star this property answer text <p>The Department for Education has not issued specific guidance on joint commissioning for speech and language therapy. Chapter three of the 0 – 25 Special Educational Needs and Disability Code of Practice 2015 provides guidance on working together for joint outcomes which includes guidance on joint commissioning. The department worked closely with the Royal College of Speech and Language Therapists when developing the guidance. The Royal College also issued its own guidance to speech and language therapists on the new duties placed on health partners by the Children and Families Act 2014.</p><p> </p><p> </p><p> </p><p>More broadly, the department has contributed to guidance and resources on joint commissioning provided by the Council for Disabled Children, the National Development Team for Inclusion and Mott Macdonald.</p><p> </p> more like this

star this property answer text <p>The McAuley Free School project opened in 2013 as The Boulevard Academy in Hull and received an outstanding Ofsted report in June 2015.</p><p>As with all free schools, this project received a project development grant to help the Trust cover costs in the run up to opening a free school (the pre-opening stage). The funding is designed to enable Trusts to cover everything they will need to buy up to the point at which the school opens. Post-opening funding expenditure was agreed to cover essential initial costs, such as buying books and equipment. Capital funding rates are published here <a href="https://www.gov.uk/government/publications/capital-funding-for-open-free-schools" target="_blank">https://www.gov.uk/government/publications/capital-funding-for-open-free-schools</a>.</p><p>Since opening, The Boulevard Academy has received its school block allocation of revenue funding, in line with all other maintained schools and academies. star this property answer text <p>Our plan is that the curriculum requirements that apply to existing grammar schools will apply to any proposed new grammar schools.</p><p> </p><p>The requirement under section 404 of the Education Act 1996 for schools to have a statement of their policy on the provision of sex education applies to maintained schools, and the requirement to teach sex education (under section 80 of the Education Act 1996) applies to maintained secondary schools only. Grammar schools operating in the maintained sector are required to teach sex education and must adhere to the requirement under section 404 of the Education Act 1996.</p><p> </p><p>Academies, including grammar schools which are academies, must teach a broad and balanced curriculum and in respect of sex education, they must – like maintained schools - have regard to the Secretary of State’s statutory Sex and Relationship Education guidance issued in 2000. The guidance stipulates that schools must have an up-to-date policy in relation to their sex and relationship education provision. Some free schools will receive either increases or reductions as a result of those pupil number adjustments. The Department works closely with schools each year to review estimates and to help minimise the likelihood of significant adjustments.</p><p>For the current academic year, 2016 to 2017, the EFA is in the process of calculating pupil number adjustments based on the October 2016 schools census. All schools will be notified of any increases or reductions to their allocations by Spring 2017. The EFA plans to make recoveries in respect of any and all negative adjustments, which will mostly take place over the course of the following academic year, 2017 to 2018. star this property answer text <p>The write-off of pupil number adjustment recoveries for free schools is rare and only authorised in exceptional circumstances, as it would be for any other type of school.</p><p>The write-offs I referred to in my response to Question 56161 concerned two schools – Al Madinah School and Stockport Technical School.</p><p>The Department agreed to write-off a recovery of £609k for Al Madinah School relating to academic year 2013/14, and £140k for Stockport Technical School relating to academic year 2014/15. Al Madinah School was ending its secondary provision and Stockport Technical School was closing completely.</p><p>This is short of the £800k quoted in my previous response, which was rounded to hundreds of thousands. The write-off for Al Madinah School was incorrectly rounded up rather than down to the nearest hundred thousand. These are the only two write-offs in respect of free school pupil number adjustment recoveries, totalling £749k.</p><p>Calculating and applying pupil number adjustments to bring estimate-based funding allocations back into line with actual numbers is a normal, intrinsic, planned part of the funding cycle. The Education Funding Agency does not account separately for the resource spent on this, as it is just a small element of the work to allocate and pay funding to academies and free schools.</p>

star this property answer text <p>Following the announcement on 1 March, we plan to undertake a comprehensive programme of engagement with stakeholders to set out suitable, age-appropriate content on relationships and sex education (RSE) which focuses on mental wellbeing, consent, resilience, age-appropriate relationships and sex education, and keeping safe online. Schools already have a duty to comply with the requirements of the Equalities Act to ensure we remove any barriers to equality and help to build a fairer society.</p><p> </p><p>Our key aim for the proposed relationships education and RSE, working in conjunction with PSHE, is to equip pupils with the knowledge and life skills they will need to stay safe and develop healthy and supportive relationships, particularly dealing with the challenges of growing up in an online world. The focus in primary school will be on building healthy relationships and staying safe. As children get older, it is important that they start to develop their understanding of healthy adult relationships in more depth, with sex education delivered in that context.</p><p> </p><p>The regulations and guidance will be subject to full public consultation later this year, and we expect to see children and young people being taught this new curriculum in schools as soon as September 2019.</p>
