star this property answer text <p>The Government has been very clear that our departure from the EU will not lead to a lowering of our high animal welfare standards.</p><p> </p><p>Our regulatory system will offer at least the same level of assurance of animal welfare following our departure from the EU as it does now. The EU Withdrawal Act will ensure that existing EU standards are maintained once we leave the EU, and we are actively exploring options for strengthening the UK system moving forward. This includes plans to increase maximum penalties for animal cruelty from six months’ to five years’ imprisonment.</p> more like this

star this property answer text <p>HM Treasury has already allocated over £4.2 billion of additional funding to departments and the devolved administrations for preparations for leaving the EU so far. This covers both staff and non-staff costs for departments and their agencies and breaks down as:</p><ul><li>£412 million of additional funding over the spending review period for the Department for Exiting the European Union, Department for International Trade and the Foreign and Commonwealth Office at Autumn Statement 2016.</li><li>£286 million of additional funding for 2017/18 (a full breakdown of which can be found in Supplementary Estimates 2017/18: (<a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/679738/PU2137_Supplementary_estimates_web.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/679738/PU2137_Supplementary_estimates_web.pdf</a>). Of this funding, Defra was allocated £67.4 million. HM Treasury also allowed the department to redirect £7 million earmarked for the UK Presidency of the EU and £20 million for voluntary staff exits towards exit preparations.</li><li>Over £1.5 billion of additional funding for 2018/19. star this property answer text <p>Defra takes the issue of the smuggling of dogs and puppies seriously. It is an abhorrent trade which causes suffering to the smuggled dogs and puts the health of pets and people in the UK at risk. We are working hard to tackle the problem, targeting both the supply and demand of illegally imported dogs. This approach includes international engagement, enforcement, public communications and tighter regulation.</p><p> </p><p>After the UK leaves the EU, the rules will not change immediately for pets entering the UK under the Pet Travel Scheme or commercial import rules. However, looking to the future, leaving the EU will open up new opportunities for managing our own pet travel arrangements, including ensuring there are robust controls on disease and animal welfare. Defra is considering a number of options to deter dog smuggling as part of a long term strategy for pet travel.</p> more like this

star this property answer text <p>Defra is considering a number of options for increased deterrent and improved enforcement as part of a long term strategy for pet travel. Stricter penalties, including the possibility of introducing Fixed Penalty Notices, are being considered. We are also evaluating the benefits of ensuring visual checks on all travelling pets, besides the documentary and identification checks that all pets are currently subject to at the UK border.</p><p>In July 2018, Defra hosted a well-attended workshop with key stakeholders from national and local government, NGOs, transport carriers, veterinary groups and others, including the Animal Health and Welfare Board of England, Border Force, RSPCA, Dogs Trust, Battersea Dogs and Cats Home and Canine and Feline Sector Group.</p><p>Through group discussions throughout the day, ideas for a 2030 vision were identified under five themes: Animal Welfare; Biosecurity; Enforcement; Consumer Demand; Sales &amp; Licensing. These ideas, and others generated through ongoing work in this area, will inform the future long term strategy for pet travel.</p><p>Defra is committed to tackling the puppy smuggling journey from end to end – putting the spotlight on both supply and demand. We continue to work with border enforcement partner agencies, including Border Force, to ensure our enforcement work keeps pace with this evolving crime.</p><p>After the UK leaves the EU, the rules will not change in the short term for pets entering the UK under the Pet Travel Scheme or commercial import rules. star this property answer text <p>Defra is considering a number of options for increased deterrent and improved enforcement as part of a long term strategy for pet travel. Stricter penalties, including the possibility of introducing Fixed Penalty Notices, are being considered. We are also evaluating the benefits of ensuring visual checks on all travelling pets, besides the documentary and identification checks that all pets are currently subject to at the UK border.</p><p>In July 2018, Defra hosted a well-attended workshop with key stakeholders from national and local government, NGOs, transport carriers, veterinary groups and others, including the Animal Health and Welfare Board of England, Border Force, RSPCA, Dogs Trust, Battersea Dogs and Cats Home and Canine and Feline Sector Group.</p><p>Through group discussions throughout the day, ideas for a 2030 vision were identified under five themes: Animal Welfare; Biosecurity; Enforcement; Consumer Demand; Sales &amp; Licensing. These ideas, and others generated through ongoing work in this area, will inform the future long term strategy for pet travel.</p><p>Defra is committed to tackling the puppy smuggling journey from end to end – putting the spotlight on both supply and demand. We continue to work with border enforcement partner agencies, including Border Force, to ensure our enforcement work keeps pace with this evolving crime.</p><p>After the UK leaves the EU, the rules will not change in the short term for pets entering the UK under the Pet Travel Scheme or commercial import rules. However, looking to the future, leaving the EU will open up new opportunities for managing our own pet travel arrangements, including ensuring there are robust controls on disease and animal welfare. Defra is considering a number of options for increased deterrent and targeted enforcement as part of a long term strategy for pet travel.</p>

