star this property answer text <p>Evidence suggests that life expectancy for people with sickle cell disease is improving. This is due to a number of factors including:</p><p>- Improved newborn screening coverage to enable earlier diagnosis;</p><p>- Use of the National Haemoglobinopathy Registry to monitor individuals’ health, treatment and their annual reviews;</p><p>- Access to specific diagnostics and medication, such as hydroxyurea; and</p><p>- A Commissioning for Quality and Innovation (CQUIN) incentive has been in place for the last two years to improve access to apheresis for individuals with sickle cell disease.</p><p>All these factors are reflected in the service specification quality indicators which providers are required to report against so that implementation can be monitored.</p><p>It is anticipated that NHS England’s new model for specialised haemoglobinopathy services will be in place by early 2020. The new model is designed to improve access to specialist advice and care for patients, irrespective of where they live. The equality impact assessment on the new service model indicates that it will advance the promotion of equality and support the further reduction of health inequalities. This will be through ensuring that patients with thalassemia and sickle cell conditions have equitable access to high quality specialist care and support within specialised commissioned centres irrespective of where in the country they live. These centres will promote best practice in service delivery.</p>

The proportion of women attending sexual and reproductive health services who use LARC methods has been steadily rising over the last ten years. star this property answer text <p>In June 2019, Public Health England (PHE) published a Syphilis Action Plan, to improve detection, surveillance and clinical management at the following link:</p><p><a href="https://www.gov.uk/government/publications/syphilis-public-health-england-action-plan" target="_blank">https://www.gov.uk/government/publications/syphilis-public-health-england-action-plan</a></p><p>To reduce the transmission of sexually transmitted infections (STIs), including gonorrhoea and syphilis, PHE launched the ‘Protect Against STIs’ health promotion campaign in 2017/18 to promote condom use and positive sexual relationships among 16 to 24-year olds. This campaign can be viewed at the following link:</p><p><a href="https://www.nhs.uk/protect-against-stis-use-a-condom/home" target="_blank">https://www.nhs.uk/protect-against-stis-use-a-condom/home</a></p><p>Additionally, HIV Prevention England has been contracted to deliver a HIV prevention programme aimed at men who have sex with men, black Africans and other groups in whom there is a higher or emerging burden of infection. This programme promotes, among other behaviours, condom use and awareness of STIs including gonorrhoea and syphilis. star this property answer text <p>The NHS Long Term Plan is a 10-year strategy for the National Health Service. It sets out how the NHS will spend the £33.9 billion cash terms annual increase going into the NHS budget by 2023/24. Research on health and social care continues to be funded by the Government through the National Institute for Health Research (NIHR). The future of budgets outside of the NHS England resource settlement will be confirmed later this year at Spending Review 2019.</p><p>The NIHR welcomes funding applications for research into any aspect of human health, including chronic pancreatitis. As with other major research funders, the NIHR does not ring-fence funds for particular topics or conditions. Applications for funding are subject to peer review and judged in open competition, with awards being made on the basis of the importance of the topic to patients and health and care services, value for money and scientific quality.</p><p><br> The NIHR’s funding and support for research into chronic pancreatitis which is currently ongoing or recently concluded (in financial year 2018/19) includes one directly funded study, with a total award of £262,500, investigating the use of antioxidants and magnesium for the treatment of pain in hereditary and idiopathic chronic pancreatitis. In addition, there has been NIHR support for two studies through its early translational research infrastructure and five through the NIHR’s Clinical Research Network, which provides support for delivering research funded by the NIHR itself and other public, charity and industry research funders.</p><p> </p>

