The partnerships consider the impact on communities and local services so that adjustments to dispersal patterns can be made where appropriate.</p><p>Local authorities are consulted before asylum seekers are placed in their area, so that the potential impact on communities and local services is fully considered. We continue to work closely with a wide range of local authorities, including those in Scotland, to increase the number of areas that voluntarily accommodate and support people seeking asylum and protection – every local authority is encouraged to contribute.</p><p>There are powers in the Immigration and Asylum Act 1999 to designate areas of the country as “reception zones” if it is believed that a local authority covering the particular area has suitable housing that can used to accommodate destitute asylum seekers. Failure of accommodation providers to resolve issues within strict time limits may result in the application of service credits.</p><p>Asylum seekers are encouraged to report issues about their accommodation to their accommodation provider for them to resolve. The Department also provides information to all asylum seekers, including direct telephone numbers to local and national UKVI staff where they can raise issues about the condition of their accommodation. As a result of recent improvements to the Home Office inspection regime the Contract Compliance Team measures service delivery via a short questionnaire to assess the level of contact, welcome briefing and support from the provider.</p><p>We are taking further steps to ensure asylum seekers’ voices are heard so that they feel confident to report complaints about their accommodation or any concerns they are having about their safety. The COMPASS suppliers are required to consult local government formally to ensure relevant housing licensing requirements are met. UKVI officials have engaged with local government, through Strategic Migration Partnerships to devise suitable consultation protocols so that both parties are able to consider the most suitable locations for initial accommodation. 	answer	answer is ministerial correction date of answer 09/06/2016 answer text <p>The UK Government has been co-ordinating the dispersal of asylum and resettlement schemes for many years and we will continue to ensure that all refugees are provided with appropriate care, regardless of their route to the UK.</p><p>Our existing policies are aimed at ensuring an equitable distribution of asylum seekers and refugees across the country so that no individual local authority bears a disproportionate share of the burden. However, we recognise that the development of existing schemes will require an expansion of current networks and the impact on local communities and infrastructure will need to be managed carefully to ensure that no local authority is required to take more than they can support.</p><p>That is why the Home Office is working closely with the Department for Communities and Local Government and the Department for Education to ensure consultation with local authorities is consistent and co-ordinated across all resettlement and relocation programmes. The Home Office will continue to maintain an active partnership with local governments across the whole of the UK, and funds Strategic Migration Partnerships to plan for the most appropriate dispersal of asylum seekers. 	answer	answer is ministerial correction date of answer 08/06/2015 answer text <p>Dungavel House in Strathaven, Lanarkshire is the sole immigration removal centre (IRC) located in Scotland.</p><p>The table below shows the number of people entering detention solely under Immigration Act powers at Dungavel House IRC from 2009 to 2014:</p><p>Year Detainees</p><p>2009 1,661</p><p>2010 1,432</p><p>2011 1,481</p><p>2012 1,431</p><p>2013 1,626</p><p>2014 1,297</p><p>Some detainees may be recorded more than once if, for example, the person has been detained on more than one occasion in the time period shown, such as a person who has left detention, but has subsequently been re-detained. Information on people entering detention prior to 2009 is unavailable.</p><p>The Home Office publishes quarterly and annual statistics on the number of people detained in the United Kingdom for immigration purposes, within the Immigration Statistics release. Data relating to people entering detention are available in tables dt_01 and dt_01_q in Immigration Statistics: January – March 2015 on the GOV.UK website: https://www.gov.uk/government/organisations/home-office/series/immigration-statistics-quarterly-release and which will be placed in the Library of the House.
