The Driver and Vehicle Standards Agency (DVSA) is working hard to provide as many practical driving test appointments as it can.</p><p>The table below shows the number of people who had a practical car driving test booked and were awaiting to sit that test. Data for 2 September 2022 cannot be provided as reports are generated weekly. The figures include new applications/notifications and driving licence renewal applications. It is important to note that the DVLA is often reliant on information from third parties, for example NHS medical professionals, before a decision on whether to issue a licence can be made. Currently, around 47 per cent of cases are awaiting information from a third party.</p><table><tbody><tr><td><p>1 September 2021</p></td><td><p>272,838</p></td></tr><tr><td><p>1 September 2022</p></td><td><p>225,843</p></td></tr></tbody></table><p>The length of time taken to deal with an application for a driving licence where a medical condition must be investigated depends on the condition(s) involved and whether further information or clinical tests are required from healthcare professionals.</p><p>To reduce waiting times for customers, the law was changed on 20 July to widen the pool of healthcare professionals who can provide medical information to support an application for a driving licence. The DVLA has also recruited more staff and opened new customer service centres in Swansea and Birmingham which are focused on medical applications.</p><p>It is important to note that most applicants will be able to continue driving while their application is being processed, providing they meet specific criteria. Since 2015, HMRC have secured over £115 million for more than 1.1 million workers.</p><p> </p><p>HMRC considers all complaints from workers. They also undertake proactive enforcement activities, such as selecting cases for investigation based on their own risk modelling and undertaking outreach activities to help employers understand their obligations and making sure workers know their rights. Alongside this, they consider all intelligence and/or information shared with them.</p><p> </p><p>When HMRC investigates for potential NMW breaches, they look at the whole workforce for an employer. Between the 2015-16 financial year and the 2021-22 financial year, they carried out 18 investigations into employers working in the maritime sector.</p><p> </p><p>HMRC deploy resources to risk, flexing deployment to respond to complaints from workers and using their own detailed risk identification processes to assess and respond to the level of risk in a sector.</p><p> </p><p>On 1 October 2020, the Department for Business, Energy and Industrial Strategy changed the law so that seafarers, and other maritime persons, who work or ordinarily work in the UK or in UK territorial waters (generally 12 nautical miles from the seashore) are generally entitled to NMW. This is regardless of where the vessel is registered or whether the worker ordinarily resides in the UK.</p><p> </p><p>HMRC has worked with maritime worker representatives and employers to raise awareness of the new NMW legislation that came into force on 1 October 2020. Where evidence submitted by the Police is sufficient to bring charges, the CPS will not hesitate to prosecute these horrific crimes.</p><p> </p><p>The CPS maintains a central record to show the overall number of charging decisions where a decision has been made to take No Further Action in cases recorded as rape on the system. The CPS works closely with the Police to ensure that cases are thoroughly investigated before charges are brought because it is in the interests of both victims and perpetrators that cases do not collapse mid-trial.</p><p> </p><p>Cases involving rape and serious sexual offences are some of the most challenging, complex cases that the CPS deals with. They involve very little corroborative evidence in comparison with other cases, and this can result them taking longer to progress through the system. However, the CPS recognises that these offences are devastating crimes that have a significant impact on victims.</p><p> </p><p>The CPS maintains a record of the average number of days taken from referral through to a decision to charge. This data can be seen at annex A. However data is not held on the shortest or longest number of days from submission of a rape case by the police to the CPS through to the date of the decision to charge.</p><p> </p><p>There are a number of reasons for the steady increase in the average number of days and average number of consultations per case since 2015/16. Police are now more regularly encouraged to seek ‘early investigative advice’ to help determine what evidence is required for charge more often. Early investigative advice helps to ensure that cases are thoroughly investigated and the evidence to be brought before the court is strong. As a result, the CPS is more often involved at an earlier stage in proceedings which impacts on the average number of consultations and overall timeliness.</p><p> </p><p>There has also been an increase in the complexity of rape cases investigated by the police. Investigations often involve large amounts of electronic material (social media, emails, text messages, video and photographs) which needs to be reviewed by prosecutors before a charging decision can be made.
