Operational matters, which include decisions relating to Royal Mail’s postage stamps, are the direct responsibility of the company’s management (subject to an agreed convention and criteria governing the designs of postage stamps carrying an image of The Queen’s head, which are overseen by this Department).</p><p> </p><p> </p><p> </p><p>The company maintains Country Definitives on an ongoing basis and has no current plans to change existing designs or its policy on such stamps. Country Definitives are available on an ongoing basis from post offices in the respective countries, and available direct from Royal Mail.</p><p> </p> more like this

Friend the Secretary of State and I have recently raised the ongoing delays by the EU to the UK’s association to Horizon Europe in discussions with our counterparts across Europe. In the last few months, I have spoken directly with colleagues in Germany, France, Italy, Ireland, the Netherlands, Portugal and Sweden. The UK also raised the ongoing delays at the EU-UK Specialised Committee on Participation in Union Programmes in December - the minutes from this meeting can be found on <a href="https://www.gov.uk/government/publications/specialised-committee-on-participation-in-union-programmes-minutes-21-december-2021" target="_blank">gov.uk</a>.</p><p> </p><p>In order to provide reassurance, the UK Government has guaranteed funding for the first and second waves of eligible successful applicants to Horizon Europe. If the UK is unable to associate to Horizon Europe we will be ready to introduce a comprehensive alternative programme of international science, research and innovation collaborations.</p>

However, we are aware of at least one small study involving 30 patients that suggested the immune system may have a role to play in the development of ME.</p><p> </p><p> </p><p> </p><p>The Department has commissioned no research in the last three years on the causes of ME and has had no specific discussions or correspondence with the Medical Research Council (MRC) on its level of funding for research on the biomedical causes of ME in the last 12 months.</p><p> </p><p> </p><p> </p><p>The MRC, which is an independent body funded by the Department for Business, Innovation and Skills, has identified research into CFS (Chronic Fatigue Syndrome)/ME as a research priority and the Council has implemented a number of initiatives to stimulate high quality research in this area. star this property answer text <p>The Government considers that the carefully regulated use of animals in scientific research remains a vital tool in improving the understanding of how biological systems work and in the development of safe new medicines, treatments and technologies.</p><p> </p><p>At the same time, the Government believes that animals should only be used when there is no practicable alternative and it actively supports and funds the development and dissemination of techniques that replace, reduce and refine the use of animals in research (the 3Rs), in particular through funding for the National Centre for the Replacement Refinement and Reduction of Animals in Research (NC3Rs), and also through ongoing UK-led efforts to encourage greater global uptake of the 3Rs.</p><p> </p><p>Advances in biomedical science and technologies – including stem cell research, in vitro systems that mimic the function of human organs, imaging and new computer modelling techniques – are all providing new opportunities to reduce reliance on the use of animals in research. As part of this Innovate UK, the NC3Rs, the Biotechnology and Biological Sciences Research Council, the Defence Science and Technology Laboratory, the Engineering and Physical Sciences Research Council and the Medical Research Council have produced a Non-animal Technologies Road map for the UK, which offers an approach for the UK to develop, exploit and deploy new non-animal technologies for long-term economic and societal benefit. Integral to this strategy have been two Innovate UK industry-led competitions which have awarded approximately £7m in grant funding; “Developing non-animal technologies” and “Advancing the development and application of non-animal technologies”.</p><p> </p><p>EU and UK law requires safety testing on animals before human trials for new medicines can begin and animal research still plays an important role in providing vital safety information for potential new medicines.</p><p> </p><p>The Early Day Motion (EDM 373) rightly draws attention to the UK life science sector’s Concordat on openness in animal research which was launched last year, and provides new opportunities for transparency and debate in this area.</p><p> </p>

star this property answer text <p>UK Research and Innovation is committed to ensuring that the UK remains at the forefront of global efforts to reduce, refine or replace the use of animals in research, and provides core funding to the National Centre for 3Rs of £49.1 million over 5 years.</p><p> </p><p>The Biotechnology and Biological Sciences Research Council has just launched £4 million of funding targeted at developing the next generation of non-animal technology and driving the uptake of existing non-animal technology.</p><p> </p><p>The Medical Research Council launched the new Experimental Medicine Panel in 2020, which has an annual budget of £10 million, and is dedicated to investigating diseases directly in humans using non-invasive techniques.</p> more like this

My Rt hon Friend the Secretary of State is writing to suppliers to stress the importance that the rules are followed and will publish his letter.
