star this property answer text <p>The Government has been very clear that our departure from the EU will not lead to a lowering of our high animal welfare standards.</p><p> </p><p>Our regulatory system will offer at least the same level of assurance of animal welfare following our departure from the EU as it does now. The EU Withdrawal Act will ensure that existing EU standards are maintained once we leave the EU, and we are actively exploring options for strengthening the UK system moving forward. This includes plans to increase maximum penalties for animal cruelty from six months’ to five years’ imprisonment.</p> more like this

star this property answer text <p>HM Treasury has already allocated over £4.2 billion of additional funding to departments and the devolved administrations for preparations for leaving the EU so far. This covers both staff and non-staff costs for departments and their agencies and breaks down as:</p><ul><li>£412 million of additional funding over the spending review period for the Department for Exiting the European Union, Department for International Trade and the Foreign and Commonwealth Office at Autumn Statement 2016.</li><li>£286 million of additional funding for 2017/18 (a full breakdown of which can be found in Supplementary Estimates 2017/18: (<a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/679738/PU2137_Supplementary_estimates_web.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/679738/PU2137_Supplementary_estimates_web.pdf</a>). Of this funding, Defra was allocated £67.4 million. HM Treasury also allowed the department to redirect £7 million earmarked for the UK Presidency of the EU and £20 million for voluntary staff exits towards exit preparations.</li><li>Over £1.5 billion of additional funding for 2018/19. star this property answer text <p>Defra takes the issue of the smuggling of dogs and puppies seriously. It is an abhorrent trade which causes suffering to the smuggled dogs and puts the health of pets and people in the UK at risk. We are working hard to tackle the problem, targeting both the supply and demand of illegally imported dogs. This approach includes international engagement, enforcement, public communications and tighter regulation.</p><p> </p><p>After the UK leaves the EU, the rules will not change immediately for pets entering the UK under the Pet Travel Scheme or commercial import rules. However, looking to the future, leaving the EU will open up new opportunities for managing our own pet travel arrangements, including ensuring there are robust controls on disease and animal welfare. Defra is considering a number of options to deter dog smuggling as part of a long term strategy for pet travel.</p> more like this

star this property answer text <p>Defra is considering a number of options for increased deterrent and improved enforcement as part of a long term strategy for pet travel. Stricter penalties, including the possibility of introducing Fixed Penalty Notices, are being considered. We are also evaluating the benefits of ensuring visual checks on all travelling pets, besides the documentary and identification checks that all pets are currently subject to at the UK border.</p><p>In July 2018, Defra hosted a well-attended workshop with key stakeholders from national and local government, NGOs, transport carriers, veterinary groups and others, including the Animal Health and Welfare Board of England, Border Force, RSPCA, Dogs Trust, Battersea Dogs and Cats Home and Canine and Feline Sector Group.</p><p>Through group discussions throughout the day, ideas for a 2030 vision were identified under five themes: Animal Welfare; Biosecurity; Enforcement; Consumer Demand; Sales &amp; Licensing. These ideas, and others generated through ongoing work in this area, will inform the future long term strategy for pet travel.</p><p>Defra is committed to tackling the puppy smuggling journey from end to end – putting the spotlight on both supply and demand. We continue to work with border enforcement partner agencies, including Border Force, to ensure our enforcement work keeps pace with this evolving crime.</p><p>After the UK leaves the EU, the rules will not change in the short term for pets entering the UK under the Pet Travel Scheme or commercial import rules. Stricter penalties, including the possibility of introducing Fixed Penalty Notices, are being considered. We are also evaluating the benefits of ensuring visual checks on all travelling pets, besides the documentary and identification checks that all pets are currently subject to at the UK border.</p><p>In July 2018, Defra hosted a well-attended workshop with key stakeholders from national and local government, NGOs, transport carriers, veterinary groups and others, including the Animal Health and Welfare Board of England, Border Force, RSPCA, Dogs Trust, Battersea Dogs and Cats Home and Canine and Feline Sector Group.</p><p>Through group discussions throughout the day, ideas for a 2030 vision were identified under five themes: Animal Welfare; Biosecurity; Enforcement; Consumer Demand; Sales &amp; Licensing. These ideas, and others generated through ongoing work in this area, will inform the future long term strategy for pet travel.</p><p>Defra is committed to tackling the puppy smuggling journey from end to end – putting the spotlight on both supply and demand. We continue to work with border enforcement partner agencies, including Border Force, to ensure our enforcement work keeps pace with this evolving crime.</p><p>After the UK leaves the EU, the rules will not change in the short term for pets entering the UK under the Pet Travel Scheme or commercial import rules. However, looking to the future, leaving the EU will open up new opportunities for managing our own pet travel arrangements, including ensuring there are robust controls on disease and animal welfare. star this property answer text <p>On 10 January 2019, the Government announced a new funding commitment from bookmakers worth an estimated £3 million to ensure the welfare of greyhounds is protected and improved. The agreement was reached following discussions chaired by the Department for Digital, Culture, Media and Sports (DCMS) and is set to increase the total amount of funding from bookmakers to the British Greyhound Racing Fund (BGRF) to an estimated £10 million this year. We expect thousands of racing greyhounds are to be better cared for as a result of this new commitment.</p><p> </p><p>Defra and DCMS will continue to work with the bookmaking industry to encourage all remaining bookmakers who take bets on greyhound racing, and who do not currently contribute, to commence payments to the BGRF to support the sport. The Ministers for Animal Welfare and Sport will soon be meeting to discuss what more can be done to secure the funding needed to ensure greyhound welfare.</p><p> </p> more like this

