It applies to anyone with an individual income over £50,000, who claims Child Benefit or whose partner claims it, regardless of the make-up of their household.</p><p> </p><p>If total household income was taken into account, information on the incomes of everyone in each of the eight million households receiving Child Benefit would need to be collected and would effectively introduce a new means test. The Government’s approach withdraws Child Benefit from those on high incomes, whilst having no impact on the majority of claimants.</p><p> </p><p>The charge increases gradually for taxpayers with incomes between £50,000 and £60,000. This includes the contributory factor of ‘dazzling headlights’ where the driver/rider was dazzled by headlights.</p><p> </p><p>In 2017, there were 315 reported accidents where ‘dazzling headlights’ were reported as a contributory factor in Great Britain. This represents 0.3% of all accidents where a police officer attended the scene and a contributory factor was allocated. This will allow us to further test and develop the scheme, which will be fully open by 30 March.</p><p>Over the two private beta test phases, over 30,000 applications have been received and the majority of those individuals have already been successfully processed through the scheme and granted status under it. A smaller propor-tion of cases were held pending further evidence of residence to be submitted from the applicant. Caseworkers are working directly with applicants on these cases.</p><p>We have published two separate reports on the both private beta phases and we have committed to provide further details in due course of the planned phased implementation of the scheme. We will continue to update Parliament as part of that process. On 27 June 2018, the UK ratified the Framework Convention on Tobacco Control Protocol, an important international agreement that promotes a framework of regulation and cooperation to tackle the illicit trade.</p><p> </p><p>The government remains fully committed to the Protocol and to working with other Parties, including the EU Commission, to ensure its global implementation. HM Revenue &amp; Customs (HMRC) will continue to take an active role supporting the FCTC Secretariat’s work programme, sharing expertise and supporting other Parties work towards implementation.</p><p> </p><p>Parliament passed legislation to implement all compulsory elements of the Protocol prior to the UK’s ratification. A track and trace system, as required by Article 8 of the Protocol, is being introduced under requirements of the Tobacco Products Directive 2014/40.</p><p> </p><p>In addition, HMRC continues to maintain its worldwide network of Fiscal Crime Liaison Officers (FCLOs), who work with overseas authorities to tackle tobacco smuggling. 	answer	answer is ministerial correction date of answer 20/12/2018 answer text <p>The Government is committed to the safe and effective regulation of medicines in the United Kingdom; ensuring patients and the public have fast access to new, innovative medicines, including medicines for rare diseases.</p><p> </p><p>The agreement of an implementation period will ensure that access to medicines continues, and patient safety is maintained, in both the UK and European Union markets. Beyond that, the Political Declaration sets out a plan for a free trade area for goods, underpinned by deep regulatory co-operation, as well as a joint commitment to explore close cooperation with the European Medicines Agency.</p><p> </p><p>The Government also continues to prepare for the unlikely outcome that we leave the EU without any deal in March 2019. The Department has been engaging with all pharmaceutical companies that supply the United Kingdom with pharmacy or prescription-only medicines from, or via, the EU/European Economic Area, on their contingency plans in the event of a no deal EU Exit.</p><p> </p><p>Whatever the exit scenario, we will work to ensure that the UK will remain a world leader for the treatment of rare diseases after the UK leaves the EU, that UK patients are able to access the best and most innovative medicines including medicines for rare diseases and that their safety is protected. 	answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>The arrangements governing the release of Driver and Vehicle Licensing Agency (DVLA) data aim to strike a balance between protecting personal data and allowing vehicle keepers to be contacted by those with a legitimate need to do so.</p><p>The law allows the DVLA to release vehicle keeper details to third parties who can demonstrate that they have a reasonable cause to receive it.