star this property answer text <p>The Government is investing over £13 billion in transport in the North between 2015 and 2020 as part of the Northern Powerhouse strategy. This comprises a range of transport improvements including major investments in the Strategic Road Network (SRN), such as the introduction of Smart Motorways, as well as major schemes on the local road network, significant investment in new rolling stock and the rail network and numerous smaller schemes funded through the Local Growth Fund and the Department’s Highways Maintenance and Integrated Transport block funding. The investment has been allocated through funding mechanisms such as the Roads Investment Strategy, rail investment programmes for Control Period 6, and block funding allocations. The new model is designed to improve access to specialist advice and care for patients, irrespective of where they live.</p><p>As part of the new service, NHS England is establishing a National Haemoglobinopathy Panel to provide national multidisciplinary oversight. Patients with complex needs, wherever they live, will be able to be referred to the Panel for expert advice on new treatments and approaches to care. The national service specification will also include guidance for the 13 new born bloodspot screening programme laboratories to refer infants found to be positive for sickle cell disease to the 10 new specialised haemoglobinopathy teams. Whilst NHS England commissions the specialised aspect of haemoglobinopathy care, haemoglobinopathy coordinating centres will be encouraged to link with and support community-based services provided through primary care or community teams based within haemoglobinopathy teams.</p><p>The service specifications for the new specialised haemoglobinopathy teams and the haemoglobinopathy coordinating centres are due to be established in the next month and the associated impact assessment will be published as part of the suite of documents. The equality impact assessment indicates that it will advance the promotion of equality and support the reduction of health inequalities. star this property answer text <p>The Department measures public satisfaction of National Health Service dental services through National Health Service Outcomes Framework. The NHS Outcomes Framework is also used to monitor the health outcomes of adults and children in England. For NHS dentistry this is captured through 4.4.iii Access to NHS dental services. The indicator uses data collected in the GP Patient Survey to ask whether patients were successful in getting an NHS dental appointment if they tried in the last two years.</p><p>Latest data shows that of the respondents that tried to get NHS dental care in the last two years, 85.2% of respondents rated their NHS dental experience as positive.</p> more like this

star this property answer text <p>The NHS Business Services Authority collects data on the number of dentists (performers) who provide some National Health Service primary care dental services in each financial year. This data includes information on leavers and joiners. Leavers are defined as dentists who performed NHS activity in one year but then recorded no activity in the following year and Joiners are defined dentists who recorded NHS activity in the later year but who did not record NHS activity in the previous year. The information requested on NHS-registered dental practitioners ceasing to provide NHS services for the last 10 years is attached. Most dentists (associates) work on NHS contracts held by other dentists with NHS England.</p><p>No information is held on the reasons for an individual dentist leaving an NHS contract. Where the dentist is a contract holder the funding returns to NHS England and it is able to re-let the contract. Where the dentist is working on a contract as an associate the contract holder will seek to recruit a replacement dentist. Overall in the last year for which data is available, 2017/18 total numbers of dentists providing some NHS service increased.</p>

A sub set of this data is routinely published by NHS Digital and is available at the following link:</p><p><a href="https://digital.nhs.uk/data-and-information/publications/statistical/nhs-dental-statistics" target="_blank">https://digital.nhs.uk/data-and-information/publications/statistical/nhs-dental-statistics</a></p><p>A further suite of management information is not routinely published but is directly shared with dental contract holders through the IT system used to manage remuneration known as Compass. Other data held by the NHS Business Services Authority is available by specific request subject to the usual rules on data protection.</p><p>Oversight of the NHS Business Services Authority overall is provided by the Department. The NHS Business Services Authority dental services carry out yearly research into user satisfaction with its services. This includes a survey of dental contract holders. The survey aims to identify areas for further improvement and the results are shared with the Department.</p>

The non-severe patients using Haemtrack are skewed towards the severe end of moderate and anyone with zero bleeds is very unlikely to be reporting. For this reason, they have excluded non-severe patients from these results, as they would make the data unlikely to be robust.</p><p> </p><p>It should be noted that the following limitations apply to this data:</p><p> </p><p>1. The data is derived from patient-reported Haemtrack home therapy diary data.</p><p>2. The data is limited to patients who require home-therapy.</p><p>3. These results are prone to reporting bias since uncompliant patients and patients treated on-demand, treated only when they bleed, are under-represented in this sample. The data may therefore paint a slightly optimistic picture.</p><p>4. About 85-90% of clinically severely affected (less than 2% VIII/IX) patients are managed with regular prophylaxis to prevent bleeding. Prior to prophylaxis, patients treated on-demand bled between twice a week and once a fortnight and, as the figures show, the mean annualised bleed rate has been dramatically reduced to about four per year. However, our aim is for the patients to be bleed free, without which the joints will not be fully protected from bleeding.</p>

