	answer	answer is ministerial correction date of answer 07/10/2019 answer text <p>Since its introduction, the Government has worked with the catching sector, the wider industry and other Member States for the phased implementation of the landing obligation which came fully into force on 1 January 2019. There has been no formal assessment of the effectiveness of the landing obligation, however, there has been considerable progress in quantifying challenges such as choke risks and developing solutions to mitigate their impact. Solutions include enhancing and promoting the use of gear selectivity measures and maximising the use of quota management flexibilities to ensure quota is used efficiently and effectively to mitigate choke risks.</p><p> </p><p>Since January 2018, the MMO recorded a total of 132 infringements related to the landing obligation: of which 2 resulted in no further action, 24 resulted in a written rebrief, 104 resulted in a verbal rebrief and 2 are under investigation. 	answer	answer is ministerial correction date of answer 04/10/2019 answer text <p>Abandoned, lost and otherwise discarded fishing gear (ALDFG) is estimated to comprise 40 – 70% of man-made waste in the ocean measured by weight. Ascertaining the extent of the ALDFG that ends up in UK waters faces a number of challenges, including the movement of ALDFG with ocean currents. One of the best indicators is the Marine Conservation Society’s beach clean data, which indicate that fishing-related litter is amongst the ten most prevalent items recorded on UK beaches.</p><p><ins class="ministerial">Defra recognises addressing ALDFG as a key priority. We are an active member of the Global Ghost Gear Initiative (GGGI): a pioneering and cross-cutting initiative that engages with communities around the world to collaboratively address the problem. The Air Travel Trust Fund (ATTF) provides cover for Thomas Cook’s ATOL passengers and their share of the repatriation will be recovered from the ATTF. On current estimates, we believe the ATTF will be able to cover its share.</p><p> </p><p>The costs of repatriating Non-ATOL passengers will be covered by the Government. 	answer	answer is ministerial correction date of answer 04/10/2019 answer text <p>The Civil Aviation Authority 17/18 annual report sets out that the total cost of the Monarch Airlines repatriation activities amounted to £52.5 million.</p><p> </p><p>Of this, £9.5m was paid by the Air Travel Trust Fund which covered the costs of repatriating Monarch Group ATOL protected passengers. The total cost of all other passengers was assessed as £43.0m.</p><p> </p><p>Since Monarch’s collapse, government has sought to recover the costs of the operation from several third parties including the finance and tourism sectors.</p><p> </p><p>I refer to the Written Ministerial Statement made by the Secretary of State on 9 May 2019, which reported that the final cost to the taxpayer from the Monarch repatriation had been assessed to be £40.5m.</p><p> </p><p>This previously stated estimate included an expected contribution from Thomas Cook which, following their collapse, the government no longer expects to receive.</p><p> </p><p>The latest estimate of the cost to the taxpayer of repatriating non-ATOL passengers is £40.7m.
