star this property answer text <p>Every time the personal allowance increases, the marriage allowance automatically becomes more generous.</p><p>The increase to personal allowance announced at Budget 2018 means that in 2019-20, an individual will be able to transfer £1,250 to a partner, compared to £1,060 in 2015-16.</p><p>This means that in 2019-20, eligible couples can receive a tax reduction of up to £250, or £1,150 if they make a backdated claim to 2015-16.</p><p> </p> more like this

star this property answer text <p>At Autumn Statement 2014 the government reformed SDLT on residential properties, cutting the tax for 98% of buyers who pay it, unless they are purchasing additional property. These changes benefit those who are moving up the housing ladder.</p><p> </p><p>However, the government’s priority remains helping first time buyers because this group are particularly cash constrained. So far, over 240,000 people have benefited from the Stamp Duty relief announced for first time buyers at Autumn Budget 2017.</p><p> </p><p>In all, the government are providing at least £44 billion in financial support for housing over a five-year period to help improve affordability and support homeownership.</p> more like this

star this property answer text <p>Consistent increases by this government to the personal allowance have also increased the Marriage Allowance, as it is linked. The personal allowance increase announced at Autumn Budget means that in 2018-19, an individual will be able to transfer £1,190 to a partner, compared to £1,060 in 2015-16.</p><p> </p><p>This means that in 2018-19 the Marriage Allowance is worth £238 per year, or £900 if backdated up to 4 years.</p><p> </p><p>This government is showing continuing commitment to the Marriage Allowance, and announced at Autumn Budget 2017 an extension to allow claims on behalf of deceased partners.</p> more like this

star this property answer text <p>The first Road Investment Strategy brought over £15bn of investment to England’s strategic roads between 2015-2020. This included a number of schemes improving many of the strategic road links on the Reading-Gatwick road corridor.</p><p> </p><p>At Budget 2018, the Chancellor announced that the National Roads Fund will be £28.8 billion from 2020-2025. We expect £25.3 billion of this will fund the Roads Investment Strategy 2, which is the largest ever investment in England’s strategic roads.</p><p> </p><p>HMT ministers and officials continue to work closely with their DfT counterparts to consider and monitor the delivery of specific investments as part of the Road Investment Strategy.</p> more like this

star this property answer text <p>Train operators are expected to have fair and transparent processes for considering Delay Repay applications as set out in detail in their Passenger’s Charter. The train operators use industry delay data provided by Network Rail, who have an obligation to ensure that this delay data is accurate.</p><p> </p><p>If any passenger is unhappy with the decision taken by the train operator with regards to a Delay Repay claim, then they will shortly be able to take this up with the new Rail Ombudsman.</p> more like this

star this property answer text <p>In Control Period 5 (2014-2019), Government made available £235m through the Strategic Freight Network fund, investing in projects to support rail freight growth. The route out of the Port of Southampton is benefiting from a programme of investment to enable longer freight trains to operate between there and the North / Midlands.</p><p>There is funding available in Control Period 6 (2019-2024) for continued improvements to the rail network. Government is working with Network Rail and the freight industry to develop options for investment over the next five years.</p> more like this

star this property answer text <p>The Department requires operators of new franchises to provide automated Delay Repay compensation processes that make claiming swift and simple and is working with the rail industry and the Office of Rail and Road (ORR) to deliver more automated claims processes across all DfT-let franchises. The Delay Repay compensation scheme has now been rolled out to all but one of these franchises. Since announcing ‘one-click’ compensation in October 2018, the Government has also introduced a requirement for new franchises to introduce simple one-click automated claims systems, available via smartphones and smartcard registration, to make it easier for passengers to claim compensation when they have suffered delays.</p><p> </p><p>In practice, train operating companies work with one another to ensure that the Delay Repay compensation scheme works in an interoperable way between franchises. As part of this, a risk assessment is undertaken to determine a route’s suitability. star this property answer text <p>By the end of 2018, my aim is for every passenger to have the choice of travelling without a paper ticket. In the first instance this means commuters having access to a smart season ticket, and other travellers being able to buy and use barcode tickets on their mobile phones anywhere on the network. Smart tickets offer passengers more convenience and choice – including better and more targeted travel information such as real time train running and platform information. My Department will oversee the delivery of these programmes.</p><p> </p><p>By the end of the year the South East Flexible Ticketing programme will have introduced smart ticketing on five of the major London and south east rail operators. In the North of England, we have committed £150m to support Transport for the North (TfN) in its plans to introduce smart ticketing. The Rail Delivery Group have brought the rail industry together to agree a long-term vision and it is critical that rail operators collaborate and share ideas to make this vision a reality. Through franchising competitions we are supporting the rail industry to develop and deliver modernised ticketing by setting challenging requirements for bidders, ensuring that customers benefit from a 21st century option.</p><p> </p><p>Flexible tickets can also offer significant benefits to customers.</p>