In addition to these EU-level requirements, the Government has adopted stricter national regulations for animals that are slaughtered without stunning, which provide them with more extensive protections than the EU Regulation. star this property answer text <p>Defra takes the threat to public and animal health posed by animals entering the United Kingdom (UK) very seriously. This includes the rescue and rehoming of stray cats and dogs from EU and Third countries under the Balai Directive, which is classed as a commercial import not as a pet import. Importation of stray dogs and cats, whose history is unknown can pose a biosecurity risk to the UK and therefore enforcement measures are in place to ensure compliance.</p><p> </p><p>All consignments of stray dogs or cats from Third countries must enter through a Border Inspection Post (BIP), and receive documentary, physical and identity checks upon arrival for compliance with import requirements.</p><p> </p><p>All EU consignments of dogs or cats receive documentary checks on entry and the Animal and Plant Health Agency (APHA) conduct further checks post-import. A risk-based approach is used to determine which consignments receive a further post-importation identity and documentary check at their destination in the UK.</p><p> </p><p>Where animals fail to meet the necessary health requirements for entry to the UK, they must either be quarantined until compliant, returned to their country of origin, or euthanised – all at the expense of the owner or importer. This helps to preserve the UK’s high standards of biosecurity, and acts as a deterrent to those who might otherwise be motivated to abuse Balai import requirements. The UK CVO is in correspondence with her EU counterparts in Member States where issues of non-compliance have been detected.</p>

This includes our ongoing support for the work of the International Maritime Organization, and the implementation of the International Convention for the Prevention of Pollution from Ships (MARPOL).</p><p> </p><p> </p><p> </p><p>This Convention addresses a range of pollutants from shipping including the discharge of oil, chemicals and ship generated waste, as well as covering issues such as air pollution and energy efficiency.</p><p> </p><p> </p><p> </p><p>Efforts to address marine pollution from ships are led by the Department for Transport in close cooperation with Defra.</p><p><br></p> more like this

star this property answer text <p>The Government is firmly committed to improving the UK’s air quality and cutting harmful roadside emissions. That is why we have committed more than £2 billion since 2011 to reduce transport emissions and the autumn statement provided a further £290 million to support greener transport. Air quality is improving, but the Government recognises that we need to go further and faster and we will be consulting on a new national plan on nitrogen dioxide concentrations by 24 April 2017. The final plan will be in place by the end of July 2017.</p><p>As the UK improves air quality, air quality hotspots are going to become even more localised and the importance of local action will increase. Local authorities have opportunities to improve air quality for the protection of public health and the environment through decisions they make on land use planning, permitting, roads and air quality management areas (AQMAs). Local authorities can voluntarily introduce Clean Air Zones should they wish to do so using their powers under the Transport Act 2000. They also have the powers to issue fixed penalty notices of £20 to drivers who allow their vehicle engines to run unnecessarily while the vehicle is stationary, using powers under the Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002.</p><p> </p>

