star this property answer text <p>We are committed to tackling the smuggling of all illicit items into prisons, including drugs and communication devices such as mobile phones.</p><p>We completed the £100 million Security Investment Programme in March 2022, which included funding to bolster physical security measures. This investment delivered 75 additional X-ray body scanners, resulting in full coverage across the closed adult male estate. As of October 2023, we had recorded 46,925 positive indications, helping to tackle the supply of drugs and mobile phones into prisons. We also deployed Enhanced Gate Security to 42 high-risk prisons under this investment, implementing routine searching of staff and visitors. This included 659 dedicated staff, 154 drug sniffing dogs and over 200 pieces of equipment.</p><p>We have 165 drug trace detection machines across the prison estate to prevent the smuggling of drugs, such as psychoactive substances, through the mail. The rollout of an additional 20 next-generation devices was completed in March 2024, meaning every public section prison now has this next-generation equipment.</p><p>X-ray baggage scanners have been installed at 49 sites (45 prisons and 4 learning centres) building on the rollout of our X-ray body scanners, gate security and drug trace detection machines.</p><p>New airspace restrictions took effect on 25 January 2024 to create 400 metre flight restriction zones around all closed prisons and young offender institutions in England and Wales. These will ensure swift action is taken against criminal drone activity, including the smuggling of illicit items.</p>

star this property answer text <p>When deciding what sentence to impose the courts take into account the circumstances of the offence, including the culpability of the offender, the harm they caused or intended to cause, and any aggravating and mitigating factors in line with any relevant sentencing guidelines issued by the independent Sentencing Council. The guidelines are designed to increase consistency and transparency in sentencing.</p><p>The Council’s Totality guideline sets out that offences committed within a prison context should generally run consecutively to any sentence currently being served.</p><p>The Government does not tolerate assaults against our emergency workers, including police and prison officers. That is why we doubled the penalty for assault of an emergency worker through the Police, Crime, Sentencing and Courts Act 2022 from 12 months to two years’ imprisonment.</p> more like this

star this property answer text <p>Ministers have not discussed the topic raised in this question with the Sentencing Council.</p><p>Sentencing guidelines are developed by the independent Sentencing Council for England and Wales, in fulfilment of its statutory duty to do so. Where behaviours constitute a criminal offence, it is open to the Council to issue guidelines on factors that should be considered which may affect the sentence given. The Government cannot require the Council to develop or review particular guidelines.</p> more like this

star this property answer text <p>Murder convictions must attract a mandatory life sentence. Schedule 21 of the Criminal Justice Act 2003 (now Schedule 21 of the Sentencing Act 2020) introduced statutory guidance to be applied by the independent courts when setting the minimum term of imprisonment, which is followed by release on licence.</p><p>The Government regularly reviews Schedule 21, most recently as part of the Police, Crime, Sentencing and Courts Act 2022 which expanded the list of whole life order (WLO) starting points to include the premediated murder of a child and enabled judges to impose a WLO on those aged 18-20 in exceptional circumstances.</p><p>Furthermore, in 2021 the Government commissioned an independent expert, Clare Wade KC, to undertake a review of domestic homicide sentencing. The review was delivered to the department in June 2022 and the Government is carefully considering its recommendations and next steps.</p> more like this

star this property answer text <p>Spending Review 2021 provided councils with £1.6 billion of new grant funding in each year between 2022-23 and 2024-25 to meet pressures in social care and other local services, resulting in £4.8 billion of additional grant in total over the three years. This represents the largest annual increases in core funding for local authorities in over a decade.</p><p>The 2022-23 Local Government Finance Settlement makes available an additional £3.7 billion to councils in total, including funding for adult social care reform. Funding allocations for future years will be confirmed by the Department for Levelling Up, Housing and Communities in due course.</p> more like this

star this property answer text <p>NHS England and NHS Improvement have advised that processes have been streamlined in the urgent treatment centre and emergency department at Queen’s Hospital to reduce waiting times. The Partnership of East London Co-operatives is reviewing how patients are received on arrival and how joint working with general practitioners will improve patient safety and assessments.</p><p>An area has been created in the emergency department to reduce the number of patients requiring admission, which has allowed an approximate a 13% reduction in the average waiting time. An ambulance receiving centre and a short stay medical ward have also been established to improve patient flow through the hospital and reduce waiting times.</p><p> </p> more like this

star this property answer text <p>London Ambulance Service is working with Ambulance Receiving Centres (ARCs) in the North East London Clinical Commissioning Group (NELCCG) area to improve capacity and reduce ambulance handover times, to allow ambulances to respond to incoming calls. The ARCs provide additional space within the emergency departments for patients to be assessed for the appropriate treatment or potential admission. In addition, NELCCG operates an Emergency Care Hub with London Ambulance Service to facilitate support between sites through the redirection of ambulances during surges in demand.</p><p> </p> more like this
