star this property answer text <p>Schools are required to teach a broad and balanced curriculum which prepares pupils for the opportunities, responsibilities and experiences of later life. Our new national curriculum, introduced in September 2014, provides an outline of core knowledge around which teachers can develop stimulating lessons to promote the development of pupils’ knowledge, understanding and skills as part of the wider school curriculum.</p><p> </p><p> </p><p> </p><p>The new national curriculum gives teachers greater flexibility to teach topics that are appropriate and meet the needs of pupils, including the importance of intellectual property rights. It is for individual schools to decide what support and resources they wish to draw on in developing and teaching their school curriculum.</p><p> </p><p> </p><p> </p><p> </p><p> </p> more like this

star this property answer text <p>Where a school identifies that a pupil faces an issue which is affecting their ability to take part in lessons, they should work with parents or carers to identify what action to take appropriate to their individual circumstances, following the statutory guidance set out in the ‘Special educational needs and disability code of practice: 0-25 years’ document. This can be accessed on GOV.UK at: <a href="https://www.gov.uk/government/publications/send-code-of-practice-0-to-25" target="_blank">https://www.gov.uk/government/publications/send-code-of-practice-0-to-25</a>.</p><p> </p><p>Where a school feels that a child might have a social anxiety disorder or ‘school phobia’, they might need to seek support from a mental health specialist. The Government has taken a number of steps to improve provision of specialist children and young people’s mental health services. An additional £1.4 billion is being made available to the NHS between 2015 and 2020 to fund increased access. In addition to this, the proposals set out in the transforming children and young people’s mental health provision green paper will establish new mental health support teams linked to schools and colleges This includes supporting all schools and colleges to identify and train a designated senior lead for mental health to oversee the approach to mental health and wellbeing. The first areas that will test the new teams were announced on 20 December 2018 and the longer term aim is to provide teams to support all schools and colleges in England.</p>

star this property answer text <p>Ministers and officials from the Department regularly meet head teachers and representatives of head teachers, including the National Association of Head Teachers (NAHT), the Association of School and College Leaders (ASCL), the primary head teacher reference group, and the secondary head teacher reference group. My right hon. Friend the Secretary of State for Education attended NAHT’s annual conference in May 2018, ASCL’s national conference in March 2018 and again last week. Department officials meet all the head teacher unions every month. School funding is frequently discussed as part of these meetings. Additionally, all education ministers regularly visit schools and spend time with head teachers and staff.</p><p>The Department recognises the pressures that parts of the school system are facing. The Government continues to invest in the school system, with school funding at a record high. The Department is also providing the sector with more than half a billion pounds to fund teacher pay increases. Alongside this, the Department will be putting a strong case to Her Majesty's Treasury for the next spending review.</p>

star this property answer text <p>As set out in the Teacher Recruitment and Retention Strategy, the Department has committed to develop new specialist National Professional Qualifications (NPQs). The focus of the specialist NPQs is yet to be finalised, but they will be linked to the core areas in which teachers receive training at the start of their career, such as assessment, behaviour management, subject and curriculum expertise and pedagogy. The Department will continue to work with the sector, including special education needs and disability stakeholders and literacy specialists, as we design these qualifications. star this property answer text <p>The Department welcomes the National Literacy Trust’s research on reading in both print and digital forms.</p><p>The Department wants children to develop the habit of reading widely and often, for both pleasure and information, whatever the format. Research suggests that reading for pleasure is more important for children’s educational development than their parents’ level of education.</p><p>There is sound evidence that systematic synthetic phonics is a highly effective method of teaching reading to children. Phonics performance is improving: in 2018, there were 163,000 more 6-year-olds on track to become fluent readers compared to 2012. This represented 82% of pupils meeting the expected standard in the phonics screening check, compared to just 58% when the check was introduced in 2012.</p><p>Building on the success of our phonics partnerships and phonics roadshows programmes, in 2018, the Department launched a £26.3 million English Hubs Programme. Hub schools are taking a leading role in improving the teaching of early reading through systematic synthetic phonics, early language development, and reading for pleasure. The Department has appointed 34 primary schools across England as English Hubs.</p>

The Education Act 1996 also sets out the situations in which an absent pupil will not be taken to have failed to attend school regularly, such as where the child was prevented from attending due to illness.</p><p> </p><p>The Department recognises that mental health problems can have an impact on a pupil’s attendance and the guidance to schools is clear that they should authorise pupil absence due to illness (both physical and mental health related) unless they have genuine cause for concern about the veracity of an illness. If the authenticity of illness is in doubt, schools can request parents to provide medical evidence to support absence, but this is not mandatory.</p><p> </p><p>The statutory Special Educational Need and Disability Code of Practice sets out the approach that schools should take when staff notice an emerging issue, including mental health issues. Where more serious problems occur, schools should expect pupils and families to be able to access support from specialist services.</p><p> </p><p>Local authorities must arrange suitable full-time education for children of compulsory school age who, because of illness, would not receive suitable education without such provision. The Department’s statutory guidance states that local authorities should provide such education as soon as it is clear that a child will be away from school for 15 days or more, whether consecutive or cumulative.</p>