star this property answer text <p>The Department recognises that becoming a parent can have significant impact on an individual’s mental health. NHS England has invested in better perinatal mental health care for new and expectant mothers, with at least 9,000 additional women receiving treatment last year. This is significant progress against the target set out in the Five Year Forward View for Mental Health for at least 30,000 additional women each year to access evidence-based specialist perinatal mental health treatment.</p><p> </p><p>The NHS Long Term Plan commits to extend this support, including by offering fathers and partners of women accessing specialist perinatal mental health services and maternity outreach clinics evidence-based assessment for their mental health and signposting to support as required. This will contribute to helping to care for the 5-10% of fathers who experience mental health difficulties during the perinatal period.</p><p> </p><p>Parents are also able to access care and support, including talking therapies or specific community mental health support, the same as any other patient group.</p>

star this property answer text <p>Dermatology is a highly competitive specialty training pathway and often oversubscribed. Nationally and locally there has been a 100% fill rate in dermatology training for the past four years.</p><p> </p><p>There has been a 22% increase in full time equivalent (FTE) dermatologists (doctors at the consultant grade) in post since September 2010, with 1,049 FTE dermatologists working in the National Health Service in November 2018.</p><p> </p><p>The number of medical specialty training places that are available each year is set by Health Education England and is based on their assessment of service gaps and predicted workforce needs.</p><p> </p><p>It is the responsibility of individual NHS trusts to have staffing arrangements in place that deliver safe and effective care. This includes recruiting the staff needed to support these levels and meet local needs.</p> more like this

star this property answer text <p>The recently published 2019/20 general practitioner (GP) Contract announced seven national service specifications that will be developed for the new Primary Care Networks:</p><p>- Structured Medications Review and Optimisation;</p><p>- Enhanced Health in Care Homes, to implement the vanguard model;</p><p>- Anticipatory Care requirements for high need patients typically experiencing several long term conditions, joint with community services;</p><p>- Personalised Care, to implement the NHS Comprehensive Model;</p><p>- Supporting Early Cancer Diagnosis;</p><p>- Cardiovascular Disease Prevention and Diagnosis; and</p><p>- Tackling Neighbourhood Inequalities.</p><p> </p><p>There are no current plans for an additional service specification on women’s health, as we would expect the health needs of all patients, including women, to be a key consideration in each of the seven service specifications. In addition, under the General Medical Services contract, GP practices must provide essential services that include the provision of appropriate ongoing treatment and care to all of their patients and onward referral where appropriate.</p><p> </p><p>From <del class="ministerial">April</del> <ins class="ministerial">October </ins>2019, contraception services will no longer be an Additional Service under the Regulations governing the General Medical Services contract but will become part of Essential Services for GP contractors.</p>

star this property answer text <p>The Homes (Fitness for Human Habitation) Act (2018) does not have regard to the total number of years a person has been a tenant of a private landlord but rather the length of the term of the tenancy and the date the tenancy was agreed.</p><p>The Act will apply to tenants who have:</p><ul><li>a tenancy agreed before 20 March 2019, with a term of less than seven years, from 20 March 2020.</li><li>a tenancy agreed on or after 20 March 2019 or have made a significant change in their tenancy, with a term of less than seven years, from the date the Act comes into force.</li></ul><p>The Act will apply in the same way to tenants of a private landlord where the term of the tenancy is for more than seven years, but where the landlord has the option to terminate the tenancy before the expiry of the seven years.</p><p>There are currently no plans to amend the Homes (Fitness for Human Habitation) Act 2018.</p> more like this

star this property answer text <p>The answer given to Question 205889 was in relation to fees, which remunerate pharmacy contractors for National Health Service pharmaceutical services, for example dispensing. Clawback, alternatively referred to as the deduction scale, relates to reimbursement, i.e. payment for dispensed products. Therefore it was not included in the figures which were given in the answer to that question, it would be inappropriate to include clawback in the calculations involving fees.</p> more like this