The Convention of the High Seas and the International Convention on the Safety of Life at Sea are also relevant. All four Conventions ask that the Department for Transport establish arrangements for search and rescue in the United Kingdom's Search and Rescue Region and formalises international cooperation with neighbouring states by agreeing common response plans and the sharing of resources. The Conventions also compel ships' masters to render assistance to those in distress at sea. The UK's responsibility for search and rescue responsibilities extends out to 30º west in latitude and covers some 1 million square miles. star this property answer text <p>South Western Railway (SWR) launched their consultation for the December 2018 timetable on 29 September 2017, and it will run until 22 December 2017. This timetable consultation is a major step on South Western Railway’s journey towards the delivery of improvements to services that we know customers want to see.</p><p> </p><p>The Department is aware of the current proposals for a reduction in AM peak calls at Hook and Winchfield made in SWR’s consultation document.</p><p><br>These changes are discussed in further detail on SWR’s timetable consultation webpage:</p><p> </p><p><a href="https://www.southwesternrailway.com/contact-and-help/timetable-consultation" target="_blank">https://www.southwesternrailway.com/contact-and-help/timetable-consultation</a></p><p><br>However, I must stress that this is still a live consultation and no decision has been made yet. GRIP divides a project into eight stages. Options are considered at GRIP stage 2 (Feasibility) which looks at whether they can be delivered economically and in line with current network proposals and strategies. At this stage the preferred option is defined and outline designs are produced. Technical feasibility of an option that has been selected is usually considered in detail in GRIP stage 4, Single Option Development.</p> more like this

star this property answer text <p>The new timetable across Govia Thameslink Railway commenced on Sunday 20 May 2018 and there have been wholly unsatisfactory levels of disruption on those rail services since then. A combination of delayed Network Rail infrastructure works and reduced time to plan a modified timetable meant that the new timetable was finalised much too late to permit adequate logistical planning for the timetable changes. I am determined both that the problems are dealt with as quickly as possible, and that this is not repeated in the future.</p><p> </p><p>I am also clear that the way timetabling is done has to change. It is obvious that Network Rail’s current timetabling system simply cannot cope with the volume of work that it has to complete, and so we have asked both the current leadership and the incoming Chief Executive, Andrew Haines, to ensure that this issue is addressed as a priority. Until this has been done, I will insist on a gradual approach to timetable change wherever possible and not the significant changes that we have seen this month. This is ahead of South Western Railway’s new December 2018 timetable.</p><p> </p><p> </p>

We therefore sought views on how best to achieve this, not on the case for reform.</p><p>We held a full public consultation over twelve weeks last year to test our detailed proposals in light of the widest possible range of views and insights. We have reflected on the points raised in the consultation from all perspectives, not just from the many individuals and organisations who were supportive. A YouGov poll on the day we set out our proposals suggested 73% support for removing blame from the legal process. We have detailed the final results of the consultation in our response and outlined people’s views on all sides, and we remain grateful to everyone who responded.</p> more like this

The courts are required to follow any guidelines relevant to the case before them, including the definitive guideline on Sexual Offences which came into effect on 1 April 2014.</p><p> </p><p>The Government has no current plans to implement the recommendation of the JUSTICE report to pilot a conditional diversion scheme for individuals who have viewed indecent images of children.</p> more like this

star this property answer text <p>The Ministry of Justice has not made any assessment of the effect on occupants of residences subject to action by High Court Enforcement Agents, where the individual named on the enforcement document has never lived at that address.</p><p> </p><p>In April 2018, I announced our plan to conduct a call for evidence to inform a review of reforms introduced by the Tribunals, Courts and Enforcement Act 2007. The call for evidence will focus on enforcement agent behaviour and will allow those who have had contact with enforcement agents to provide feedback about their experiences.</p> more like this
