	answer	answer is ministerial correction date of answer 17/02/2020 answer text <p>The Department has been working closely with HMRC since Universal Credit went live in 2013 to support and inform employers who report earnings to emphasise the importance of timely reporting via RTI system.</p><p> </p><p>Employers should already record on HM Revenue and Customs’ (HMRC) Real Time Information (RTI) system the date a salary is scheduled to be paid, rather than the date it is paid, where it is earlier due to a weekend, bank holiday or at Christmas.</p><p> </p><p>HMRC have updated their guidance to reiterate to employers the importance of reporting accurate dates and the impact on payment cycles; the Financial Secretary to the Treasury is also working closely with HMRC and employers to do this.</p><p>Universal Credit takes earnings into account in a way that is fair and transparent. The amount paid reflects, as closely as possible, the actual circumstances of a household during each monthly assessment period. This allows Universal Credit awards to be adjusted on a monthly basis, ensuring that if claimant’s incomes falls, they do not have to wait several months for a rise in their Universal Credit award. Separate procedural security arrangements apply to Restricted Status prisoners.</p><p> </p><p>Unlike Category A prisoners, Restricted Status prisoners do not have escape risk classifications. 	answer	answer is ministerial correction date of answer 21/01/2020 answer text <p>The safety and welfare of young people held in custody is our highest priority, and we take seriously any incident of restraint of children in the youth secure estate, including at Medway Secure Training Centre<em> .</em> There are already processes and mechanisms in place at Medway STC to support Children and Young People following incidents of restraint that facilitate them to seek legal advice and redress. Every incident of restraint, including those involving personal safety techniques, is reviewed by the local Minimising and Managing Physical Restraint (MMPR) co-ordinator. Any serious injury or warning sign (SIWS) is also appraised by the national team, with any issue of concern leading to a child protection referral and, potentially, the local authority and police for investigation.</p><p> </p><p>Furthermore, the Independent Children’s Rights and Advocacy Services (ICRAS) at Medway Secure Training Centre is commissioned to follow and adhere to the legal frameworks of the United Nations Convention on the Rights of the Child and the European Convention on Human Rights to promote the rights of Children and Young People (CYP). These services support CYP in helping them understand and exercise their rights throughout their time in custody.</p><p> </p><p>ICRAS has local protocols in place so that the establishment notifies them as soon as possible following the first restraint incident. The child will be proactively supported by an advocate, including discussing whether the child or young person has any concerns about how or why they were restrained, and whether they wish to make a complaint or safeguarding referral.</p><p> </p><p>Restraint is only ever to be used in accordance with the Secure Training Centre Rules 1998 and as a last resort, where there is a risk of harm, and no other form of intervention is possible or appropriate.</p><p> </p><p>Charlie Taylor, Chair of the Youth Justice Board but acting in an independent capacity, has reviewed our policy in relation to pain-inducing techniques. 	answer	answer is ministerial correction date of answer 26/02/2019 answer text <p>Bullying and harassment has no place in any workplace, including the Civil Service</p><p><br>In our most recent People Survey, 11% of respondents, on average, told us that they'd experienced bullying or harassment at work in the 12 months preceding the survey.</p><p>Whilst this figure has remained stable since 2016, we recognise that certain groups of staff are more like to say they have experienced this type of unacceptable behaviour than others. This includes staff members with long-term limiting conditions who, in the vast majority of departments and agencies, were more likely to say they'd been bullied or harassed in the last 12 months than staff members with no long-term limiting conditions.</p><p>We are strengthening the routes for staff to report bullying and harassment to ensure that all staff are fully supported throughout the process, and to ensure cultures are positive and inclusive.</p><p>The high-level People Survey results for each organisation, including reported rates of bullying and harassment, were published last December on gov.uk.</p><p>Each spring the Cabinet Office conducts and publishes a range of further analysis on the People Survey responses, including the results by gender, ethnicity, sexual orientation and health status.
