star this property answer text <p>Since the announcement on the 9 June, the department has begun looking at changing welfare rules so that people who receive housing support can use their benefit towards mortgage payments for a new mortgage instead of on rent.</p><p> </p><p>Further consideration of the merits of changing welfare rules to support homeownership will be completed as the policy is developed in line with steers from the new administration.</p><p> </p><p>A full equalities impact assessment will also be carried out in due course, and before any legislation is laid with the House.</p> more like this

star this property answer text <p>The standing charge includes some electricity distribution costs, which vary regionally to reflect the different costs of maintaining and upgrading the distribution network in different regions. Unique geographic factors mean that electricity distribution costs are markedly higher in the North of Scotland than elsewhere in Great Britain. To protect consumers in the North of Scotland from these costs, the government reaffirmed its commitment in January 2023 to the Hydro Benefit Replacement Scheme. This government scheme provides an annual cross subsidy of over £90 million to reduce related charges in the region.</p> more like this

As the independent regulator, Ofgem takes its regulatory decisions independently and within its regulatory powers it is free to decide on the most appropriate regulatory approach to a particular issue.</p><p> </p><p>The Government recently published its consultation on a Strategy and Policy Statement for Energy Policy in Great Britain. This document reinforces Ofgem’s independence as a regulator, while also providing guidance to Ofgem on delivering the Government’s energy priorities.</p> more like this

star this property answer text <p>The Government recognises the potential role of greenhouse gas removal (GGR) technologies that do not require carbon capture and storage (CCS) in meeting net zero, including enhanced rock weathering, though specific technical and regulatory barriers must be addressed before any decisions can be made on their eligibility for the GGR business model. As set out in the Government response to the GGR business model consultation, published in June 2023, this includes the need for further evidence on permanence, reversibility, and environmental impacts associated with these methods.</p><p> </p><p>The Government is working closely with academics, industry, and the UK Research and Innovation (UKRI) GGR Demonstrator projects to investigate the feasibility of scaling non-CCS GGR technologies in future.</p> more like this

star this property answer text <p>To ensure that bioenergy with carbon capture and storage (BECCS) delivers genuine negative emissions, Government will require that only sustainable biomass is used. The 2023 Biomass Strategy included an assessment of sustainable biomass availability to the UK (including woody biomass), to support the UK’s net zero target. The availability of sustainable woody biomass was estimated using updated modelling which included considerations of global land use to exclude unsustainable changes, as well as accounting for wider land use pressures such as food security and biodiversity.</p> more like this

star this property answer text <p>Pensions tax relief is one of the most expensive reliefs in the personal tax system. In 2020/21 Income Tax and employer National Insurance Contributions relief cost £67.3 billion. The annual allowance helps to ensure that the highest earning pension savers do not receive a disproportionate benefit. 99 per cent of pension savers make annual contributions below £40,000, the level of standard annual allowance which has applied from 2014/15.</p><p> </p><p>An unregistered scheme for the NHS would not benefit the vast majority of NHS staff, as members would receive no tax relief on their contributions.</p><p> </p><p>The Government is committed to ensuring that hard-working NHS staff do not find themselves reducing their work commitments due to the interaction between their pay, their pension, and the relevant tax regime.  On 22 September, the Government announced it will change elements of the NHS Pension Scheme to help retain doctors, nurses and other senior NHS staff, to increase capacity. These changes include:</p><ul><li>Changing pension rules regarding inflation</li></ul><ul><li>Encouraging NHS Trusts to explore local solutions for senior clinicians affected by pension tax charges, such as pension recycling</li><li>Implementing permanent retirement flexibilities and extending existing temporary measures to allow our most experienced staff to return to service or stay in service longer.</li></ul>

star this property answer text <p>The Government is committed to tackling the threat from Serious and Organised Crime (SOC) and immigration related criminality. It has recently published a new SOC strategy that commits to reducing SOC in the UK by disrupting and dismantling organised crime groups and networks operating in and against the UK.</p><p>The National Crime Agency (NCA), Regional Organised Crime Unit (ROCU) network, Border Force and law enforcement partners have specialised intelligence and investigative teams that are deployed across the full range of SOC threats, including illicit finance, fraud, money laundering, and immigration crime, to bring offenders to justice.</p><p>National, regional and local operational activity is always prioritised by law enforcement according to the threat, risk and harm posed.</p><p>This Government has increased NCA funding by more than 40% since 2019 to support the development of essential capabilities needed to tackle the full range of SOC threats.</p> more like this