star this property answer text <p>On 10 January 2019, the Government announced a new funding commitment from bookmakers worth an estimated £3 million to ensure the welfare of greyhounds is protected and improved. The agreement was reached following discussions chaired by the Department for Digital, Culture, Media and Sports (DCMS) and is set to increase the total amount of funding from bookmakers to the British Greyhound Racing Fund (BGRF) to an estimated £10 million this year. We expect thousands of racing greyhounds are to be better cared for as a result of this new commitment.</p><p> </p><p>Defra and DCMS will continue to work with the bookmaking industry to encourage all remaining bookmakers who take bets on greyhound racing, and who do not currently contribute, to commence payments to the BGRF to support the sport. The Ministers for Animal Welfare and Sport will soon be meeting to discuss what more can be done to secure the funding needed to ensure greyhound welfare.</p><p> </p> more like this

star this property answer text <p>The Government encourages the highest standards of animal welfare and would prefer all animals to be stunned before slaughter, but respects the rights of Jews and Muslims to eat meat prepared in accordance with their beliefs.</p><p> </p><p>EC Regulation 1099/2009 sets down the welfare standards for animals at the time of killing, including regulations specifically concerned with animals which are slaughtered without stunning. In addition to these EU-level requirements, the Government has adopted stricter national regulations for animals that are slaughtered without stunning, which provide them with more extensive protections than the EU Regulation. These are set down in The Welfare of Animals at Time of Killing (England) Regulations 2015.</p> more like this

star this property answer text <p>Defra takes the threat to public and animal health posed by animals entering the United Kingdom (UK) very seriously. This includes the rescue and rehoming of stray cats and dogs from EU and Third countries under the Balai Directive, which is classed as a commercial import not as a pet import. Importation of stray dogs and cats, whose history is unknown can pose a biosecurity risk to the UK and therefore enforcement measures are in place to ensure compliance.</p><p> </p><p>All consignments of stray dogs or cats from Third countries must enter through a Border Inspection Post (BIP), and receive documentary, physical and identity checks upon arrival for compliance with import requirements.</p><p> </p><p>All EU consignments of dogs or cats receive documentary checks on entry and the Animal and Plant Health Agency (APHA) conduct further checks post-import. A risk-based approach is used to determine which consignments receive a further post-importation identity and documentary check at their destination in the UK.</p><p> </p><p>Where animals fail to meet the necessary health requirements for entry to the UK, they must either be quarantined until compliant, returned to their country of origin, or euthanised – all at the expense of the owner or importer. This helps to preserve the UK’s high standards of biosecurity, and acts as a deterrent to those who might otherwise be motivated to abuse Balai import requirements. The UK CVO is in correspondence with her EU counterparts in Member States where issues of non-compliance have been detected.</p>

star this property answer text <p>We have strong animal welfare standards for pets in this country, and have taken recent steps to enhance those protections including banning the third party sale of puppies and kittens, updating the companion animal welfare codes and introducing legislation to increase the maximum penalty for animal cruelty to 5 years imprisonment. These standards will be maintained when we leave the EU and we will look to strengthen standards further where supported by scientific and veterinary evidence.</p><p> </p> more like this

Microbeads from these products are estimated to make up between 0.01% and 4.1% of the total of microplastics entering the marine environment. The estimated use of microbeads associated with skin cleansing products in the UK alone is 680 tonnes per year[1]. We have funded a study that demonstrated that microplastics can cause harm to marine animals by having an impact on their digestive systems and exposing them to chemicals. In addition we monitor levels of marine litter, including microplastics, both in the sea and along our coastlines to improve our understanding of the levels and impacts of marine litter.</p> more like this
