operational meeting with custody partners (Independent Custody Visiting Association, National Appropriate Adult Network, NPCC, Police Federation, Law Society and others) since March 2020. This has allowed for effective communication, feedback and learning to be embedded and the operational impact of the interview protocol to be assessed on a continuing basis.</p>

unstar this property answer text <p>The Government recognises the damaging impact that violence and abuse can have on victims, businesses, and the wider community; and we are committed to tackling this issue. Any incident of violent or abusive behaviour towards retail workers is completely unacceptable and especially so in current circumstances during the covid-19 outbreak. Everyone has the right to feel safe at work.</p><p> </p><p>The Government does not hold data on the number of incidents of abusive or violent behaviour towards retail workers during the covid-19 outbreak period, however the Home Office is working closely with police and retail industry to monitor and understand these types of incidents during the current period.</p><p> </p><p>We launched a call for evidence on violence and abuse toward shop staff to help strengthen our understanding of the scale and extent of the issue. The call for evidence has now closed and my intention had been to publish the Government response before the end of March. As the Government must focus its communications on tackling covid-19, the publication of the Government response has been delayed and will be published in due course.</p>

unstar this property answer text <p>The National Age Assessment Board will predominantly consist of qualified social workers who, through being dedicated to the task of conducting age assessments and the sharing of expertise, will seek to achieve a consistent and accurate approach to the task of age assessment.</p><p>The board will have responsibility for conducting age assessments on age disputed persons, upon referral from a local authority, although local authorities will still retain the right to conduct age assessments themselves if they prefer to do so.</p><p> </p><p>Recruitment plans for the Board are still in development and will be in line with Civil Service recruitment policy and processes. The development of the recruitment plans will include engagement with relevant partners. There is no intention to publish the names of members of staff of the NAAB.</p><p>A gov.uk webpage is being created for the Age Estimation Scientific Advisory Council and will contain a list of committee members.</p> more like this

unstar this property answer text <p>Any decision by other countries to confiscate the belongings of Syrian refugees over a certain value to meet the cost of their stay in those countries will not impact the way the UK deals with Syrian refugees. The Government will continue to target the most vulnerable Syrians, who cannot be supported effectively in the region, for resettlement under the Syrian Vulnerable Persons Resettlement Scheme. The first 12 month’s resettlement costs are funded through Official Development Assistance and at the Spending Review the Government committed £129 million to assist with local authority costs over years 2-5 of the scheme.</p> more like this

unstar this property answer text <p>Performance data for the Disclosure and Barring Service for March 2016 indicates that average processing time for DBS applications was 14.8 days. Certificates dispatched to applicants by the DBS in March 2016 involving (a) Cleveland Police and (b) the Metropolitan Police Service took an average of (a) 24 days and (b) 122 days.</p><p>Protecting the public is a priority for this Government and it is important that checks undertaken are thorough; a proportion of the applications received by the DBS must be referred to one or more police forces as part of the enhanced disclosure process. In the vast majority of cases these checks are completed within target. The DBS is working closely with the small number of forces, including the MPS, whose performance does not meet turnaround time targets. The performance of police disclosure units is an operational issue for individual police forces and the MPS has established a Gold Group to oversee the recovery plan which they have in place to reduce the time taken. I have made clear to the MPS that its current delays must be addressed as a matter of priority and I continue to maintain close oversight of the progress being made.</p>

unstar this property answer text <p>The Home Office has taken considerable action during the pandemic to assess and combat the impact of COVID-19 on all victims of domestic abuse. This includes LGBT+ individuals and the guidance we have published on gov.uk provides specific advice for members of the LGBT+ community.</p><p>We also continue to support the National LGBT+ Domestic Abuse helpline, providing £120,000 of funding each year since 2016. The helpline provides a vital service for LGBT+ individuals who are or have been victims of domestic abuse, including parental abuse. This important service has remained available to victims throughout the COVID-19 pandemic.</p><p>In addition to our regular funding, the Home Office has announced £2 million in funding to alleviate the increased pressures of COVID-19. This money ensures that helplines and online services continue to be readily available to victims. £1.2 million of this has already been allocated, including funding for the charity Galop, the organisation that runs the LGBT+ helpline.</p><p> </p><p>This funding is on top of the Treasury’s £750 million package to bolster charities, £76 million of which will support survivors of domestic abuse, sexual violence and modern slavery, whilst also ensuring that vulnerable children and young people continue to get the help they need.</p>

The European countries in which they arrive have international obligations and a duty to provide adequate protection and support to refugees within their territory.</p><p>We are working closely with UN agencies, NGOs and the Member States involved to ensure that protection is provided. We will provide further resources to the European Asylum Support Office to help in border “hotspots” in Greece and Italy to help identify and register children at risk on first arrival in the EU.</p><p>The Government remains concerned about the needs of vulnerable children on the move in Europe and the Balkans, and the needs of those who become stranded along the route. The UK has therefore increased its aid to refugees and migrants, including children, in Europe and the Balkans to £46 million, divided among the most affected countries and including specific support of £2.75 million to UNICEF, which will benefit 27,000 children. In addition, the Department for International Development (DFID) is creating a new fund of up to £10 million to support the needs of vulnerable refugee and migrant children in Europe, the Refugee Children Fund for Europe.</p><p>This will include targeted support to meet the specific needs of unaccompanied and separated children who face additional risks. The support will be delivered through a range of UN agencies and NGOs. Unaccompanied children that have a close family link to the UK and claim asylum in another EU country may be entitled to be transferred to the UK under the family unity provisions of the Dublin Regulation. We want to ensure we reunite children with any close family in the UK as quickly and as safely as possible, and we work closely with EU partners on this issue.</p>
