We have received repeated assurances from the Saudi Arabian-led coalition that they are complying with International Humanitarian Law and we continue to engage with them on those assurances. We are aware of reports of Coalition airstrikes targeting the city of Saada and have raised these reports with the Saudi Arabian authorities. We have seen a reduction of two percentage points in the reoffending rates of those supervised by Community Rehabilitation Companies (CRCs). We have been clear, however, that overall performance of CRCs needs to improve across a range of areas. We have taken decisive action to stabilise and improve the delivery of probation services, including by investing £22m per year to enhance ‘Through The Gate’ services and introducing minimum standards so that all providers offer monthly face-to-face meetings with offenders during their first 12 months of supervision. In September, we concluded a public consultation on proposals to end current CRC contracts early and introduce new arrangements for delivering probation services that will better integrate public, private and third sector probation providers and improve outcomes. It describes a collection of measures designed to remove rat-running traffic from streets. The key feature is generally a road closure, which prevents through motor traffic from accessing the road but permits cycling and walking. Access is maintained for residents and their visitors and for essential services.</p><p>Closures may be implemented using existing standard traffic management measures such as signed access restrictions to through motor traffic. These are enforceable in the same way and with the same penalties as when used on any other part of the road network.
