star this property answer text <p>It is not possible to confirm exactly how many people in (a) Wales and (b) each parliamentary constituency in Wales became ineligible for the Severe Disability Premium (SDP) following their move to Universal Credit (UC) due to a change in circumstance. This is because each case must be individually assessed to determine whether SDP eligibility would have continued following the end of their claim to Employment and Support Allowance (ESA), Jobseekers’ Allowance (JSA) or Income Support (IS).</p><p> </p><p>Information on claimants of JSA and IS in receipt of SDP who have moved to Universal Credit would incur disproportionate cost in response to a Parliamentary Question.</p><p> </p><p>Regulations announced by the Secretary of State for Work and Pensions on 22 July 2019 provide support for claimants who were entitled to the SDP, and who have already moved to UC. From 24 July 2019, these claimants will be considered for backdated payments covering the time since they moved to UC. We estimate that by 2024/25, approximately 45,000 of the most vulnerable claimants will benefit from this package of support, worth an estimated £600million over the next six years.</p>

star this property answer text <p>Universal Credit is a 24 hour, seven days a week, digital service that allows claimants to manage their own data and account online at a time which is convenient for them. Via their account, claimants can check their Universal Credit benefit payments, notify us of changes and record notes via an online journal facility. In addition, established claimants who call the Freephone Universal Credit helpline are connected directly to the person or team who are dealing with the case.</p><p> </p><p>For June 2019 the average speed of answer for a call to the Universal Credit helpline was 2 minutes 39 seconds. The longest response time was 55 minutes 33 seconds. In June we answered 1.2 million calls. The longest response time refers to a single caller and is not reflective of the experience of the majority of our customers.</p><p> </p><p>The average speed of answer measure is the average customer wait time from the point of entering a queue to connection to an agent. This excludes any time spent in pre-queue messaging and any wait time for calls ultimately abandoned by callers prior to answer.</p><p> </p><p>The information requested about telephony complaints is not available in the format requested and doing so could only be provided at disproportionate cost. We do not capture data specifically on complaints about response times for answering the Universal Credit helpline.</p>

star this property answer text <p>The Department commenced the Move to Universal Credit pilot in the area served by Harrogate Jobcentre on 24 July 2019. Following the pilot, we will report back to Parliament on our progress and findings, and at that point, will determine the process for bringing forward further legislation to move claimants beyond the pilot phase.</p><p> </p><p>The regulations also allowed for people potentially eligible for Severe Disability Premium transitional awards to start receiving payments. star this property answer text <p>The transitional payments provisions for claimants previously entitled to the severe disability premium contained in the Universal Credit (Managed Migration and Miscellaneous Amendments) Regulations 2019 will come into force 24<sup>th</sup> July 2019. That means that we will be able to provide immediate support for these claimants who were entitled to the Severe Disability Premium on legacy benefits and who have already moved onto Universal Credit. These claimants will also be considered for backdated payments covering the time since they moved onto Universal Credit, as well as ongoing monthly payments that reflect any lost Severe Disability Premium. star this property answer text <p>HMRC measure their telephony performance through average speed to answer and the percentage of customers needing to wait over 10 minutes.</p><p>In 2018-19, for customers who needed to speak to an adviser after going through the automated telephone system, HMRC’s average speed of answer was narrowly outside the five minute target at 5:14 mins. 19.7% of customers waited longer than ten minutes to be connected to an adviser, which is outside HMRC’s 15% target.</p><p>HMRC do not record complaints data broken down to this level of detail so the information requested is not readily available and could be provided only at disproportionate cost.</p> more like this
