The Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), raised the case of Mr Lee with the Hong Kong and Chinese authorities on 8 and 9 April. We continue to call for Mr Lee’s liberty to be fully restored and remain ready to provide consular assistance. To date we have not been granted consular access to him. more like this

In September, the UK Solicitor General chaired a human rights session at the annual conference of OT Attorneys General, where LGBT equality was extensively discussed. The Solicitor General will co-chair a session in November with the Minister for the Overseas Territories, my noble Friend, the Rt Hon Baroness Anelay of St Johns, on human rights at the Joint Ministerial Council. And earlier this month, Baroness Anelay addressed LGB&amp;T issues when she spoke to the Cayman Islands Legislative Assembly. We expect all OT Governments to comply with their evolving international obligations in the field of human rights. Legislating in this area is for OT Governments. more like this

star this property answer text I have not raised the status of the two legislators with the Chinese Government. A senior FCO official met the Chinese Ambassador to the UK on 8 November to discuss the importance of the Legislative Council to Hong Kong's high degree of autonomy. The British Chargé d'Affaires in Beijing also discussed these issues with the Chinese Vice Minister of Foreign Affairs on 7 November. When I visited China from 14 – 17 August, I discussed with the Chinese Assistant Minister of Foreign Affairs the importance of the maintenance of 'One Country, Two Systems'. The British Government will continue to monitor, and to report to the House on the situation in Hong Kong. more like this

star this property answer text <ul><li><p>The Government recognises that communities and local government are often best placed to align local opportunities, resources and needs with strategic aims. Government has therefore made significant amounts of funding available to local authorities to empower local areas to take a place-based approach which reflects their local circumstances.</p><p>As part of its commitment to retrofit existing homes and decarbonise buildings, Government is funding a number of schemes such as:</p><ul><li>The Local Authority Delivery Scheme (LAD), which supports projects to install energy efficiency measures such as various types of insulation, and low-carbon heating systems for low-income households, has already provided £500 million to local authorities for upgrades to low-income households across England, and is being delivered up to December 2021.</li></ul><ul><li>The Sustainable Warmth Competition, which enables local authorities in England to apply for further funding under the £200 million Local Authority Delivery Phase 3 scheme and from an initial allocation of £150 million for the Home Upgrade Grant Phase 1 scheme, for delivery up to March 2023.</li><li>The Social Housing Decarbonisation Fund Demonstrator, which has awarded £62 million of funding to social landlords across England and Scotland to test innovative approaches to retrofitting at scale, seeing over 2300 social homes improved to at least EPC band C. The Government has announced a further £100 million in financial year 2021/22 which will cover delivery up to March 2023 for the first wave of the £3.8 billion manifesto commitment.</li><li>The Public Sector Decarbonisation Scheme, which is providing over £1 billion in grants to public sector bodies, including local authorities, to fund heat decarbonisation and energy efficiency measures over 2020/21 and 2021/22.</li></ul><p>We will continue to work closely with local and regional partners to understand the needs of the sector as we transition to net zero.</p></li></ul>

star this property answer text <table><tbody><tr><td><p>The UK Living Wage (sometimes referred to as the ‘Real Living Wage’) and the London Living Wage, are both voluntary rates set by the Living Wage Foundation. These are not statutory figures which relate to the government policy in this area, and so are not legally binding on employers. The statutory minimum rates are the National Living Wage and the National Minimum Wage. For comparison, the National Living Wage is currently £7.83 per hour, and increased by 4.4% in April 2018. The increases in the National Living Wage and the National Minimum Wage have produced increases for over 2 million workers this year, across the economy, and increased pay by £2,000 for those on the minimum rate, since these statutory arrangements were introduced. All MoJ employees are paid at least the National Minimum Wage and the National Living Wage. 395 staff employed by the Ministry of Justice (MoJ HQ, HMCTS, LAA, OPD and CICA) and 24 by HMPPS work inside Greater London are paid at a rate below the London Living Wage of £10.20 per hour. 7471 staff employed by the Ministry of Justice (MoJ HQ, HMCTS, LAA, OPD and CICA) and 6374 by HMPPS work outside Greater London are paid at a rate below the London Living Wage of £10.20 per hour.</p></td></tr></tbody></table>

star this property answer text <p>​We share the concerns of the Interchurch Justice and Peace Commission regarding continuing violence in Colombia. We are aware of reports that armed groups are operating in contravention of the peace agreement, and that the government is taking measures to tackle the problem. We consistently raise these issues with the Colombian Government and in multilateral fora. Most recently, our Permanent Representative to the United Nations raised this issue at the UN Security Council on 11 October.</p><p>President Duque's Government has publicly committed to implementing the Peace Accords of 2016, and we remain steadfast in our support of the Colombian authorities as they seek to ensure sustainable peace in Colombia. We will continue to work closely with the Colombian government and civil society on the peace process and related matters.</p> more like this

We raised our concerns with the Chinese authorities at the UK/China Human Rights Dialogue which took place on 27 June 2017.</p><p>I receive a large amount of Parliamentary questions and correspondence on human rights in China, including on this issue. The FCO maintains an extensive network of contacts across China and the UK, and regularly meets with stakeholders to hear their views and concerns. I raised our concerns about the Tibetan language advocate Tashi Wangchuk and Tibetan Blogger Druklo (aka Shokjang) with the Chinese Ambassador, in writing, on 1 August 2016. In that letter I also pressed him to allow UK diplomats to visit the Tibetan Autonomous Region.</p><p>Neither I, nor my officials, have been able to have recent discussions with officials from the Tibetan Autonomous Region. However my officials have had discussions with non-government organisations on the situation in Tibet.</p> more like this

The UK recognises only one Cypriot state – the Republic of Cyprus – and only one government as the sole legitimate government. star this property answer text <p>​We are aware of reports of alleged violations of International Humanitarian Law (IHL) by actors in the conflict and take these very seriously. It is important that all sides conduct thorough and conclusive investigations into incidents where it is alleged that IHL has been breached. The Saudi Arabian Government has their own internal procedures for investigations. At a press conference on 31 January they announced more detail of how they investigate such incidents. The Saudi led Coalition Joint Investigations Assessment Team announced the outcome of 8 investigations on 4 August.</p> more like this

star this property answer text <p>​The situation in Burundi remains grave, despite claims by the Burundian Government that it has normalised. The overall security situation has improved since its low point in December 2015, with a reduction in night-time police raids and attacks by the opposition. However, this has been replaced by increased, systematic government oppression. There is compelling evidence from a range of local and international monitors, including the United Nations, that extrajudicial killings, disappearances, torture and arbitrary arrests continue.</p><p>In July 2016 the UN Security Council adopted resolution 2303, which authorised a deployment of 228 UN police to Burundi to monitor and report on human rights abuses. Implementation of the resolution has so far been hindered by the Burundian regime.</p> more like this

The visit took place ahead of a National Security Council (NSC) discussion on Afghanistan on 26 June. We do not discuss operational planning of Foreign Secretary visits.</p><p>Prior to the Foreign Secretary's visit, the last meeting between UK and Afghan government ministers was during the visit to London on 5-8 June of Dr Abdullah Abdullah, Chief Executive of Afghanistan.</p>
