NHS England has committed to a number of national priorities to improve the support available including the Improved Access to Psychological Therapies programme and the Government’s choice commitment to end of life care. 	answer	answer is ministerial correction date of answer 16/12/2016 answer text <p>A number of measures are in place to support the National Health Service and local public health services to help stop people smoking.</p><p> </p><p>Public Health England (PHE) will continue to commission the National Centre for Smoking Cessation and Training to provide free online training, briefings and service reviews to support commissioning and delivery of stop smoking services.</p><p> </p><p>PHE will review and update the CLeaR tobacco control tool, which provides a self-assessment and peer review model for local areas to reflect on and develop their local tobacco control programmes, including stop smoking services.</p><p> </p><p>PHE has also developed a Menu of Preventative Interventions to support local Sustainability and Transformation Plans, including actions to treat tobacco dependence among patients who smoke.</p><p> </p><p>The new national alcohol and tobacco CQUIN (Commissioning for Quality and Innovation) indicator will support the NHS to record the smoking status of all inpatients and to offer smokers medication and referral.</p><p> </p><p>PHE will continue to support local authorities to review the effectiveness of stop smoking interventions, particularly where they want to commission new quitting support models.</p> answering member constituency Oxford West and Abingdon answering member printed Nicola Blackwood question first answered 16/12/2016 12:10:31 answering member 4019 label Biography information for Baroness Blackwood of North Oxford

The Government’s aim is to increase the number of smokers who make effective quit attempts. The number of smokers in England attempting to quit has declined over the last decade but the proportion of these quitting successfully has increased. As a result, the percentage of all smokers quitting successfully each year has increased over the last five years.</p><p> </p><p>The best way to quit smoking is with a combination of behavioural support and pharmacotherapy. Specialist stop smoking services remain highly effective and cost effective and smokers who use them are up to four times as likely to quit successfully as if they try to quit unaided. Smokers who use English stop smoking services are up to four times as likely to quit successfully.<sup>1</sup></p><p> </p><p>Advice from a healthcare professional (HCP) is the most commonly cited external trigger for a quit attempt and therefore HCPs have a vital role to play. A new national Commissioning for Quality and Innovation indicator incentivises National Health Service trusts to identify smokers, provide advice and refer all those who are willing into specialist quitting support. Free online training, commissioned by Public Health England (PHE), is available for HCPs on delivering very brief advice on smoking. This has been achieved through the implementation of a comprehensive tobacco control strategy, one element of which is the provision of evidence-based stop smoking services.
