As we said in our response to the Joint Committee’s report ‘Draft Health Service Safety Investigations Bill: A new capability for investigation patient safety incidents’, the Department’s view is that the best approach is to allow the current maternity investigations programme to complete its rollout to all healthcare regions in England, which is now complete and will continue for a limited period so that the learning and benefit can be gained from these investigations.</p> more like this

This includes the cost of clinical expertise and training for maternity investigators to lead professional investigations.</p><p>69 investigations were referred to the HSIB between 1 April and 30 September 2018. No investigations were completed in that period as the Maternity Directions requires investigations to be completed in six months and there were no referrals received in the first month of the HSIB implementing the maternity programme.</p><p>As from 1 April 2019, the HSIB maternity investigations programme is fully staffed and operational in every healthcare region in England. At the end of April 2019, 147.6 whole time equivalent staff are employed by the HSIB to conduct maternity investigations. There are no staff positions vacant and the figures exclude support from corporate services.</p>

star this property answer text <p>The School Teachers’ Review Body (STRB) is responsible for reviewing and making recommendations on teacher pay. The STRB is currently considering the appropriate pay award for the 2019-20 academic year and is expected to make its recommendations at the end of May 2019.</p><p>In January 2019, the Department submitted written evidence to the STRB. In this it was noted that a 2% increase in teachers’ pay, in line with forecast inflation, is affordable nationally within the overall funding available to schools for the 2019/20 financial year.</p><p>Alongside this evidence the Department published an assessment of teacher pay affordability in a schools’ costs technical note. This note provides information on costs for schools in the financial years 2018/19 and 2019/20, and can be found here on GOV.UK: <a href="https://www.gov.uk/government/publications/schools-costs-technical-note" target="_blank">https://www.gov.uk/government/publications/schools-costs-technical-note</a>.</p><p>It is important to note that the effects of the 2018 pay award will continue to be supported through the £321 million Teachers’ Pay Grant in 2019/20.</p>

star this property answer text <p>Any sexual activity with a child under 16 is a criminal offence, regardless of whether consent is given. Any non-consensual sexual activity is also a crime, whatever the age of the victim and whatever the relationship between the victim and perpetrator.</p><p> </p><p>I recognise that there are concerns about those who might abuse their position of power over a 16 or 17-year-old to pressure them into engaging in a sexual relationship. Such behaviour is very likely to be caught by the robust laws we already have in place,</p><p> </p><p>However, we remain absolutely committed to protecting children and young people from sexual abuse and we want to ensure that existing offences are being used effectively to tackle this behaviour, and that those working with young people understand their responsibilities and act appropriately.</p><p> </p><p>My department, working closely with colleagues across government, is taking forward a review of the existing law, to check that that it is working effectively and ensuring young people are protected.</p>

Quad membersunderlined their commitment to a comprehensive political solution for the conflict in Yemen and their endorsement of the agreements reached in Stockholm by the Yemeni parties in December 2018.</p> more like this

As a result, the number of investigations completed are expected to increase in 2019.</p><p>The 60-day timeframe applies to the current NHS Serious Incident Framework. In line with the National Health Service Trust Development Authority (Healthcare Safety Investigation Branch) (Additional Investigatory Functions in respect of Maternity Cases) Directions 2018, HSIB is required to complete investigations within 6 months. <strong> </strong></p><p>The HSIB’s investigations will replace hospital reviews of intrapartum stillbirths only for cases which fall within scope of the Royal College of Obstetricians and Gynaecologists’ Each Baby Counts criteria. star this property answer text <p>As from 1 April 2019, the Healthcare Safety Investigation Branch (HSIB) maternity investigations programme is fully staffed and operational in every healthcare region in England.</p><p>The HSIB is estimated to undertake 1,000 investigations in 2019. Work will be undertaken to forecast future estimates for the next three years based on the most recent datasets held by the HSIB.</p><p>Since the start of the HSIB maternity investigations programme up until 12 April 2019, a total of 401 investigations have gone live and four investigations have been completed. From 1 April 2019 HSIB will be operating at full capacity and is continuously refining its methodology to improve the turn-around time for completing investigations. As a result, the number of investigations completed are expected to increase in 2019.</p><p>The 60-day timeframe applies to the current NHS Serious Incident Framework. In line with the National Health Service Trust Development Authority (Healthcare Safety Investigation Branch) (Additional Investigatory Functions in respect of Maternity Cases) Directions 2018, HSIB is required to complete investigations within 6 months. <strong> </strong></p><p>The HSIB’s investigations will replace hospital reviews of intrapartum stillbirths only for cases which fall within scope of the Royal College of Obstetricians and Gynaecologists’ Each Baby Counts criteria. This criterion includes all term babies (at least 37 completed weeks of gestation) born following labour who have one of the following outcomes: intrapartum stillbirth or where the baby was thought to be alive at the start of labour but was born with no signs of life.</p><p>The HSIB was allocated £10 million in 2018/19 for the maternity investigations programme. A final budget for 2019/20 is to be finalised. Budgets for future years have not been determined.</p><p>The National Health Service Trust Development Authority (Healthcare Safety Investigation Branch) (Additional Investigatory Functions in respect of Maternity Cases) Directions 2018 states that “In carrying out the additional investigatory functions, the ‘safe space principle’ as described at paragraph 6(1) of HSIB Directions does not apply.”</p>

star this property answer text <p>Since Budget 2016 the Government has introduced a range of business rates measures in England worth £13 billion over the next five years. This includes switching the annual indexation of business rates from the retail price index to the consumer price index, representing a cut in business rates every year to all ratepayers, including nurseries, and saving businesses over £6 billion over the next five years. It also includes doubling small business rate relief from 50 per cent to 100 per cent for eligible businesses and raising the threshold for 100 per cent relief from £6,000 to £12,000. Eligible businesses with a rateable value between £12,000 and £15,000 will be entitled to tapered relief. Independent nursery providers may therefore be eligible for small business rate relief if they occupy a single property with a rateable value below £15,000. After the 2017 revaluation, the Government established a £300 million fund to enable local authorities to provide additional targeted support to their local businesses.</p>
