Following commencement of provisions in the Children and Social Work Act 2017, Local Safeguarding Children Boards are currently being phased out and replaced by safeguarding partners (police, health and local authority). There is no requirement to have an independent chair of the new arrangements, which must be in place by September 2019.</p><p> </p> more like this

star this property answer text <p>There are no plans to release local authority children’s services departments from their safeguarding responsibilities. The Children and Social Work Bill proposes a power for local authorities to test different ways of working. This power is not about questioning the fundamentals of what local authorities need to do in relation to children’s safeguarding, but about exploring how things could be done better. We are seeking to create a controlled, time-limited space to test new ways of working before seeking to make any wider changes to the legislative framework. Accountability for safeguarding will remain the same even if exemptions are being tested.</p> more like this

star this property answer text <p>Clause 15 of the Children and Social Work Bill is key to bringing about the changes proposed by Alan Wood in his review of the role and function of Local Safeguarding Children Boards. The review’s recommendations, which we accepted, were to replace the existing Local Safeguarding Children Board structure with a stronger but more flexible framework for multi-agency working in local areas. We believe that this stronger framework and flexibility, as set out in clause 15, will improve outcomes for children and their families and enable the effective sharing of information which is so fundamental to safeguarding children.</p> more like this

star this property answer text <p>Local Safeguarding Children Boards (LSCBs) are funded through contributions from their partners as agreed locally, including local authorities, health services and the police. LSCBs publish details of these contributions in their annual reports, but these figures are not collated centrally. The Government does not provide ring-fenced funding for LSCBs.</p><p>On 14 December 2015, the Prime Minister announced that there would be a review of LSCBs. This review has now commenced and will report by the end of March 2016.</p> more like this

star this property answer text <p>Where a local authority is judged to be failing in its provision and delivery of children’s services, the Secretary of State has a discretionary power to intervene under the Education Act 1996, as applied by section 50 of the Children Act 2004. This may include directing the local authority to review its children’s services operations and commissioning procedures, and this may include the delivery of specified functions by another body.</p><p> </p><p>The powers under part 1 of the Children and Young Persons Act 2008 and associated regulations are quite different and provide for local authorities to be able to delegate children’s social care functions, including safeguarding functions, to third parties on a voluntary basis. The Department for Education has no plans to instruct any local authorities to delegate their functions under these provisions.</p><p> </p> more like this

Approaches to organising contact, assessment and referral services in a local area are a matter for local authorities and their partners. The Department for Education does not monitor which approach each local authority uses. Ofsted monitors the effectiveness of local multi-agency information sharing arrangements under the single inspection framework.</p><p> </p><p>The Department does not collect data on the models used by local authorities to share information about safeguarding. However, the Home Office undertook a project to improve national and local understanding of the different local multi-agency models in place, and as part of this surveyed all local authorities. In 2013, responses were received from 63 of 152 local authority areas, 64% of which stated they had some kind of multi-agency model in operation. The ‘Multi-Agency Working and Information Sharing Project – Early Findings’ report, published July 2013, and the Final report, published in July 2014, gives examples of areas that use multi-agency safeguarding hubs and other multi-agency models.
