star this property answer text <p /> <p>The trafficking of drugs and other unauthorised items presents a serious threat to security in prisons and the National Offender Management Service employs a range of measures to deter and detect such activity.</p><p> </p><p>There have always been controls on the sending of parcels into prisons; the revised Incentives and Earned Privileges (IEP) national policy framework, which came into effect on 1 November 2013, has simply ensured greater consistency across the prison estate. We now have simple rules that allow prisoners a parcel of items when they first arrive in prison, and then only further items in exceptional circumstances. The restrictions were introduced to enhance existing security measures and to prevent the IEP policy framework from being undermined.</p><p> </p><p>Prisoners continue to be able to order books from reputable suppliers, which they can receive via the prison shop and they can also borrow books from the prison library.</p><p> </p><p>Incidents of finds of illicit items prior to the introduction of the revised IEP arrangements are recorded on a central incident reporting system. A study of data reported by Drake Hall prison during the period in question indicates that there were no finds of illicit drugs in items sent in.</p>

star this property answer text <p> </p><p> </p><p>Prison library providers ensure that the range of reading and reference material available in each library reflects the needs and diverse nature of the prisoners held. They enable prisoners to receive, subject to the constraints of operating within a custodial environment, a service equivalent to that provided for library users in the community.</p><p> </p><p>The prison library at HMP Manchester holds books on a number of specialist subjects and will consider requests for others where there is a particular need.</p> more like this

star this property answer text <p> </p><p> </p><p>Prisons employ a range of measures to detect, disrupt and deter the trafficking of drugs into prisons. This is particularly the case at HMP Manchester which is a High Security prison. Over the last 5 years there have been 53 recorded attempts to smuggle drugs into Manchester by post – all were in letters.</p><p> </p><p>In common with many other prisons, HMP Manchester does not allow books to be sent direct to prisoners in packages because of the ease with which illicit items may be concealed. As such there have been no recorded incidents of drugs been sent in packages of books over the last 5 years. Prisoners may order books through the prison from approved suppliers and can borrow books from the prison library.</p> more like this

It means that for this Parliament the basic State Pension will increase by the highest of the growth in average earnings or price increases or 2.5 per cent, for pensioners in the UK and for those who live overseas and currently receive an up-rated basic State Pension.</p><p> </p><p>There are no plans to change the up-rating arrangements for UK State Pension paid to pensioners overseas.</p> more like this

star this property answer text <p> </p><p>Under the proposed HS2 scheme, the station in the East Midlands will be separated by journeys to Birmingham and Sheffield by less than 20 minutes each. Fast and frequent shuttle services could connect Nottingham and Derby with the East Midlands Hub station with a journey time of just 12mins from Nottingham and 15mins from Derby.</p><p> </p><p> </p><p> </p><p>Sir David Higgins' report, <em>HS2 Plus</em>, was published on 17<sup>th</sup> March. Government welcomes Sir David's recommendation that Phase Two should be considered holistically and integrated with classic rail investment. In order to deliver better connectivity we have now asked HS2 Ltd and Network Rail to explore a process for integrated development of Network Rail's plans with decisions on Phase Two of HS2. This will form part of Sir David Higgins' report in the autumn.</p><p> </p> more like this

star this property answer text <p>(1) Information about waiting times for appeals to the First-tier Tribunal (Social Security and Child Support), including (a) Employment and Support Allowance (ESA) and (b) Personal Independence Payment (PIP), is published at: www.gov.uk/government/collections/tribunals-statistics.</p><p> </p><p>(2) HM Courts &amp; Tribunals Service administers appeals from appellants living in England, Scotland, and Wales (Great Britain) and not the United Kingdom. The Northern Ireland Courts &amp; Tribunals Service administers appeals from appellants living in Northern Ireland. The data requested at 2(a) and (b) for appellants in Great Britain are not held centrally, and could only be provided at disproportionate cost.</p><p> </p><p> </p><p>Latest figures (between April 2014 – September 2018) indicate that 3.9m ESA (post WCA) decisions have been made. Of these, 8% have been appealed and 4% have been overturned. For PIP, the latest figures (to December 2018) indicate that since it was introduced, 3.9 million decisions have been made. Of these 10% have been appealed and 5% have been overturned at tribunals.</p><p> </p>