star this property answer text <p>In December 2015, the Government announced that it would develop a Litter Strategy for England. We want to be ambitious: our goal is to achieve a substantial reduction in litter and littering in England, ensuring that our communities, natural landscape, roads and highways are free of litter.</p><p> </p><p>The Litter Strategy for England will focus on three key themes: education and awareness; improving enforcement; and better cleansing and litter infrastructure. These will be backed up by specific actions under each objective.</p><p> </p><p>To help us shape the Strategy we have established a Litter Advisory Group which includes representatives from local government, campaign groups and independent experts, as well as voices from the packaging and fast-food industries. Highways England and Connect Plus (which manages the M25 on behalf of Highways England) are also members.</p><p> </p><p>In connection with the Strategy, we have also established a specialist working group on roadside litter, which will consider means to address the practical barriers to keeping our roadsides clear of litter, including issues relating to both cleaning and litter-prevention.</p>

star this property answer text <p>Pollution caused by sewage is mainly addressed through the implementation of the Urban Waste Water Treatment Regulations, which have set standards for the collection and treatment of sewage since 1994. Since privatisation around £9 billion has been invested to reduced pollution from sewage treatment with much of this focusing on discharges in coastal areas. In England, between 2015 and 2020, water companies are investing over £2 billion to improve their sewerage infrastructure, guided by the requirements of the Environment Agency. This includes investment to improve coastal sewage treatment works and collecting systems with the aim of reducing the polluting impact of sewage discharges on the marine environment.</p><p> </p> more like this

star this property answer text <p>We are committed to tackling fly-tipping and, as set out in the Government’s manifesto have given local councils the power to issue fixed penalty notices for small-scale fly-tipping. These new enforcement tools have been available to councils since May 2016, providing them with an alternative to prosecutions and assisting them in taking a proportionate enforcement response.</p><p> </p><p>This builds on other Government action to tackle fly-tipping, which has included:</p><p> </p><ul><li><p>Introducing stronger powers for local authorities and the Environment Agency to seize vehicles of those suspected of waste crime.</p></li></ul><p> </p><ul><li><p>Cracking down on offenders by working with the Sentencing Council to ensure sentences act as a real deterrent to offending. New guidance came into force on 1 July 2014.</p></li></ul><p> </p><ul><li><p>Strengthening the waste duty of care by publishing a revised Waste Duty of Care Code of Practice, that provides guidance to local authorities, regulators, waste industry and all those that produce, keep, import, treat, have control or dispose of controlled waste on how to comply with their waste duty of care obligations.</p></li></ul><p> </p><ul><li><p>Supporting the industry-led Right Waste Right Place campaign to promote Duty of Care to small businesses. The campaign will be targeting construction, retail and agricultural businesses.</p><p> </p></li><li><p>Chairing the National Fly-Tipping Prevention Group (NFTPG) to prevent and tackle illegal dumping. The NFTPG includes representatives from central and local Government, enforcement authorities, the waste industry, and private landowners. The NFTPG has published a Fly-tipping Partnership Framework outlining best practice for the prevention, reporting, investigation and clearance of fly-tipping to be adapted to suit local circumstances as well as a series of fly-tipping prevention guides for householders, businesses, landowners and local authorities.</p></li></ul>

star this property answer text <p>Defra publishes extensive air quality information on its UK Air website (uk-air.defra.gov.uk) as well as disseminating up-to-date information through social media, emails and Freephone services. Information on this website includes daily air pollution forecasts and hourly monitoring data from national monitoring sites, alongside associated health advice. The website also holds research reports and a back catalogue of historical monitoring and modelling data made available as open data.</p><p> </p><p>There is an effective cross-government system in place for giving health advice to the public during periods of high air pollution. Defra, Public Health England and the Met Office work closely together to issue up-to-date postcode-specific forecasts, bulletins and social media updates. We also work with health charities to make sure vulnerable people are aware of any periods of low air quality.</p><p> </p><p>In addition, local authorities monitor air pollution and make this information available locally.</p>

