This support includes the £500 million Household Support Fund to help vulnerable households with costs for essentials such as energy bills, food, clothing, and utilities over the winter.<p> </p>Water companies will also continue to offer a wide range of support, including bill discounts such as Watersure and social tariffs, adjusting payment plans and helping customers to get advice on benefits and managing debts. Grants up to a maximum of £25,000 will be available and the allocation of funding will be at the discretion of local authorities.</p><p> </p>Through Sport England, DCMS has made available a £210m package of support to the sport and physical activity sector to support it through the Covid-19 pandemic. HMRC developed CEST to help all engagers and individuals to determine employment status and decide whether the off-payroll rules apply.<p> </p>HMRC’s CEST service has been rigorously tested against known case law and settled cases, and HMRC stand by the result if it is used in accordance with their guidance.<p> </p>HMRC continue to enhance CEST in response to stakeholders’ concerns. Improvements will be made to language and presentation and include guidance to ensure questions are clearly understood. Government has therefore made significant amounts of funding available to local authorities to empower local areas to take a place-based approach which reflects their local circumstances.</p><p>As part of its commitment to retrofit existing homes and decarbonise buildings, Government is funding a number of schemes such as:</p><ul><li>The Local Authority Delivery Scheme (LAD), which supports projects to install energy efficiency measures such as various types of insulation, and low-carbon heating systems for low-income households, has already provided £500 million to local authorities for upgrades to low-income households across England, and is being delivered up to December 2021.</li></ul><ul><li>The Sustainable Warmth Competition, which enables local authorities in England to apply for further funding under the £200 million Local Authority Delivery Phase 3 scheme and from an initial allocation of £150 million for the Home Upgrade Grant Phase 1 scheme, for delivery up to March 2023.</li><li>The Social Housing Decarbonisation Fund Demonstrator, which has awarded £62 million of funding to social landlords across England and Scotland to test innovative approaches to retrofitting at scale, seeing over 2300 social homes improved to at least EPC band C. 	answer	answer is ministerial correction date of answer 15/10/2018 answer text <table><tbody><tr><td><p>The UK Living Wage (sometimes referred to as the ‘Real Living Wage’) and the London Living Wage, are both voluntary rates set by the Living Wage Foundation. These are not statutory figures which relate to the government policy in this area, and so are not legally binding on employers. The statutory minimum rates are the National Living Wage and the National Minimum Wage. For comparison, the National Living Wage is currently £7.83 per hour, and increased by 4.4% in April 2018. The increases in the National Living Wage and the National Minimum Wage have produced increases for over 2 million workers this year, across the economy, and increased pay by £2,000 for those on the minimum rate, since these statutory arrangements were introduced. We are aware of reports that armed groups are operating in contravention of the peace agreement, and that the government is taking measures to tackle the problem. We consistently raise these issues with the Colombian Government and in multilateral fora. Most recently, our Permanent Representative to the United Nations raised this issue at the UN Security Council on 11 October.</p><p>President Duque's Government has publicly committed to implementing the Peace Accords of 2016, and we remain steadfast in our support of the Colombian authorities as they seek to ensure sustainable peace in Colombia.
