And earlier this month, Baroness Anelay addressed LGB&T issues when she spoke to the Cayman Islands Legislative Assembly. We expect all OT Governments to comply with their evolving international obligations in the field of human rights. A senior FCO official met the Chinese Ambassador to the UK on 8 November to discuss the importance of the Legislative Council to Hong Kong's high degree of autonomy. The British Chargé d'Affaires in Beijing also discussed these issues with the Chinese Vice Minister of Foreign Affairs on 7 November. When I visited China from 14 – 17 August, I discussed with the Chinese Assistant Minister of Foreign Affairs the importance of the maintenance of 'One Country, Two Systems'. HMRC developed CEST to help all engagers and individuals to determine employment status and decide whether the off-payroll rules apply.<p> </p>HMRC’s CEST service has been rigorously tested against known case law and settled cases, and HMRC stand by the result if it is used in accordance with their guidance.<p> </p>HMRC continue to enhance CEST in response to stakeholders’ concerns. Improvements will be made to language and presentation and include guidance to ensure questions are clearly understood.
