unstar this property answer text <p>The current strategy for the House of Commons Service, which covers the period 2013 to 2017, was endorsed by the Commission in January 2013. It is published on the Parliament website at: <a href="http://www.parliament.uk/mps-lords-and-offices/offices/commons/management-board/management-board-publications1/hoc-strategy/" target="_blank">http://www.parliament.uk/mps-lords-and-offices/offices/commons/management-board/management-board-publications1/hoc-strategy/</a>.</p><p>The Management Board has started the process of drawing up a strategy for the next Parliament, which will build on the current one. This will draw on the views of Members, as well as a large-scale consultation exercise with staff. Emerging ideas will be discussed with the Commission in the new year, the intention is then to take the draft strategy to the new Commission in the 2015 Parliament for its agreement. I have noted the hon. Member’s suggestion to the Governance Committee that the vision should be “This House exists to serve the people of this country and the people who represent them”, and that seems to me an important point to reflect in the House Service’s strategy.</p>

unstar this property answer text <p>The fundamental aims of the Commission are not only to ensure that the House is valued and effective in holding the Government to account and scrutinising legislation, but that individual Members have the information, advice, support and technology they need to be effective in their work and to engage closely with their constituents.</p><p>We are coming to the end of a programme of savings, during which the governing principle has been that any cost reductions should not adversely affect the ability of the House and its Members to carry out their parliamentary functions. Indeed many of the changes have been a spur to innovation in the support available to Members. Now that we are on track to achieve the savings target, we have the opportunity to re-appraise the provision of resources and ensure, for example in the area of select committees, that we are providing the right level of support.</p> more like this

unstar this property answer text <p>The Government recognises that some people do find unsolicited mail to be a nuisance, which is why we have ensured that there are preference services in place for anyone who wants to stop receiving such mail.</p><p> </p><p> </p><p> </p><p>There are currently two ‘opt out’ services run by the Direct Marketing Association (DMA): the Mailing Preference Service (MPS) will stop addressed mail and the “Your Choice” preference service will stop unaddressed mailings. More information about these services can be found on the MPS website (<a href="http://www.mpsonline.org.uk/" target="_blank">http://www.mpsonline.org.uk/</a>).</p><p> </p><p> </p><p> </p><p>Royal Mail also runs its own door-to-door ‘opt out’ service, though this will only stop those unaddressed mailings delivered by Royal Mail. More information about Royal Mail’s service can be found on its website (<a href="http://www.royalmail.com/" target="_blank">www.royalmail.com</a>).</p><p> </p><p> </p><p> </p><p>By registering with all three services, consumers can stop the vast majority of unsolicited mail being received. Registration is free. The Government also encourages the direct marketing industry to improve targeting and reduce the amount of waste involved with its campaigns.</p><p> </p>
