star this property answer text <p>As set out in response to PQs 123692 and 123704, for the entire period of time that Randox Testing Services (RTS) provided s.5A drug driving analysis services to the criminal justice system, it was accredited by United Kingdom Accreditation Service to ISO 17025, the quality standard set by the Forensic Science Regulator (FSR), including specific accreditation for “the detection and quantification of drugs in relation to s.5A of the Road Traffic Act 1988 (as amended) and the Drug Driving (Specified Limits) (England and Wales) Regulations 2014”. FSR–C–133 has been in development for around two years and the FSR has not issued a final version.</p><p>The latest version of the FSR’s Codes of Practice, published in October 2017, now include the requirement to pay due regard to the United Kingdom and Ireland Association of Forensic Toxicologists (UKIAFT) guidelines, which recommend the use of duplicate extraction.</p> more like this

star this property answer text <p>The Forensic Science Regulator (FSR) is developing FSR-C-133 and has not issued a final version.</p><p>The FSR, UKAS and CPS were made aware of Randox Testing Services’ approach to the extraction of drugs from blood for analysis in February 2016. For the entire period of time that RTS provided Section 5A drug driving analysis services to the Criminal Justice System, they were accredited by UKAS to the quality standard set by the FSR and there was nothing in the specification, standards or professional guidance at the time which explicitly precluded their approach to extraction.</p> more like this

star this property answer text <p>The National Police Chiefs’ Council have said that cases across 42 police force areas may have been affected by manipulation.</p><p> </p><p>Randox Testing Service’s (RTS’s) suitability to secure a place on the National Forensic Framework Next Generation (NFFNG) - which was awarded in July 2012 and ran until July 2016 - was evaluated as part of the published evaluation criteria of the competitive procurement process. This included assessment of a written bid and site verification visit against pre-determined criteria. Assessment was made in the following areas: accreditation, business continuity, price, quality, security and service provision.</p><p> </p><p>During the term of the NFFNG, the Home Office supported policing with ongoing monitoring of forensics service providers including RTS on quality, accreditation, financial stability, security (including staff vetting), business continuity mechanisms, subcontracting arrangements and capacity. The Home Office supported those police forces running mini-competitions under NFFNG by assisting with their assessment of accreditation, business continuity and security.</p><p> </p><p>The Home Office held data on services delivered under contracts tendered under the National Forensic Frameworks. This was principally in the form of data submitted to the Forensic Management Information Tool by forensic service providers including RTS. These data included details of the submissions received from police forces, critical dates, offence types, timeliness, cost, and specific type provided against a specified list of forensic products.</p><p> </p><p>The pipeline monitoring system was a non-contractual framework management process adopted under the NFFNG. The purpose of the pipeline was to provide visibility to the user community and the marketplace of planned tendering under the NFFNG. The Pipeline was distributed intermittently to the user community and forensic service providers, including RTS, that were parties to the NFFNG.</p>

This independence allows the regulator to make unbiased recommendations and decisions. Accreditation to the regulator’s codes of practice and conduct is undertaken, at the request of organisations, by the United Kingdom Accreditation Service, which is also independent of Government.</p> more like this
