	answer	answer is ministerial correction date of answer 26/07/2019 answer text <p>It is not possible to confirm exactly how many people in (a) Wales and (b) each parliamentary constituency in Wales became ineligible for the Severe Disability Premium (SDP) following their move to Universal Credit (UC) due to a change in circumstance. This is because each case must be individually assessed to determine whether SDP eligibility would have continued following the end of their claim to Employment and Support Allowance (ESA), Jobseekers’ Allowance (JSA) or Income Support (IS).</p><p> </p><p>Information on claimants of JSA and IS in receipt of SDP who have moved to Universal Credit would incur disproportionate cost in response to a Parliamentary Question.</p><p> </p><p>Regulations announced by the Secretary of State for Work and Pensions on 22 July 2019 provide support for claimants who were entitled to the SDP, and who have already moved to UC. From 24 July 2019, these claimants will be considered for backdated payments covering the time since they moved to UC. 	answer	answer is ministerial correction date of answer 03/09/2019 answer text <p>Universal Credit is a 24 hour, seven days a week, digital service that allows claimants to manage their own data and account online at a time which is convenient for them. Via their account, claimants can check their Universal Credit benefit payments, notify us of changes and record notes via an online journal facility. In addition, established claimants who call the Freephone Universal Credit helpline are connected directly to the person or team who are dealing with the case.</p><p> </p><p>For June 2019 the average speed of answer for a call to the Universal Credit helpline was 2 minutes 39 seconds. The longest response time was 55 minutes 33 seconds. In June we answered 1.2 million calls. The longest response time refers to a single caller and is not reflective of the experience of the majority of our customers.</p><p> </p><p>The average speed of answer measure is the average customer wait time from the point of entering a queue to connection to an agent. This excludes any time spent in pre-queue messaging and any wait time for calls ultimately abandoned by callers prior to answer.</p><p> </p><p>The information requested about telephony complaints is not available in the format requested and doing so could only be provided at disproportionate cost. Following the pilot, we will report back to Parliament on our progress and findings, and at that point, will determine the process for bringing forward further legislation to move claimants beyond the pilot phase.</p><p> </p><p>The regulations also allowed for people potentially eligible for Severe Disability Premium transitional awards to start receiving payments. That means that we will be able to provide immediate support for these claimants who were entitled to the Severe Disability Premium on legacy benefits and who have already moved onto Universal Credit. These claimants will also be considered for backdated payments covering the time since they moved onto Universal Credit, as well as ongoing monthly payments that reflect any lost Severe Disability Premium. 	answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>End year performance awards are a key element of the Department for Work and Pension’s reward strategy, supporting performance improvement, employee engagement and delivery of key business objectives. These awards are based on employees’ annual performance ratings, which are scored against their overall achievement of objectives, and the behaviours demonstrated during the performance year. The level of award will vary according to a range of factors including grade and performance rating achieved.</p><p> </p><p>As with all government departments Senior Civil Servants (SCS) in DWP are managed under Cabinet Office policy. Performance related pay awards for this cohort are restricted to top performers only with around 25% of employees falling into this category. Performance ratings are based on delivery against key objectives, effective leadership skills, and demonstration of Civil Service behaviours and values.</p><p> </p><p>The DWP, in common with most other government departments, also operates an in-year Recognition and Reward scheme which is available all year round and consists of one off non-consolidated cash or voucher awards.
