It is currently jointly owned by the Home Office and the Association of Police and Crime Commissioners (APCC), until Police and Crime Commissioners (PCCs) take full ownership. <br><br>As the Home Secretary said in her speech on 20 October, it is for PCCs to take immediate decisions on the specific functions of the company, and the development of a collective approach to managing and procuring police ICT. Police and Crime Commissioners (PCCs) and Chief Constables are best placed to determine these priorities, and are accountable to the communities they serve. As HOLMES is a capability supporting these priorities, it is only right that this responsibility has been transferred to PCCs.<br><br>We have established the Police ICT Company to provide the requisite procurement capability to PCCs to help them collectively manage and procure IT contracts and systems. If they have been found to require protection they are granted leave to remain in the UK on this basis. It is only when a person does not qualify for protection that they are required to leave the UK.</p><p>This would only happen after full consideration of the person’s claim and the exhaustion of any appeal rights. This can be satisfied by any such period of time during an applicant’s life in the UK rather than the most recent five years, provided it began before 31 December 2020. The costs for calculating the average daily cost of a removal centre are as below.</p><p>The costs are derived at by dividing the Total Resource Costs of running Detention Centres (Contracts, staff, Rent, Rates, Utilities and Depreciation) by the average number of bed spaces (currently 3448).</p><p>The average cost to detain an individual in immigration detention is provided on a per day basis. The current daily cost per detainee is £88.29, which corresponds to an annual cost of £32,227 (£88.29 multiplied by 365 days).
