Sir David Higgins's proposals would see the Government's preferred route to Crewe, which formed part of the recent Phase Two consultation, constructed earlier. Therefore, it is not anticipated that Sir David's proposal alone would affect the route through the Lichfield constituency. However, the route of Phase Two through the Lichfield constituency is clearly subject to the outcomes of the recent public consultation.</p><p> </p><p>The powers for Phase Two, including the section of line to Crewe, are proposed to be sought via a second hybrid Bill. This does not include a new station adjacent to Curzon Street as proposed.　There are a range of potential infrastructure schemes, such as new stations, which could further increase connections for the travelling public above and beyond the scheme set out in the Bill. 	answer	answer is ministerial correction date of answer 12/05/2014 answer text <p> </p><p>The average journey time of a Pendolino between Euston and Birmingham city centre (New Street) is 1 hour 21 minutes. As set out in the Strategic Case for HS2 (October 2013), the average journey time of an HS2 train between Euston and Birmingham city centre (Curzon Street) will be 49 minutes – a saving of 32 minutes.</p><p> </p><p>The maximum line speed for a Pendolino travelling on the West Coast Main line is 125mph. HS2 is designed for a top speed of 250mph. Plans envisage services running at up to 225mph, which is becoming the standard capability for new high speed trains.</p><p> </p><p>There is no station for Handsacre on either the existing network or the HS2 network. It ran from 2012–2014 with 130 Commons staff attending, 32 of whom were SCS or Band A clerks. Total costs of design, delivery and materials was £375,000;</p><p>(b) Milestones for Management is a bespoke management development programme for more junior managers and staff moving into their first post with line management responsibility. It began in 2011 and will be completed in March 2015 with 73 managers participating. Of this number 12 were Band “A” staff, five of whom were clerks. Total costs of design, delivery and materials is £182,500;</p><p>Modules from both programmes have also been run as stand-alone sessions. The Dartford-Thurrock river crossing, however, will no longer use tags for payment from 30 November when the new payment arrangements, known as Dart Charge, will be introduced.</p><p> </p><p>The European Commission is working on toll payment interoperability, and the Severn Bridge and M6 Toll are compliant with related legally defined technical standards. These programmes have been externally verified and offer nationally recognised qualifications for participants who wish to complete additional assignments. Under these schemes, nine managers have achieved a formal qualification from the Institute of Leadership and Management (ILM) since 2010. The House has given support through allowing them time to attend the programme, study leave and fully funding the training and the qualification. During the same period a further six managers have gained management qualifications such as MBAs from externally run programmes.