This was underpinned by the second Climate Change Risk Assessment Evidence Report, published in June 2016, by the Adaptation Sub-Committee of the Committee on Climate Change. The assessment considers the future risks and opportunities of sea level rise across the UK. Our commitment to ocean conservation was most recently demonstrated at the Our Ocean Conference in Malta on 5-6 October and the UN Oceans Conference in June. A list of the commitments made by the United Kingdom at the Malta Conference is available at: <a href="https://ourocean2017.org/sites/default/files/ooc-2017-list-of-commitments_en.pdf" target="_blank">https://ourocean2017.org/sites/default/files/ooc-2017-list-of-commitments_en.pdf</a> and the UN Ocean Conference at <a href="https://oceanconference.un.org/commitments/" target="_blank">https://oceanconference.un.org/commitments/</a></p><p> </p><p>Looking forward, we will use the Commonwealth Summit in 2018 to ensure that ocean issues remain central to future work within the Commonwealth and support the initiative of the Commonwealth Secretary General to develop a “blue charter” for the Commonwealth. We will also continue to push for a new international agreement under the UN for the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction, which will deliver effective protected areas for the world’s oceans.</p><p><strong> </strong></p><p><strong> </strong></p><p> </p>

star this property answer text <p>Defra works closely with colleagues in the Foreign and Commonwealth Office on issues relating to the protection of the Antarctic including the designation of marine protected areas (MPAs). The UK led the proposal to establish an MPA around the South Orkney Islands Southern Shelf, agreed in 2009, through the Convention for the Conservation of Antarctic Marine Living Resources and strongly supported the designation of the Ross Sea Region MPA. The UK supports proposals for MPAs in the Weddell Sea, East Antarctic and the Antarctic Peninsula regions of the Southern Ocean.</p> more like this

star this property answer text <p>Defra published its annual update of the UK and England Biodiversity Indicators on 3 August. This provides detailed statistical assessments of the status and trends of a range of wildlife populations including butterflies and pollinating insects.</p><p> </p><p>The indicators of butterfly abundance in the UK show significant declines since 1976: by 74% for species most closely associated with flower-rich habitats and 57% for species of the wider countryside, although since 2011 the indicators have been broadly stable. star this property answer text <p>The UK is one of 127 member governments of the Intergovernmental Science-Policy Platform for Biodiversity and Ecosystem Services. This is currently undertaking the most comprehensive ever assessment of changing global ecosystems and their importance to human societies.</p><p> </p><p>In March 2018, members of the Platform will meet to adopt four Regional Assessments of Biodiversity and Ecosystem Services, which together cover the entire planet except Antarctica and the open oceans.</p><p> </p><p>The UK government has supported this Platform since its inception and will continue to publicise its reports where they are relevant and of interest to the public.</p> more like this

All illegal wildlife trade grants have to report on what they have achieved with the money allocated to them, and have an agreed monitoring and evaluation plan and targets. Illegal Wildlife Trade Challenge Fund projects submit six-monthly, annual and final reports on their progress. star this property answer text <p>We are considering how environmental funding for the UK Overseas Territories can best be provided after we leave the EU.</p><p> </p><p> </p><p> </p><p>The Overseas Territories will be able to continue to apply to the Government’s Darwin Plus programme, run by Defra, which supports biodiversity in the Overseas Territories. In 2018-19 we are providing £2.5 million funding through Darwin Plus.</p><p> </p><p> </p><p> </p><p>We have also set aside £4.77 million of the Conflict, Stability and Security Fund, over four years, to address environmental security issues in the Overseas Territories.</p><p> </p> more like this

star this property answer text <p>The Mayor of London is responsible for air quality in the capital and has reserve powers under Part IV of the Environment Act 1995 to reflect this.</p><p> </p><p> </p><p> </p><p>These powers enable the Mayor to take a broad range of actions, particularly in relation to transport – this includes the introduction of the “T-Charge” and the proposed Ultra-Low Emission Zone (ULEZ).</p><p> </p><p> </p><p> </p><p>The Mayor of London has received a comprehensive funding settlement from the Government, worth more than £5 billion, which includes measures to deliver compliance with air quality limits.</p><p> </p><p> </p><p> </p><p>London and Londoners have also received £137million funding from the government’s £3.5 billion plan to improve air quality and reduce harmful emissions.</p><p> </p><p> </p><p> </p><p>In addition, the Government has also published the Clean Air Strategy consultation setting out a national approach to tackling air pollution focused on broader emissions beyond road transport aiming to cut air pollution and save lives. This will have beneficial effects across the country, including in London.</p><p> </p><p> </p><p> </p><p>The Government has also published a consultation on cleaner domestic burning of solid fuels and wood. This focuses on a range of options to phase out the sale of the most polluting fuels therefore enabling consumers to switch to less polluting alternatives. The deadline for responses is 12 October.</p><p> </p>
